COMMUNICATIONS AND PETITIONS
ROPPOLO'S WHITE OAK SUBDIVISION
The above subdivision is within a mile and one-half of the
Village limits, bounded by Prairie Avenue White Oak Street,
Central Avenue and Lincoln Street. Trustee Ahern seconded
by Trustee Richardson, moved to authorize the Mayor to sign
and the Clerk to attest Roppol o ' s White Oak Subdivision plat,
provided the name Central Avenue be changed to another i f
it is not already a dedicated right-of-way.

ERICKSON-HOLMES SUBDIVISION

Village limits, bounded by Belmont Avenue, Lincoln Avenue,
Douglas Avenue and Noyes Street. Trustee Anderson, seconded
by Trustee Scholten , moved to approve the Erickson -Holmes
plat of subdivision pursuant to review by the Village Engineer
to determine whether easements are necessary, and if so., to
have them pl aced on the pl at , and authoriz-i fig the Presi dent to
sign and the Clerk to attest the plat.

MANAGER'S REPORT
The Village Attorney discussed an agreement presented which
is between the Village and Randhurst Corporation. T h i s
agreement would give the police department full authority
within the Randhurst parking lot and would be mutually
benefi ci al to both parties.
Trustee Ahern, seconded by Trustee Scholten, moved to
authorize the President to sign and the Clerk to attest
the above agreement between the Village and Randhurst Corpora-
tion.

A memorandum from the Fire Chief recommended the Village
become a part of the combined program with Arlington Heights,
Schaumburg, Palatine/Inverness and Rolling Meadows with North-
west Community Hospital to maintain a portable EKG and defib-
rillator, a transmitter module which transfers information by
radio directly to the hospital emergency room to a monitor
unit. This information is evaluated by a doctor who then
directs the ambulance personnel by radio regarding proper
treatment.
The cost of equipment for the Village of Mount Prospect is
$5,697.00 for each ambulance, or a total for two ambulances
of $11,394.00.
Trustee Scholten, seconded by Trustee Richardson, moved to
enter into an agreement to have Northwest Community Hospital
order the necessary equipment in the amount of $11,394.00 for
a portable EKG and defibri 11 ator.

On May 25, 1972 the ViTlage took bids on the 1'972 MFT Main-
tenance on various streets in Mount Prospect. North Shore
Cement, Inc. was disqualified for not meeting specifications.

Trustee Ahern, seconded by 'Trustee Richardson, moved to
accept the low bid of DiPawl o Co. of Niles, Ill. and
authorize the President and Clerk to sign the contract
forms with Di Paolo Company and retain the bid checks of
the Di Paolo Co. and Zera Construction Company and return
the bi d checks of the other bi dders .

The Director of Public Works and Village Engineer directed
a memorandum to the Manager requesting authorization, to
purchase equipment for Well #16 from Ralph F. Gross and
Son, Associates, Inc. in an estimated amount of $50,000.
Trustee Anderson, seconded by Trustee Scholten , moved the
Director of the Public Works Department be authorized by
June 7, 1972 to negotiate for the purchase of equipment
for the well and pump house at Well #16 and the Village
enter into a contract for the pump house structure and
pumping station, and the Mayor and Clerk be authorized to
sign an agreement wi th Ralph F. Gross and Son, Associates ,
Inc.

re Case #72-8A - Lester Krasnowski petition for variation
for garden apartment at 213 W. Prospect Avenue. Mr.
Krasnowski, representing his father, owner of the property,
stated there would be no objections to improvement of part
of the alley to the rear of the property. He was advised
he woul d be required to res ubdivide the property because
the existing building is built on two 25' lots which will
have to be consolidated into one to conform with the present
code.
The Village Attorney was directed to draft an ordinance to
be presented at the next regular meeting, June 20th.

