COMMUNICATIONS AND PETITIONS
Mr.John Ayres and Karen Caddis of the Red Cross were
invited to appear before the Board to discuss their
blood program. It would require a volunteer donation
from the Village of 4% of the population in order to
have a successful operation. Importance was stressed
on a program manned by volunteers after training by
the Red Cross . The goal of the organi zati on i s to
supply al 1 resi dents of the Vi 11 age wi th free bl cod an
a minimal cosi for processing and matching. Mrs. Boswell,
Director of Health Services, stated this program was pre-
sented as an alternative for Board consideration, and the
Red. Cross program is on a national basis, while the North
Suburban Association for Health Resources is a local or-
ganization.

Mr. Thomas Murphy presented a Preliminary draft of the
proposed amendment to the Gomprehensive",Plan of Mount Prospect
to include the areas annexed in September of 1971 and the

A draft of a contract covering the engineering suDervision
of MFT Project 44 -CS (TOPICS) was presented. The Board of
Local Improvements recommended the engi neeri ng f i rm of Al s tot
and March , Inc. be authorized to proceed wi th pi ans and
specifications for Wedgewood Terrace area sewer and water
immediately upon approval of the agreement by the Mayor and
Board of Trustees. Trustee Richardson, seconded by Trustee
Ahern moved for waiver of the rules for discussion of the
above .

Mayor Tei chert discussed the Governor's proposed property
tax freeze and the Vi I I age Attorney was requested to pre-
pare a resolution opposing the tax freeze as set forth.
Mayor Teichert reported there would be a Committee -of -the -
Whole meeti ng January 9 , 1973.

It was stated the vote on reconsideration of the petition
in Case No. 72-10P was postponed until a recommendation is
made by the Judiciary Committee. The next scheduled meet
ing of the Judiciary Committee is December 14th.
Waivers were presented by Marathon of I Company for the
cervi ce s t a t i o n of G o I f a n d Busse, s i g n e d by t h e Pi o n e e r
Trust and Savings Bank offi cials , wai vs ng the ri ght to en-
force the 50' setback in order to permit construction of a
Marathon Oil Company identification sign on lot 2 at a dis-
tance of 7' South of the northerly lot line of lot 2. An
indemnifi cation, executed by an official of Marathon Oil Co.
was al so s ubmi tted, to s ave harml es s the Vi 1 lage of Mount
Pro-spect for any claims. Trustee Anderson, seconded by
Tru,stee Furst, moved to authorize the Mayor to sign - and the

Request: For relief from Article XVI, Sec. 1600.1 for
installati-on of a material handling elevator going
through a floor and being more than 12' in height..

Results of testimony: Petitioner appeared before the Board
of Appeals following the refusal of the Building Department
to issue a building permit, because of a decision of the
Building Department' Director that he considered the proposed
material handling equipment as an elevator and therefore
does not meet our Code.
Petitioner argued he was asking for a variation
from the ordinance covering dumb -waiters and that his variation
was to allow a dumb -waiter with a square foot base of 11 feet
and dimensions of 2-1/2 feet in depth and 4-1/2 feet in width.
There is no cab, s.o as far as height is concerned it is un-
limited.
The testimony pointed out that the dumb -waiter
would cease if any doors were opened'; that there would be a
spring automatic self -closer placed on the doors. Also that
although keys would be retained by employees of Wille that
it is possible for a human being to ride in this device.
The variation as far as space is concerned in
this request is approximately 2 square feet. In other words,
he is asking for an 11 square foot base, as compared to the
9 square foot al I owed i n the Code .
It was agreed that there would be no vote taken
on this case until all members of the Board of Appeals visit
Wille and look at the device, not only the basement and first
floor but the second floortand then atelephone survey will
be made by the Chairman, and at that time we will have the
votes

The Board of Appeals realizing this was an
error, an honest mistake, on the part of the builder,

lot lines, to build a single family residence:

Results of Testimony: This is a corner lot and owner therefore
has two front yard requirements. Because he is asking to build
his home 7 1/2 feet from the west lot line xresults in the re-
quest of a variation of 22 1/2 feet inasmuch as the Ordinance
requires a 30' setback.
Objectors asked that the petition be denied
because they felt that the location of the proposed house
would detract from their view.
Another member of the the audience commented
that the lots to the North are not on the tax rolls and
therefore it might be assumed that the lots, have not been
vacated and therefore a possibility exists that the lots
might be improved with houses and therefore create the
necessity for a street.
The members of the Board voted 4 to 0 to deny
the request feeling that the lot could be used in accordance
with the Ordinance,

WHEREAS, the Board of Education of the River Trails School District
No. 26, Cook County, Illinois, have, in accordance with Section 7-1-14
of Chapter 24 of the Illinois Revised Statutes, adopted a Resolution re-
commending the annexation of one (1) parcel of real estate hereinafter
legally described to the Village of Mount Prospect, which Resolution
did contain all the necessary requirements so as to comply with the
statutes made and provided; and
WHEREAS, the Board of Park Commissioners of River Trails Park D�istrict,
Cook County, Illinois, have ado to a similar Resolution for an addi-
tional parcel of real estate hereinafter legally described; and,
WHEREAS, copies of said Resolutions were duly delivered to the Village
Cl erk of the Village of Mount Prospect; and
WHEREAS., all of the real estate hereinafter described is contiguous to the
corporate limits of the Village of Mount Prospect and not within the
corporate boundaries of any municipality; and
WHEREAS, no electors reside upon the subject real estate, nor any
part or portion thereof; and
WHEREAS, the President and Board of Trustees of the Village of Mount
Prospect, Cook County, Illinois, do believe it to be in the best interests
of the Village of Mount Prospect that the property hereinafter described
be, in fact, annexed to the Village of Mount Prospect, Illinois;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the land and territory hereinafter described -- being
contiguous to the Village of Mount Prospect but without the corporate
limits of any municipality, and having no one residing therein, and the
Village of Mount Prospect having been duly petitioned by Resolution
adopted by the Board of Education of School District No. 26, Cook County,
Illinois, and by Resolution adopted by the Board of Park Commissioners
of River Trails Park District, Cook County, Illinois, which School Dis-
trict and Park District are the beneficial owners of the said land and
territory -- be and the same is hereby annexed to and made part of the
Village of Mount Prospect, Cook County, Illinois, which land and terri-
tory is legally described as follows:
The Southeast Quarter of the Northeast Quarter
(except the South 467.0 feet of the East 467.0
feet thereof and except that part of the South-
east Quarter of the Northeast Quarter which lies
Easterly of' the center line of Wolf Road, as now
located), all in Sect ' ion 26, Township 42 North)
Range 11 East of the Third Principal Meridian,
in Cook County, Illinois, and also, the East Half
of Wolf Road lying adjacent thereto,
SECTION TWO: That the boundary lines of the Village of Mount Prospect
