COMMUNICATIONS AND PETITIONS
Representatives of Mount Prospect JayCees and Hersey H. S.
band boosters requested a fee waiver for a carnival to be
held Sept. 4th to 8th at the Prospect Plaza. Trustee
Hendricks, seconded by Trustee Scholten, moved to waive
the fees for the JayCees and Hersey H. S. band boosters
with the exception of the out-of-pocket expenses.

Mrs. Margaret Sli1vka appeared before the Board and
cussed the following matters: the cost of vehicle stickers,
and the possibility of a reduction for widows unable to pay
higher prices, he.,- opposition to the construction of a new
library, taxes, shopping Iin the downtown business district,
her opposition to Village policing apartment dwellings,
and stating Village Board meetings should be more publicized.
The matter of vehicle sticker fee reduction for citizens un-
able to pay a higher charge was referred to the Finance
Committee.
Dr. Conrad Mazeski_ and Dr. Michael Ruane requested the
Board to adopt a resolution approving application of pro-
visions of Section 23 of the, U. S. Housing Act of 1937 as
amended which, would provide, flan assistance to local
housing agencies for aid to those in the community of low
and moderate income, and also requested that a Mount Prospect
Housing Authority be established.
Mr. Harry Gottlieb, Director of the Regional Housing Coalition
talked in support of passage of the resolution and creation
of a local housing authority.
Mr. Henry Lacine and Mr. Anton Dvylis both urged the Board
to support the program.
The proposed resolution was referred to the Public Health
and Safety Committee for a report as soon as possible. Mayor
Tel*chert read a letter from the League of Women Voters en-
dorsing the program.
Mayor Teichert reported hew'3*-ll present this matter before
the Northwest Municipal Conference and urge Adoption of a
similar resolution.

MANAGER'S REPORT
The Village Manager requested ratification of action in
awarding contracts for the 1974 MFT Maintenance and for
police cars. In each instance only one bid was received.
Trustee Anderson, seconded by Trustee Gustus, moved to
authorize the letting of the contract to Allied Asphalt
Paving Co. of Hillside, Ill. for MFT Maintenance - 1974
Materials for a total of $25,775.

MAYOR'S REPORT
Mayor Teichert readResolution No. 21-74:
A RESOLUTION NOTING THE PASSING OF FIREFIGHTER
LOWELL J. FELL
WHEREAS, Firefighter LOWELL J. FELL served his community
in various official capacities since January 31, 1969; and
WHEREAS, Firefighter LOWELL J. FELL, utilizing his skills and
training as a Design Draftsman, provided many of the other
Village Departments as well as the Mount Prospect Fire De-
partment with distinctive maps and specialty atlases; and
WHEREAS, Firefighter LOWELL J. FELL, with innovation and
cheerful contribution, above the line of duty, originated
involving,
and supervised the Community Relations program involving
all facets of adult and elementary school education; and
WHEREAS, Firefighter LOWELL J. FELL served as Operations
Officer in charge of Civil Defense volunteers and originated
the Annual Fire Recognition Week program now in its fifth
year of operation; and
WHEREAS, Firefighter LOWELL J, FELL served as Achninistrattve
Aide to Fire Chief Lawrence J. Pairitz and as a Firefighter
under former Fire Chief Edwin Haberkamp and was a trained
Emergency Medical Technician and Paramedic; and
WHEREAS, Firefighter LOWELL J. FELL served as departmental
photographer and arson investigator and was instrumental in
the organization of these units within the Mount Prospect
Fire Department; and
WHEREAS, Firefighter LOWELL J. FELL spearheaded the Mount
Prospect Fire Department public relations programs and super-
vised the compilation and entry of this material in competitions
which won for the Department top national and state recognition
for the past three years; and
WHEREAS, we as Mayor and Trustees of the Village of Mount
Prospect are conscious of these many and lasting contributions
he made to the advancement of the Mount Prospect Fire Depart-
ment and to its reputation in the community and throughout the
country;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT., COOK COUNTY, ILLINOIS:
SECTION ONE: That there be public acknowledgment of the un-
selfish service of the departed LOWELL J. FELL.

