Trustee Richardson, seconded by Trustee Caylor, moved to ap- prove the minutes of July 2, -1'974 as corrected. Scholten Trustee Scholten, seconded by Trustee Richardson, moved for approval of the financial report for June, 1974 subject to audit. Upon roll call: Ayes: Anderson, Caylor Gustus Richardson Scholten MANAGER'S REPORT The Village Manager reported on the bid tabulations for the Lonnquist storm sewer project. It was the recom- mendation of the consulting engineers and Director of Engineering that the contract be awarded to Rossetti Contracting Co., Inc., the low bidder, in the amount of $144,763.80. Trustee Anderson, seconded by Trustee Gustus so moved. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Trustee Gustus, seconded by Trustee Richardson, moved to authorize the return of the bid security checks to other than the low bidder. Upon roll call.- Ayes: Anderson Caylor Gustus Richardson Scholten The Village Manager reported on other various Village programs and projects. COMMITTEE CHAIRMEN REPORTS A. BUILDING COMMITTEE ZBA-21-V-74 James Avol3lo, 909 Palm Dr. petition for variation to place air conditioner compressor in side yard. The Build- ing Committee concurred with the recommendation of the Zoning Board of Appeals to grant the variation but suggested the airconditioner 'Installed should be of a more noiseless variety than some in operation. Upon roll call.- Ayes: Anderson Caylor Gustus Richardson Scholten Trustee Caylor, seconded by Trustee Scholten, moved to direct the issuance of a building permit, with an ordinance to be pre- sented at the next regular Board Meeting. Isabella, petition for variation for parking spaces, loading zones, size of stalls at 1350 W. Northwest Highway. Trustee Caylor, seconded by Trustee Scholten, moved to concur in the recommendation of the Zoning Board of Appeals and approve to the variatiops as set forth in Case ZBA-24-V-74. Trustee Anderson, seconded by Trustee Gustus, moved for passage of Ordinance #2511: AN ORDINANCE ANNEXING PROPERTY GENERALLY LOCATED TO THE SOUTH OF ALGONQUIN ROAD, EAST OF BRIARWOOD DRIVE Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. Trustee Scholten, seconded by Trustee Anderson, moved to authorize the Mayor and Clerk to sign and attest the plat of annexation involved in Ordinance #2511. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. Trustee Scholten, seconded by Trustee Caylor, moved to waive the requirements of two readings of the following three ordinances in connection with Annexation Ordinance #2511. Trustee Richardson, seconded by Trustee Scholten, moved for authorization for the Mayor to sign and the Clerk to attest the plat of annexation for the above property: Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. p. 5 7/16/74 Trustee Richardson, seconded by Trustee Scholten, moved for passage of Ordinance #2516: AN ORDINANCE ANNEXING PROPERTY GENERALLY LOCATED AT THE NORTHEAST CORNER OF ELMHURST AVENUE AND KENSINGTON ROAD Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. Mr. Robert Neuman, 616 N. Elmhurst Avenue and Mr. John Walker, 7 N. Pine, questioned the Board on the possible use of the property. They were advised no building permits have been applied for in the Village and' are automatically annexed as R -X classification. Trustee Anderson, seconded by Trustee Caylor, moved to author- ize the Mayor and Clerk to sign and attest the plat of annex- ation of the above property. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. An ordinance granting MSD permission to install a 60" inter- ceptor was referred to the Village Attorney and will be pre- sented to the MSD Board of Trustees for further consideration. COMMITTEE ANNOUNCEMENTS JUDICIARY COMMITTEE August 28th BUILDING COMMITTEE July 17th PUBLIC WORKS COMMITTEE - cancelled FIRE AND POLICE COMMITTEE - August 7th FINANCE COMMITTEE - Special Board Meeting - July 23rd for action to be taken in the event further discussion with the ad hoc Downtown Planning Commission Sub -committee merits action of the Board. DONALD A, GOO ' T Village Clerk MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND BOARD OF TRUSTEES July 23L 1974 CALL TO ORDER Mayor Teichert called the meeting to order at 8:05 PM. INVOCATION Trustee Hendricks gave the invocation. ROLL CALL Present upon roll call: Anderson Caylor Gustus Hendricks Scholten Teichert Absent: Richardson Mayor Teichert called this special meeting on Friday, Jqly 19, 1974 pursuant to Chapter 2. "The Board of Trustees" Section 2.103 "Meetings" as ordained in the MunicipalCode of Mount Prospect. The sole purpose of the meeting was to discuss with the ad hoc downtown sub -committee of the Mount Prospect Planning Commission, with Mr. Robert Bennett as Chairman, the retaining of consulting firms Barton-Aschman Associates, Inc. ,for physical planning and Property Con- sultants, Inc. fQr an economic feasibility study. The study proposed would consider traffic, uses and ap- pearance and be treated as a massive planned unit development. The program was broken down into three phases: market study covering the trade area and neighborhood service; multi -family housing and senior citizens; and offices. It was the recommendation of the ad hoc downtown sub -committee to retain as consultants Barton-Aschman Associates, Inc. and Property Consultants, Inc. to make a combined study of a comprehensive plan for the Village. Trustee Scholten, seconded by Trustee Anderson, moved to concur in the recommendation of the ad hoc downtown sub- committee of the Mount Prospect downtown sub -committee to retain as consultants Barton-Aschman Associates, Inc. in., I h the amount of $13,50Q.00 and Property Consultants, Inc,. I the amount of $16,500.00 for a combined sLudy ,of the Village.
