The Village of Mount Prospect is submitting the Amendments to the U.S. Department of Housing and Urban Development (HUD) in order to 1) receive a second allocation of CDBG-CV funds to be used to prevent, prepare for, and respond to the Coronavirus; 2) update the PY 2020 CDBG allocation for the Village; and 3) revise several existing CDBG projects. BACKGROUND The Village of Mount Prospect is a grantee for HUD's CDBG program, which provides funding for housing, community and economic development activities, and assistance for low- and moderate -income persons and special needs populations across the country. The Village must update its CDBG Action Plans as new information or funding becomes available. Some updates require public participation as set forth in our Citizen Participation Plan. The proposed Amendments are outlined below, followed by a timeline for the public participation process. SECOND AMENDMENT TO 2019 ACTION PLAN The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) makes available $5 billion in supplemental CDBG funding to prevent, prepare for, and respond to Coronavirus (CDBG-CV). The Village is a grantee in receipt of CDBG-CV funds in the total amount of $458,594. The CDBG-CV funds were awarded to the Village in two packages: CV1,, announced in April 2020; and CV3, announced in September 2020. The CDBG- CV funds are available for use during PY 2019 and PY 2020 and must be expended by September 30, 2022. In July 2020, the Village completed the first round of substantial amendments for the 2015-2019 Consolidated Plan and the 2019 Action Plan. The first amendment committed CV1 funds ($154,667) to public services, such as rental assistance and emergency food for low and moderate -income households. CV1 funds were awarded in April 2020, in the amount of $154,,667. CV3 funds were awarded in September 2020, in the amount of $303,927. The total amount of CV funds available to the Village is $458,594. Glenkirk formally declined the PY 2019 rehabilitation grant (regular CDBG program). 3) CV Public Services Project — Increased Rental Assistance with Northwest Compass Northwest Compass requested additional funding for rental assistance based on current caseload and the waitlist maintained by VOMP Human Services. After further consultation, Staff agreed that increasing the program budget by $50,000 would be reasonable to keep pace with current demand and have sufficient funds available through the first quarter of 2021. 4) CV Economic Development Project— Commit Funds to Small Business Assistance Mount Prospect will commit the balance of CV funds (approximately $250,000) to an economic development program to assist small businesses. The Village is developing the program with assistance from HUD. FIRST AMENDMENT TO THE 2020 ACTION PLAN After issuing the original PY 2020 allocation letters, HUD's Office of Community Planning and Development (CPD) discovered an error in the formula calculations for the CDBG program. HUD notified the Village that the correction to the formula resulted in a small decrease in the CDBG allocation for our community. The Village's original PY 2020 CDBG allocation was $262,920. The new allocation is $262,880, a difference of $40. The Village is also proposing several changes to the PY 2020 budget, increasing the amount of funding available for the Single Family Rehabilitation and Emergency Repair Programs, and revising two public facility rehabilitation projects, as follows: 1) PY 2020 CDBG Award Reduced HUD found an error in the calculations for the CDBG program and notified us that our PY 2020 award was reduced by $40. The Village is required to submit a revised SF -424 and certifications for PY 2020. This error affected all entitlement communities. Search Inc would like to revise their current PY 2020 project, from an interior accessible bathroom remodel at 1814 Camp McDonald Road, to an exterior project to replace the roof, gutters, and fascia at 2013 Pin Oak Drive. The exterior work can be completed without posing a health and safety risk to the inhabitants of the home. TIMELINE The draft Amendments will be presented at the Mount Prospect Planning and Zoning Commission virtual meeting on February 11, 2021 at 7:00 pm. The public comment period for the Amendments is February 11--17, 2021. The Amendments are anticipated to proceed to the March 2nd Village Board for approval through resolution. Upon approval, Staff will coordinate with Cook County to submit the Amendments to HUD. For the proposed economic development project to assist small businesses with CDBG-CV funds, Staff will return to the Village Board with an update on the final details of the project, including the subrecipient if one is chosen to administer the program, the maximum dollar amount of each business grant or loan, and the eligibility criteria to receive assistance. The Village is also proposing several changes to the PY 2020 budget, increasing the amount of funding available for the Single Family Rehabilitation and Emergency Repair Programs, revising one public facility rehabilitation project, and cancelling one public facility rehabilitation project at the request of the subrecipient. To incorporate these changes, the Village must prepare a substantial amendment of the 2020 Annual Action Plan (AAP). The 2020 AAP details the funding strategy for the CDBG program year from October 11 2020 through September 30, 2021. The substantial amendment that follows is the Village of Mount Prospect's first round of modifications to the 2020 AAP, which was originally adopted in July 2020. The Village's Citizen Participation Plan encourages residents, businesses, units of general government, and community organizations to engage in a public process and provide comments on the substantial amendment detailed in the pages that follow. The cost of housing rehabilitation is often a burden for low/ moderate income homeowners. The Single -Family Rehabilitation Loan Program provides a 0% interest loan up to $25,000 for repairs/ improvements to eligible households. The Weatherization Grant Program provides a matching grant up to a maximum of $1,500. The Village of Mount Prospect is a grantee in receipt of CDBG-CV funds from the Department of Housing and Urban Development (HUD) in the total amount of $458,594. The CDBG-CV funds were awarded to the Village in two packages: CV1, announced in April 2020; and CV3, announced in September 2020. The CDBG-CV funds are available for use during Program Year (PY) 2019 and 2020 and must be expended by September 30, 2022. Certain CDBG requirements have been changed by HUD to expedite the use of the CDBG-CV funds: • The public review period is reduced to no less than five (5) days; • Virtual public hearings are allowed when necessary to protect public health; • The public services cap of 15% is suspended; and • States and local governments may reimburse costs of eligible activities incurred for pandemic response. Spending must meet typical HUD requirements for the CDBG program, including fulfilling at least one national objective, and using at least 70 percent of funds for activities that benefit low- and moderate - income persons. HUD also requires each grantee to have procedures in place to prevent the duplication of benefits when it provides financial assistance with CDBG-CV funds. The four broad categories of eligible activities include: • Buildings and Improvements, Including Public Facilities; • Assistance to Businesses, Including Special Economic Development Assistance; • Provision of New or Quantifiably Increased Public Services; and • Planning, Capacity Building, and Technical Assistance. In July 2020, the Village completed the first round of substantial amendments for both the 2015-2019 ConPlan and the 2019 AAP. The first amendment committed CV1 funds ($154,667) to public services, such as rental assistance and emergency food for low and moderate -income households. The substantial amendment that follows is the Village of Mount Prospect's second round of modifications to its 2019 Annual Action Plan (AAP), which will commit CV3 funds ($303,927) to public service and economic development activities. The Village's Citizen Participation Plan encourages residents, businesses, units of general government, and community organizations to engage in a public process and provide comments on the substantial amendment detailed below.