SECTION TWO: That the. 'symp athy of the Village of Mount
Prospect be and the same is hereby expressed to the family
of LOWELL J. FELL, his friends, and his fellow firemen.
SECTION THREE: That the Mayor and Board of Trustees of
the Village of Mount Prospect hereby concur with the wishes
of his fellow firemen in the establishment of a family fund
for the benefit of the immediate family of LOWELL J. FELL
so that all donations received by reason of the death of
LOWELL J. FELL and made payable to the Village of Mount
Prospect Fire Department be and the same are hereby
authorized to be transferred to the aforesaid family fund.
SECTION FOUR: That this Resolution be spread upon the min-
utes of the Board of Trustees of the Village of Mount
Prospect and that a copy hereof, suitably engraved, be
presented to the family of LOWELL J. FELL.
SECTION FIVE: That this resolution be in full force and
effect from and after its pas sage and approval in the manner
provided by law.

Trustee Scholten read a report from the Finance Committee
at which time they discussed a cigarette tax with C. O.
Schlaver, Executive Director of the Chamber of Commerce and
representatives of the cigarette industry. The Chamber of
Commerce opposed the proposed tax. The Committee deferred
this matter until September.
Trustee Scholten, seconded by Trustee Caylor, moved to concur
with the Finance Committee recommendation to create an additional
license in the Class "Ell catering classification, with the
further recommendation it be granted to the Randhurst Twin Ice
Arena restricted to the rooms upstairs.

SUBJECT:- Building Committee meeting, Wednesday, August 14
PRESENT: George Anderson, Kenneth Scholten, Building
Director Buell Dutton, and Marie Caylor
RE: Case ZBA-17-Z-74 and ZBA-17A-SU-74 - Rezoning from RZ
to R4, with variations on parking space and side yard
requirements - property on west side of Busse Road,
south of Algonquin, abutting the north property line
of Laurel Estates,
The committee met with Mr. Ferlette of Ferlette Builders
and Realtors, and his attorney, Robert Moore. Discussion
of the proposed development indicated approval had been
received from the Village Fire and Engineering departments
concerning fire hydrants and provisions for water runoff.
The development would include five 3 -story structures
containing 72 condominium units. Twelve units will be
875 square feet with a sale price in the $29,500 range,
The remainder of the units will be 1,075 square feet
each, to be sold at approximately $32,500. All will be
2 -bedroom units. A swimming pool will be provided and
the green area will be professionally landscaped.
Variations requested include 9x20 foot parking stalls
to provide 1*65 spaces per unit. Also, 201, 251, and 201
sideyard setbacks on three of the buildings. Special
provisions stated by the Zoning Board concerning building
height and righttof way and sidewalk dedications on Busse
were agreed upon. The Zoning Board approved rezoning Brom

The Building Committee recommends concurrence with the
Zoning Board's findings,

Request for side yar variation to extend nd present one -car
garage to 2 -car garage. The ' ,Committee discussed the
matter with Mr. Muscata who'. pointed out that the garage
extension would be built of brick with an interior 1 -hour
firewall and installation of a' window on the garage's
west wall for interior light. Tr a garage is to have a
Class A roof and gutter downspou,,V's will be so constructed
as to prevent water drainage into neighbors' yards.
Several neighbors attended the meeting indicating approval

of the variation. Only one neighbor immediately
adjacent to the property had previously objected
on the basis of a fire hazard, were the garage
extension to be of wood construction. This hazard
is corrected by the agreed upon construction. The
distance between the proposed addition and the
neighbor's home would be l3' 8" on completion and
the applicant agrees to add aesthetic amenities by
plantA.ng low growing bushes beside the garage east
wall.

Following discussion with the applicant, neighbors, his
insurance broker, and the proposed builder, the Committee
voted unanimously, on the basis of the aforesaid provi-
sions,, to override the Zoning Board's 5-0 recommendation
to deny, and recommends non -concurrence with the Board's
decision.

RE Case # 20-V-74 - John Daniels variation to build
beyond 75 %of lot.
DATE: August 15 9 1974
Just to keep you posted, I had a conference with both Mr. John Daniels and
his attorney, Mr. Jerrald Abrams regarding the above captioned matter.
I have indicated to both of them as I had *indicated to you at your last meeting
August 6 o 1974, that the notice printed in the newspaper regarding this Case
#20-V-74 did not accurately reflect any additional requests for variations
concerned with parking and any other related matters --but only contained
a request to construct a building on more than 75% of the lot at 101 West
Prospect, Mount Prospect, Illinois.
As a result of our conference, the petitioner will file with the Village Clerk
to republish the notice and proceed again in a hearing before the Zoning
Board of Appeals.
I would recommend that the matter be held in abeyance until it can be re-
viewed by the Zoning Board of Appeals after this new and latest hearing
has been held.