AN ORDINANCE GRANTING A. HEIGHT VARIATION FOR PROPERTY
LOCATED WITHIN HUNTINGTON ESTATES
WHEREAS, the Board of Appeals of the Village of Mount Prospect did meet
on Aprill 27F l972, at the hour of 8:00 p.m. in the Mount Prospect
Village Hall pursuant to'notic-e published in the manner provided by
law; and
WHERgAS, the Board of Appeals of the Village of Mount Prospect heard
testimony under Case No. 72--6A pertaining to a request for a variation
to allow the erection of, two (2) buildings with a height of twelve (12)
stories; and
WHEREAS, the Board of Appeals of the Village of Mount Prospect have,
recommended to the President and Board of Trustees the granting of the
variation requested under Case No. 72-6A for reasons that:
1. The purpose of the variation is by no means based on a
desire to make money;
2. The proposed variation will not impair an adequate supply
of light and air to adjacent property, or substantially
increase the congestion in the public streets, or increase
the danger of fire, or endanger the public safety, or
otherwise substantially diminish or impair property values
within the neighborhood; and
3. The granting of the variation will not be detrimental to
the public or injurious to surrounding property in that
it will not alter the essential character of the locality;
and
WHEREAS, the President and Board of Trustees of the Village of Mount
Prospect have reviewed the matter herein and have determined that the
same is for the best interest of the Village of Mount Prospect;
NOWT THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:

That buildings 19 and 44 shown upon the Site Plan contained
in Ordinance No. 2278 (granting a Planned �Jnit Development
for the construction of Huntington Estates) be erected not
to exceed twelve (12) stores in height, pursuant to the
"Partial Revised Site Plan" attached hereto and hereby made
a part hereof as Exhibit A.
SECTION TWO: That all other requirements of the Village Code shall
continue. to be applicable, except those height variations as specifieii
in SECTION ONE hereinabove mentioned.
SECTION THREE.- That the Director of Building and Zoning of the Village
of Mount Prospect is hereby directed to issue a building permit in
accordance with the variations herein contained.
SECTION FOUR: That the variations granted by this Ordinance shall be
null and void and of no force and effect whatsoever unless an applica-
tion for a building permit pursuant to such variations is made and
construction commenced within one (1) year from the date this Ordinancl.

LOCATED AT 1500 EAST CENTRAL ROAD
WHEREAS, the Board of Appeals of the Village of Mount Prospect did meet
on April 27, 1972, at the hour of 8:00 p.m. in the Mount Prospect
Village Hall pursuant to notice published in the manner provided by
law; and
WHEREAS, the Board of Appeals of the Village of Mount Prospect heard
testimony under Case No. 72-11A pertaining to a request for a variation-'
to allow an overall building height of sixty-two (62) feet no (0) inches
for a church to be located at 1500 East Central Road; -and
WHEREAS, the Board of Appeals of the Village of Mount Prospect have
recommended to the President and Board of Trustees the granting of the
variation requested under Case 14o. 72-11A for reasons that:
1. There is a practical difficulty and particular hardship
on the petitioner in that the contribution to the esthetics
of the community that the proposed church would otherwise
make will be lost by current restrictions limiting the
height of the steeple and cross proposed herein;
2. The purpose of the variation is by no means based on a
desire to make money;
3. The plight of the owner is due to unique circumstances in
that the land is so located in an R-1 Zoning District,
wherein churches and the owners of churches must abide
by the same height restrictions as owners of single-
family residences -- and yet churches are only an
allowable use in such residential zones;
4. The alleged difficulty or hardship has not been created
by any person presently having an interest in the property;.
5. The proposed variation will not impair'an adequate supply
of light and air to adjacent property, or substantially
increase the congestion in the public streets, or increase
the danger of fire, or endanger the public safety, or
otherwise substantially diminish or impair property values
within the neighborhood; and
6. The granting of the variation will not be detrimental to
the public or injurious to surrounding property in that
it will not alter the essential character of the locality --
in fact, it will enhance the Village of Mount Prospect in
that it would be the only church built of this particular
design in this area; and
WHEREAS, the .President and Board of Trustees of the Village of Mount
Prospect have reviewed the matter herein and have determined that -the
same is for the best interest of the Village of Mount Prospect;
NOWF THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECTI.COOK COUNTY, ILLINOIS:
SECTION ONE: That the property being the subject matter of Case No. 72-11A,
being legally described as follows:

