Fred Hedlund MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES January 18, 1972 CALL TO ORDER Mayor Teichert called the meeting to order at 8:25 P. M. INVOCATION Trustee Anderson gave the invocation. ROLL CALL Present upon roll call: Ahern Anderson Furst Monroe Scholten Richardson Teichert APPROVAL OF MINUTES OF THE REGULAR MEETING JANUARY 4, 1972 T ----7 for Virus foonroe, seconded Fy_TFustee Scho Ften, moved approval of the minutes of the regular meeting held January 4, 1972 as submitted. Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson- Scholten Motion carried. APPROVAL OF BILLS 'Trustee Furst, seconded by Trustee Ahern, moved for approval of bill's in the following amounts: General $1095571.84 Parking System Revenue 1 9047.57 Fire Equip. Trustee Furst, seconded by Trustee Richardson, moved the financial report for the month of December, 1971 be ap- proved subject to audit. Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson Scholten fl Motion carried, COMMITTEE CHAIRMEN REPORTS JUDICIARY COMMITTEE Trustee Ahern, seconded by' Trustee Monroe, moved to approve the Union Oil Company plat of subdivision and the Mayor be authorized to sign and the Clerk to attest,, subject to posting of public improvement bonds. (200 S.,.Main ) Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson Schol ten Motion carried. The Big Boy plat of resubdivision (Formerly Scott's Restau- rant) was presented and acting was deferred pending further review. Case 71-8P - Goodyear Tire and Rubber Co. petition to rezone from B-3 to B-4 was deferred awaiting further communication with the petitioner. I P UBLIt HEALTH AND SAFETY COMMITTEE Trustee Scholten ,,seconded by Trustee Anderson, moved for passage of Ordinance 2335: AN ORDINANCE REFINING THE FUNCTIONS OF THE MOUNT PROSPECT BOARD OF HEALTH Under discussion, it was agreed to amend the above ordinance by rewording Section 5.102 - B - to read "The Board shall adopt rules for the conduct of its meetings and hearings, which rules may include the creation of a committee author- ized to conduct the appropriate hearings at any time two or more members of the Board of Health are present." Trustee Furst, seconded by Trustee Anderson, moved to approve the above amendment to Ordinance 2335. Upon roll call: Ayes: Ahern Anderson Furst Monroe Richardson Schol ten Motion carried* Roll call vote on Ordinance 2335 as amended: Ayes : Ahern Anderson Furst Monroe Richardson Schol ten Motion carried. The Public Health and Safety Committee recommended to charge the Community Services and Mental Health Commission with conducting a survey of the needs of the Village regarding low and moderate income housing. The materials were sub- mitted to Dr. Michael Ruane, Chairman. MANAGER'S REPORT The Village Manager gave a status report on various Village programs. P. 2 1/18/72 A supplemental resolution for MFT Sec. 43 -CS was presented to provide a continuo ' us new surface on Council 'Trail from Elmhurst Road to Emerson Street. Trustee Anderson, seconded by Trustee Furst, moved for passage of Resolution 1-72; RESOLUTION FOR IMPROVE ' MENT BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE Upon roll call,: Ayes: Ahern Anderson Furst Monroe Richardson Scholten Motion carried, OTHER BUSINESS The pre -annexation hearing ,for property south of Algonquin and east of Nordic Road was continued to the next regular agenda. I A resolution acknowledging receipt of certain properties from the Forest River Fire Protection District was presented* The following revisi 'onsµ were made: Under Section One: the wording was changed to read: "That the items listed on the inventory prepared an or about November 1, 1971, by the Trustees of the First River Fire Protection District, which inventory is attached hereto and made a part hereof as Ex- hibit A, and which inventory is believed to be all property, assets and equipment, are hereby acknowledged as having been received by and -taken into the possession of the Village of Mount Prospect -- all pursuant to the terms of an Order entered. in the Circuit Court of Cook County on December 8, 1971, under Case No. 71 CO, 526.11 Trustee Monroe, seconded by Trustee Richardson, moved for passage of Resolution No. 2-72 as amended above: A RESOLUTION ACK'NOWLEDGING RECEIPT OF CERTAIN PROPERTIES FROM THE FOREST RIVER FIRE PROTECTION DISTRICT Upon roll call: Ayes: 'Ahern Anderson Furst Monroe Richardson Scholten Motion carried. ITEMS TO BE REFERRED report covering State of Illinois, Dept. of Insurance examination of Firemen's Pension Fund was referred to the Finance Committee.
