CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF MARCH 8, 1983 III. CITIZENS TO BE HEARD IV 1983-1984 BUDGET According to our schedule of hearings, we are to review the budgets of the Police Department (pages 24-32), Fire and Emergency Protection (pages 33-41) and Central Dispatch (page 42). There are no service level changes anticipated in either of the Departments and no staffing level changes. Four patrol officer vacancies that we currently have are anticipated to be filled on April 4 when four individuals who have successfully completed the testing cycle will be sent to rookie school. There are no staff level changes 'in, the, Fire D�epartment. The total Police Department budget i is * increasing some $46,000 over last fiscal year which,,, represents an increase of less than 2%. The total Fire Department budget is increasing some $51,000 �over, last fiscal year which represents an increase of less than 2%. 'Departmental personnel will be available at the meeting to discuss, any detailed questions the Board might have, our next Budget Hearing, and the last in the 'initial review process, is scheduled for March 29 when we review other Agency requests. The Library Budget will also be presented at that time. I V. RAI�DVIEW PARKING SITUATION Late last year, the Village was requested to review the parking situation at the Randview and Boxwood area. Inadequate of parking has always been a problem in that area and landlords, in an attempt to control and provide security of their parking, lot.s. were creating further limitations. The VI'llage: has 'long, had an Ordinance on the books prohibiting on-str'eet, parking during the early morning hours and this precipitated, an immediate problem. The, Village'' staff has prepared a, suggested program to make some of the st,r,eets, one�-,way, and to provide for on -street parking after holding a, meeting with the residents and, landlords, lin the area. The Assistant Village Manager is responsible for overseeing this problem and will be available at the meeting to review it with you in advance of our taking it to the neighborhood. ANY OTHER BUSINESS Development Code Administrative Update Library Sidewalk Lawsuits/Notice Downtown Parking Policy ta/55" COMMITTEE OF THE WHOLE MARCH 8. 1983 ROLL CALL Mayor Krause called the meeting to order at 7:30 p.m., in the Public Safety Building, 112 East Northwest Highway. Present at the meeting were: Mayor Carolyn Krause, Trustees Ralph Arthur, Leo Floros, Norma Murausk1s, E. F. Richardson and Th,eodore Wattenberg. Absent from the meeting was: Trustee Gerald Farley. Also present at the meeting were: Assistant Village Manager Jay Hedges, Director of Health Services Patrick Luehring, Senior Citizens' Coordinator Fran Else nman, and Director of Community Development Kenneth Fritz. There were approximately ten persons in the audience. The Minutes of the Committee of the Whole meeting of February 22, 1983 were accepted and filed. III. CITIZENS TO BE HEARD There being no citizens present at the meeting desiring to make any presentation before the Committee of the Whole, the Mayor moved on to the next item of business. IV, 1983-1984 BUDGET 'The Committee of the Whole reviewed pages 43 through 52 of the proposed 1983-1984 Budget relative to the Health Services Department and senior citizens' services. serve Mayor Krause oberved that the total budget is very close to last year and that the Health Department is to be commended for Its efforts. There was brief discussion regarding the senior citizens' taxi cab program and Fran Eisenman pointed out that the new taxi companies are beginning to become active as the seniors become aware of their availability. Several members of the CoMlittee of the Whole commented on the effective job that the Department has been doing with a relatively small budget and that they conti-nue to receive positive C1101gents from senior citizens. It was pointed out that a new program in the Department is the 12,000 which has been set aside for the landlord/tenant mediator. After additional discussion, the Board approved in concept the proposed Health Services Department Budget. MANAGER'S REPORT Mr. Hedges pointed out that the groundbreaking ceremony for the LAKE MICHIGAN WATER PIPELINE PROJECT is scheduled for 10:45 a.m., on March 10, at the intersection of Lincoln and Elmhurst Road in Mount Prospect.