Lots 19, 20, 21, 22, 23, 24 in Bluetts, Fairview Gardens,
and Lot 198 in the second addition to Bluetts Fairview
Gardens in subdivision duo and part of West half of the
East half of the Southeast 1/4 and part of the East
half of the West half of the Southeast 1/4 of Section
25, Township 42 N. Range 10, East of the Third PM.,
is currently zoned R-1 (Single -Family Residence District) under the
Zoning Ordinnace of the Village of Mount Prospect, which zoning classi-
fication shall remain subject to the following granted variations:
(a) That the maximum height of the roof peak of the proposed
church shall not exceed forty-two (42) feet;
(b) That the chimney shall not exceed fifty (50) feet in
height; and
(c) That the maximum height of the cross atop the church shall
not exceed sixty-two "(62) feet.
SECTION TWO: That all other requirements of the Village Code shall
continue to be applicable, except those height variations as specified
in Section One hereinabove mentioned.
SECTION THREE: That the Director of Building and Zoning of the Village
of Mount Prospect is hereby directed to issue a building permit in
accordance with the variations herein contained.
SECTION FOUR: --That the variations granted by this Ordinance shall be
null and void and of no force and effect whatsoever unless an application
for a building permit pursuant to such variations is made and construction
commenced within one (1) year from the date this Ordinance becomes
effective.
SECTION FIVE: That this Ordinance shall be' in full force and effect
from and after the recording of a properly approved plat of resub-
division; and the passage, approval, and publication of this Ordinance
in the manner provided by law.

AN ORDINANCE GRANTING A PARKING VARIATION FOR PROPERTY LOCATED
AT 107-109 WEST PROSPECT AVENUE.
WHEREAS, the Board of Appeals of the Village of Mount Prospect did hold
a public hearing on April 27, 1972, at the hour of 8:00 p.m. in the
Mount Prospect Village Hall pursuant to notice published in a newspaper
of general circulation within the Village of Mount Prospect; and
WHEREAS, the Board of Appeals of the Village of Mount Prospect did hear
testimony presented under Case No. 72-9A pertaining to a request to
construct at 107-109 West Prospect Avenue three (3) stores with only
six (6) parking spaces instead of ten (10) spaces as presently pro-
vided by ordinance; and
WHEREAS, the Board of Appeals recommended to the Building Committee of
the Board,of Trustees of the Village of Mount,Prospect to allow the
variation petitioned for because:
1. There is a practical hardship on the petitioner, since at
the time the property was rezoned to its present zoning
classification, parking requirements were less stringent;
2. The purpose of the variation is not based exclusively
upon the desire to make money;
3. The granting of the variation will not be detrimental
to the public or injurious to surrounding property in
that it will not alter the essential character of the
locality; and
4. The proposed variation will notimpairan adequate supply
of light and air to adjacent property, or substantially
increase the congestion in the public streets, or increase
the danger of fire, or endanger the public safety, or
otherwise substantially diminish or impair property values
within the neighborhood; and
5. The granting of the variation will not be detrimental to
the public or injurious to surrounding property in that
it will not alter the essential character of the locality; and

Addition to Mount Prospect, being a Subdivision in the
Northwest Quarter of Section 12, Township 41 North,
Range 11, East of the Third Principal Meridian in
Cook County, Illinois;
is currently zoned under the Zoning Ordinance of the Village of Mount
Prospect as B-3 (Business - Retail and Service District), which

That the land described above may include the construction
and erection of a building to house three (3) stores according
to the plans attached hereto and made a part hereof, and
that only six (6) parking spaces need be provided to serve

Prospect be applicable except those variations set out in SECTION ONE
above.
SECTION THREE: That the Director of Building and Zoning of the Village
