Commo Robert Te epe Status report City Anderson ca 90 water Trustee Of Chf I Adjournment MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND BOARD OF TRUSTEES March 28 1972 CALL TO ORDER Mayor Tei chert called the meeting to order at 8:15 P. M. INVOCATION Trustee Scholten gave the invocation. ROLL CALL Present upon roll, call: Ahern Anderson Furst Richardson Schol ten Tei chert Absent: Monroe RECOMMENDED FEE SCHEDULE FOR BUSINESS LICENSES Mayor Tei chert presented a report on a proposed s phedule of fees for business licenses, re -allocating the present fee revenue. The purpose of this recommendation is to assess, businesses proportionately for the time expended in inspec- tions by the various departments and the work involved in processing each license. It was estimated by Mayor Teichert that the total amount of license fees which the Village will col lect.will in no way cover the entire cost expended by the Village in reg- ulating businesses, but would recover roughly 50% of the total costs involved. A second public hearing for Board action is scheduled for April 18th. The Chamber of Commerce, individual business- men, etc., were invited to communicate their views to the Board members. ORDINANCE 2345 Trustee Richardson, seconded by Trustee Ahern, moved to waive the rules requiring two readings of an ordinance relating to flooring materials in residential buildings. Upon roll call: Ayes: Ahern Anderson Furst Richardson SchQl ten Motion carried. Trustee Richardson, seconded by Trustee , Ahern , moved for passage of Ordinance 2345: AN ORDINANCE AMENDING SECTION 21.103 OF THE BUILDING CODE Upon roll call: Ayes Ahern Anderson Furst Richardson Scholten Motion carried. STATUS REPORT DAMP COMMISSION - COMM. ROBERT TEEPE Comm. Teepe was invited by the Board to discuss the present status of the DAMP Commission and itsstudy of future water supply. Since the Supreme Court ruled in 1970 that other municipalities could draw water from Lake Michigan further consi Heration was given to hooking up with Chicago or as members of DAMP the municipalities go directly to the lake. The Chicago and North Western Railway has consented to the proposal of using the right-of-way along the tracks. Des Plaines does at the present time have pipes connected with Chicago water lines. Figures presented would have to be revised if the other towns should elect to go to Chicago for water. It is estimated Mount Prospect will have to seek another source of supply of water by 1978. The Commission sug- gested alternatives such as 'Mentioned above or sharing pipelines with "Tree Towns". The Commission is awaiting a report from "Tree Towns" due April 1st. The Village .Engineer report that Chicago will not guarantee the pressure at the end of the line. The water must be de- livered to a water storage tank in the Village system for two times the maximum daily requirements. Mr. Dicke offered as another alternative the investigation of reconversion of water at,the 'sewage treatment plant to be erected at Elmhurst and Oakton. Mayor Tei chert talked about the possible inconveniences and increase of rates if the DAMP Commission were to go to Chicago and their complete reliance upon service from the City. He polled the Board informally to determine the sense of the Board and Trustees Richardson, Ahern, Schol ten and Furst felt if the allocation were available the Vill,age's should go to Lake Michigan direct for an independent supply. Trustee Anderson stated he favored tying in to Chicago water lines. Comm. Teepe was advised that it was the Board's specific proposal to work through DAMP to go directly to Lake Michigan for its supply of water. Mayor Tei chert recommended we transmit to Arlington Heights, Palatine and Des Plaines that when the allocation is made it is the Village's intent to pursue the matter to get a serious program under way. -2- 3/28/72 ADJOURNMENT Trustee Scholten , seconded by Trustee Richardson, moved the meeti ng be adjourned.
