TRUANCY ORDINANCE Because of a -change in State Statutes, several local School Districts have requested that the Village consider a local Truancy Ordinance. The law permits children to withdraw from school at the age of 16, however., a number of students are directed by their parents or guardians to continue their education beyond the age of 16 but their truancy is not covered by State Statutes. Attached is a memo from Chief Pavlock together with letters from School Districts 59 57 and 26. The principals of these Districts have been invited,to attend the meeting. V. PROFESSIONAL SERVICES CONTRACT Pursuant t -o the direction of the Mayor and Board of Trustees, the staff has, been developing a strategy to implement redevelop; en,t in the -Central Business District, One of the potential financing elements to motivate change is the u -sage, of"', Tax Increment Financing. General." MAY 81 this is a syste M whereby taxes are essentially frozen on property as it exists before the redevelopment and the tax increment produced by the redevelopment is used for acquisition cost and public improvement costs that triggered the development. In order to use this financing m-echanism, the Mayor and Board of Trustees must make a fil-nding that the pro - eco area meets the conditions of either blight and/or conservation. Trkla., Pettigrew'Allen & Payne, (TPAP) who did the Village's Comprehensive Plan, has substanti,al experience in TIF districts. Attached'ils their proposal for performing a TIF analysis. It is broken down into two sections: The initial analysis is $4,000 and a project feasibility plan is $10,000. This latter 'Item would not be initiated until the Village is satisfied that it wants to move in this direction. COMPLIANCE ORDINANCT Attached is a memo from Chief Pavlock,together with an article from the Illinois Municipal League, a memo from Trustee Arthur and a draft Ordinance. The Ordinance proposes that the Village implement an.administrative fine system for minor traffic violations. The, intent of this Ordinance is to lessen the burden on the Court system, reduce over -time and minimize the disruptions to citizens for minor violations. It has met with support of the Third Municipal Court and has been reviewed by our Village attorney. Chief Pavlock will be available at the meeting to discuss the matter in detail. VII. PARKING TICKET COLLECTION PROGRAM The final Wheel Lock Ordinance 'is scheduled for the Village Board Agenda of May 15, 1984. It is our intention to use the boot for scofflaws, of three or more tickets; however., in analyzing the data, we find a number of offenders with fewer than three outstanding tickets. The proposal is to use a collection' agency that will call each violator and play a customized two-way computer telephone call to aid in the collection of outstanding fines. This procedure is being used now. in some area communities with a great deal of success. Attached -is a memo from Chief Pavlock.together with a description of'the service.
