Roland Lischalk MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES 1974 CALL TO ORDER Mayor Teichert called the meeting to order at 8:15 P. Me INVOCATION Trustee Richardson gave the *invocation. ROLL CALL Present upon roll call: Anderson Richardson Hendricks Scholten Teichert Arrived at 8:40 P. M. Link Mayor Teichert welcomed students from St. Raymond's School who were studying government in operation at the Board Meeting, . . APPROVAL OF MINUTES OF MAY 72 1974 Corrections: pg. 5: Change second paragraph to read: "Trustee Scholten, seconded by Trustee Richardson, moved to authorize the Village Manager to get proposals or es- timates and costs for a feasibility study on the possible acquisition of Citizens Utilities holdings in the north- eastern area of Mt. Prospect., Amend the final paragraph by stating the Village Manager re- ported he had been offered a proposal from the owners of the Central School property for $625,000.00. Trustee Anderson, seconded by Trustee Scholten, moved for ratification of the action taken at the special meeting held May 14, 1974. Trustee Link arrived at this point in the meeting. Trustee Scholten, seconded by Trustee Richardson, moved for approval of the Financial Report for the month of April, 1974, subject to audit. Upon roll call: Ayes: Anderson Richardson Hendrtcks Scholten Motion carried. MAYOR'S CITATION - FIREFIGHTER KOOIKER FOR HEROISM Firefighter Kooiker and his family were present to �c- cept a citation for heroism from Mayor Teichert for the dramatic rescue of persons in a burning car while off- duty. COMMUNICATIONS AND PETITIONS Mr. Robert Bennett, member of the Central Business D�s- trict sub-commi,ttee of the Plan Commi,ssilon appeared be- fore the Board to discuss the need for redevelopment of the downtown community, and it was the recommendation of the ad hoc commitee to employ an outside planner to ;study such matters as existing buildings and structure$, additional study of new construction, traffic control, p. 2 5/21/72 required parking, zoning, removal of the train station and the economic feasibility of these various studies. Mr. Bennett requested a positive indication from the Village Board and an interim moratorium on building. Referred to the June 13th Judiciary Committee I MANAGER'S REPORT The Village Manager presented a feasibility study on the proposed annexation of Prospect Meadows, outlining police services, fire services, public works, scavenger service, vehicle stickers; street lighting, and other revenue. After discussion of the proposed annexation, Trustee Hendricks, seconded by Trustee Richardson, moved to waive the rules requiring two readings of the annexation ordi- nance. Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Ordinance #2500: AN ORDINANCE ANNEXING THE UNINCORPORATED AREA KNOWN AS "PROSPECT MEADOWS" TO THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Anderson Hendricks Link Richardson Scholten Telchert Motion carried. Trustee Hendricks, seconded by Trustee Richardson, moved for authorize the Ma ' yor to sign and the Clerk to attest the plat of annexation of the area commonly known as ''Prospect Meadows", Upon roll call: Ayes: Anderson Hendricks Link Richardson Scholten Trustee Scholten, seconded by Trustee Hendricks, moved act authorize the Village Clerk to accept half-year pay- ment for vehicle stickers for residents in the newly - annexed area. Upon roll call: Ayes: Anderson Hendricks Link Richardson Scholten p. 3 5/21/74 The Village Manager gave a status report on various Village programs and projects, commending the Public Works on the construction of the extra parking area along the railroad for co user parking, and opening up of one-half of School' Street for parking, the work at Lawrence and Meier, and paving on Lincoln between Meier and Busse. M�kYOR'S REPORT Des Plaines voted agreement to enter into the boundary lines to be established at Route 83 and up Oakton to the tollway. Mayor Teichert proclaimed Friday, May 24, 1974 as Senior Citizen Day in the Village. A status report on thq Rob Roy appraisals was presented to the Board Members. Trustee Hendricks, seconded by Trustee Scholten, moved to authorize the Mayor to trans- mit a copy of both appraisals to the River Trails Park District and the Mount Prospect Park District. Upon roll call: Ayes: Anderson Hendricks Link Rl"chardson Motion carried. Mr. George Flaherty, 319 S. George, objected to the appraisals not being made public at this time. Trustee Hendricks read a letter from the Illinois Depart- ment of Conservation re funding - COMMITTEE CHAIRMEN REPORTS A. BUILDING COMMITTEE Case Nos. ZBA-16-V-74 - Dr. Gregory Smoron, 411 W. Prospect, ZBA-15-V-74 - Courtes,y'Home Center, 750 E. Rand, Case No. ZBA-14-V-74 - G. Kus2Lbab, Thayer and Forest,were 411 referred to the Building Committee June 19, 1974. Cases Nos. ZBA-4-Z-74 and ZBA-5-Z-74 amending subsection C of 14.1004 and, 14.1204, and section 14.2001 of the Zoning Code were approved by the Zoning Board and an ordinance amending the Zoning Ordinance of the Village of Mount Prospect was read for first reading. The Clerk was requested to place the ordinance