Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson Schol ten Motion carried. APPROVAL OF MINUTES OF SPECIAL MEETING FEBRUARY 29, '1972' signal ization at Rand Rd. Amendments to minutes: the "Village" would require a light. Pg. 2 re alterna- ti ves : 3) a gravity line up to Euclid with force main north of Euclid; and 4) a force main. Trustee Monroe, seconded by Trustee Scholten , moved the mi n u t e s of the special meeting held February 29, 1972 be approved as amended. Henry Mi I ler, 7 N. Edward appeared before the Board to request assistance in having unsightly con- ditions removed from the rear of her property,,, caused by the careless use of dumpsters by the apartment. - dwellers where the back yard abuts hers. She al so claimed there was encroachment on her easement. The administration has investigated this matter and 'ad- vised the Health Department. Investigations were made and the owner of the buildings was contacted: Further study would be made toward creation of an ordinance requiring dumpsters to be screened. MANAGER' S REPORT The V1 11 age Manager gave the 1972-73 proposed Vi 11 age budget message and each member of the Board was pre- sented with the tentative budget. On April 18th the budget will be presented to the Board in final form for passage, and the Clerk is required to have it posted ten days prior to approval . A letter was directed to the Village Manager by the Drainage and Clean Streams Commission dated February 17, 1971 regarding elimination of downspouts. It was recom- mended by the Commission that a disconnection program be implemented immediately to alleviate flooding problems, This matter was referred to the Public Works Committee. The Village Attorney gave a brief report on Cook County Docket #2069 - petition to rezone from R5 General Resi- dence District to R6 General Residence District. Apart ments already exist on these 26.22 acres located on the northeast corner of Willow Road and Wolf Road in Wheel- ing Township but School District 21 needs a portion of -2- the vacant land (approximately 7 acres)-. Trustee Furst,, seconded by Trustee Scholten , moved to authorize the Village Attorney to write on behalf of the Board, indi- cating approval of the Board for the rezoning or varia- tion of such nature as to make the 466 units now existing legal and conforming, but not for the expansion of the property. MAYOR'S REPORT Mayor Tei chert proclaimed the week of March 13, 1972 as Help Young America Week in Mount Prospect. COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE Trustee Richardson seconded by Trustee Anderson, moved for passage of Ordinance #2340: AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 930 E. NORTHWEST HIGHWAY, MOUNT PROSPECT9 ILLINOIS Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson Schol ten Motion carried. Trustee Richardson read for first reading an ordinance amending Section 21.1226 of the Municipal Code and the Cl e rk was requested to pl ace i t on the next agenda for second reading. FINANCE COMMITTEE f'rustee Furst read for second reading an ordinance creating a beer and wine license. It was the intent that the license would be issued to JoJo's Restaurant. Mayor Tei chert stated as Liquor Commissioner he would issue the license to JoJo's. Mr. Ri chard Hen dri cks , 1537 , E. Emmerson , opposed the creati on of any more liquor licenses and considerable discussion fol- lowed. Trustee Furst, seconded by Trustee Scholten, moved for passage of Ordinance #2341: AN ORDINANCE CREATING A CLASS "W" LIQUOR LICENSE M Upon roll call.- Ayes.* Anderson Furst Monroe Richardson Scholten Nays:, Ahern Motion carried. Trustee Furst, seconded by Trustee Scholten, moved for passage of Ordinance #2342 S- AN ORDINANCE ADOPTING THE "MUNICIPAL BUDGET OFFICER" SYSTEM OF FINANCE Upon roll call: Ayes.- Ahern Anderson Furst Monroe Richardson Scholten Motion carried. Trustee Furst reported to the Board regarding Finance Committee meetings with the Chamber of Commerce on the subject of bus i nes s I i censes . The Committee As studying the possibility of setting up a system of segregating businesses, making changes commensurate with the services received. OTHER BUSINESS Trustee Richardson, seconded by Trustee Anderson, moved to authorize the Mayor and Clerk to sign and attest the E. J. Fre diani First Addition to Mount Prospect subdivision plat pursuant to posting of improvement bonds and subject to a cash deposit in the amount of $18,000+, accrual costs for Sisters of Mercy's share of the sanitary sewer. JUDICIARY COMMITTEE Trustee her read for first reading an ordinance amending Ordinance No. 2278 and providing an amended site plan for the planned unit development of properties commonly known as Huntington Estates and requested the Clerk to place it on the next agenda for second reading. Trustee Ahern read for first reading an ordinance amending Ordinance No. 2213 and Map 26S of the Mount Prospect Zoning Ordinance and requested the Clerk to place it on the next agenda for second reading. The meeting was adjourned for a.n Executive Session regarding litigation at 10:15 P. M. The Members of the Board re- convened at 11:15 P. M. Present upon roll cal I Anderson Furst Monroe Richardson Schol ten Tei chert Absent.: Ahern PUBLIC WORKS COMMITTEE Trustee 5-derson reported on the Public Works Committee meeting with the Village Engineer and it was recommended the following streets be resurfaced during the 1972 MFT Resurfaci ng Program: Mi 1 burn (Elmhurst - Can dota) ShaBonee (Maple - We -Go) Cathy Lane (Can of - Busse) Dresser Dr. (Candota - Busse) Busse ((Cathy - We -Go) and further, that a storm sewer be installed on Lincoln St west of Lincoln School to the creek, in advance of future widening improvements. Trustee Anderson reported there would be available for expendi Lure the s um of $150 835 on September 30 1972. Trustee Anderson stated this recommendation would be followed by specific resolutions for future Board action. OTHER BUSINESS south of Algonquin TF,e pre -annexation hearing regarding property and east of Nordic Road was continued to the next regular meeting. Kel I er' s Plat of resubdivision - Wille, Central and Main Streets: Trustee Anderson, seconded by Trustee Scholten , moved to authorize the Mayor to sign and the Clerk to attest Keller's plat of res ubdivision 5 provided all public improvement bonds are deposited, and also, provided a 25 square foot triangular piece previously located at the southeast corner of Wille and Central actually be contained here as part of a dedicated right-of-way at Central Road, and further, sub- ject to moving of the fire hydrant at the southeast corner of Wille and Central. (Trustee Furst was advised by Mayor Tei chert that BonTon Poultry (formerly Farmer Cooper's) had requested a liquor license, and this matter was placed in Committee along with a request of St. Paul Lutheran Church regarding vehicle stickers for school buses.)
