II. ACCEPTANCE OF MINUTES OF JUNE 14, 1983

IV. ROUSE/RANDHURST OVERVIEW
Mr. Claude Lamontagne and Mr. Larry Armstrong of the Rouse
Corporation, have requested to meet with the Mayor and
Board of Trustees to review their overall concept of
their proposed improvements at Randhurst. This overview
will include an analysis of the market, their thoughts
on meeting the area's market needs, time schedules and
the kinds of internal improvements to the common areas
currently being considered and implemented.
The Planning Commission and the Zoning Board of Appeals
members have also been invited to attend this meei:ig
because in all likelihood they will end up reviewing
certain aspects of the plan as it relates to zoning and
subdivision regulations. Additionally, key staff members
have been invited to attend the meeting so that they,
too, may gain first-hand knowledge of the proposed
changes in direction and scope at Randhurst.
A number of changes and new stores have already been
implemented at Randhurst and various members of the
Village Board and Advisory Boards, may wish to refamililarize
themselves with the Randhurst property prior to the meeting.
There is no formal action required by the Mayor and Board
at this time since this presentation is, purely in concept.
V., IRMA[SELF-INSURANCE
Mr. John Hedstrom, Director of Management Services, is
prepared to review with the Committee of the Whole the
apparent potentials for cost -savings with .a self-insurance
program for all items- exclusive of our current health and
life insurance programs. Since early this year., Mr. Hedstrom
has been working on an analysis comparing the costs and
benefits between the basic proposal of municipal self-
insurance as opposed to remaining in IRMA (Inter -governmental
Risk Management Agency). Attached is a memo and supporting
documents from Mr. Hedstrom. We are also inviting
representatives from Gallagher Bassett who have prepared at
this time the best proposal for self -'insurance.

VIII.EXECUTIVE SESSION
An Executive Session has been called for the purpose
of discussing litigation concerning Oak Park Trust
and Savings Bank, et al. v'. Village of Mount Prospect,
et al., water case and the Landlord/Tenant Ordinance.