on the agenda of the next reg- ular meeting. p. 4 5/21/74 FIRE AND POLICE COMMITTEE Trustee Anderson read a memorandum dated May 21, 1974 recommending installation of a stop sign in the east bound lane of Cree Lane at Burning Bush Lane as also recommended by the Safety Commission. Trustee Anderson, seconded by Trustee Scholten, moved to con- cur in the recommendation of the Fire and Police Com- mitee for the installation of a stop sign at Burning Bush and Cree Lane. It was requested that the Manager and Fire Chief be advised there would be a meeting of the Fire and Police Conmiittee at which time a resolution designating the numbers and members of the department would be dis- cussed. JUDICIARY COMMITTEE The Judiciary Committee requested the following matters be dropped from "Matters in Comm,ittee": Recreational and school site contributionsby subdividers and del" velopers of PUDS, and Petition guidelines. An ordinance amending Chapter 11 of the Municipal qode of Mount Prospect was discussed by the Committee which added thereto provisions for the conduct of lotteries under certain conditions in conjunction with carnivals and circuses. Trustee Richardson, seconded by Trustee Scholten, moved to waive the rules to discuss an item not on the agenda, regarding the above matter. Trustee Richardson, seconded by Trustee Hendricks ' , moved, to waive the rules requiring two readingsof an ordinance. Trustee Richardson, seconded by Trustee Hendricks, moved p. 5 5/21/74 for passage of Ordinance #2501; AN ORDINANCE AMENDINQ CHAPTER ll OF THE MUNICIPAL CODE OF MOUNT PROSPECT Upon roll call: Ayes: Anderson Hendricks Link Riphardson Scholten I Trustee Richardson reported on HB 2621 providing that net collections from regional shopping centers are to be distributed 50% to county or municipality where located, the balance to be apportioned on a population basis among the municipalities within six miles of that shopping center. It was recommended by Trustee Richardson that the Village Manager contact our local representatives and urge them to appear as it so severely affects not only Randhurst, but our downtown area as well. It was moved by Trustee Richardson, and seconded by Trustee Scholten., to voice opposition to HB2621 and instruct the Village Manager to contact the represent- atives for the purpose of opposing that HB 2621 in Committee. Trustee Richardson, seconded by Trustee Hendricks, moved to waive the rules to consider HB 512 providing that any local sales tax revenues produced in territory annexed by a municipality after September 30, 1973 would be dis- tributed on the basis of 2/3 to the county government and 1/3 to the municipality. (This same formula would apply to territory incorporated after September). Under exist- ing law all of said sales tax revenue goes to the munici- pality. Trustee Richardson, seconded by Trustee Hendriqk4, moved for passage of Resolution 16,74: p, 6 5/21/74 Upon roll call: Ayes: Anderson Hendricks Link Richardson Scholten The Judiciary Committee considered the Suburban Associa- tion of Municipalities and it was the recommendation to retain Bill Watson during May and June and for the two months the salary for h3',,,s services would be up to $666.00 or $333.00 monthly as ag-reed. Trustee Richardson, seconded by Trustee Hendricks, so moved. Upon roll call: Ayes: -Amderson Hendricks Link ,':,L"chardson Scholten Motion carried. The matter of retaining a lobbyist in the future was referred to the Judiciary Committee. Trustee Richardson requested that the matter of cost of staffing the Northwest Municipal Conference and the dues of $1,000.00 per com';rltlnity be referred to the Finance Committee. OTHER BUSINESS Hendricks moved Trustee Scholten, seconded by Trustee to waive the requilremeats of two read"Lings of an ordinance 1 3. because of identical adoptions in the municipal budget officer system of finance and repetition in the ordinance regarding incorporeal hereditaments. Richardson Scholten Trustee Scholten, seconded by Trustee Hendricks, moved, for passage of Ordinance #2502: AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO CONVEY CERTAIN INCORPOREAL HEREDITAMENTS Upon roll call: Ayes: Anderson Hendricks Link Richardson Scholten Motion carried. An ordinance was presented recognizing the Mt. Trustee Link, seconded by Trustee Hendricks, moved for the approval of the Mayor to sign and the Clerk to attest the pl8.t of Northwest-Highway/WatermaTi resubdivision. Upon roll call: Ayest Hendricks Link Ric4ardson Scholten Pass: Anderson Motion carried. Trustee Anderson passed on the above motion because of direct interest in the above natter. An ordinance granting MSD permission to install 60" interceptor sewer in Oakton Street was referred to the next regular board meeting in June. Trustee Richardson, seconded by Trustee Hendricks, moved to authorize the Village Attorney to proceed with condemnation proceedings for Central School., Upon roll call; Ayes: Anderson Hendricks Link Richardson Scholten 91-7415 Trustee Hendricks, seconded by Trustee Richardson, moved to accept the resignation of Trustee Patrick Link to tae effective 'Immediately.
