KRAUSE AND BOARD OF TRUSTEES R NOT97W I DATE: OCTOBER 24, 1981 On Wednesday, October 24, the Village Manager interviewed Mr. Victor M. Brecher, sole o-�mer of the VIEMAR Corporation, that intends to purchase the Wh,eel Works Restaurant located at 1450 South Elmhurst Road. 'lie is seeking the same Class S Liquor License, restaurant with a lounge, that presently exists at that location. Mr. Brecher currently manages the Wheel Works Restaurant where he has been employed for the past two months. Previous- ly, he owned 50% of the Magic Miller Restaurant, at 208 West Adams, for two years. That establis' ent, however, had no liquor license. He has also acted as a management consultant to Tandem Enterprises which operates the Food Court at Century Mail, at 2828 North Clark, lin,Chicago. The Food Court there does have a liquor 11-icense-'. He is also the owner of Linguatype, a marketing and advertising firm that specializes in promoting American products overseas. During the intervi - ew, We, discussed the apparent lack of success of the current Wheel Works,Restaurant and Mr. Brecher indicated that he had come to the concluslion that personnel and management changes were riecessary,-at the Restaurant and he is now 'in the process of rn,a ie; 'those changes. TO: Village Manager FROM: Director Public Works DATE: October 30, 1984 SUBJECT: Custodial Service Cleaning Bid Sealed bids were opened October 26, 1984, for the proposed con- tract of cleaning Village -owned buildings. Attached is `a detailed list of the bid proposals. Currently the Village cleans by contract the Village Hall, Public Safety Building, and the Police Annex/Training Ropm. In the current budget there is $31.,000.00 on page 102 allocated for this work. Under the proposed new two year contract I am recommending adding the railroad depot and: the Senior Center as additions to the contract. At the Senior Center the services which will be rendered will be equal or greater than the service that the seniors currently enjoy. Their contractural maintenance person will put in a 712 hour day during the same time span our current custodian is assigned. In addition one of our regular maintenance men on our staff will act as a floater for all buildings for building repairs, remodeling, hauling supplies, etc., not covered by contract. Our current contractor for the limited cleaning service is Action Building Maintenance Corporation. There has not been total satisfaction in the past few months with their level of service. Their bid per total package, including the two new units, would be low bid at $47,352; however, Imperial Service Systems, Inc., would be our recommended contractor at an added cost of $1,392 per calendar year. (Based upon current number of buildings, Imperial Service would have automatically been the low bidder.) We have checked out some of the references of current users of Imperial Services and we have had favorable responses. I would recommend their services be granted the contract for a two year period to not exceed $48,744 per calendar year. It would be our recommendation that the contract start on or before M9 ge 9 - t U -1 -IM -MA December 1, 1984. With the added buildings and associated costs some of the funds can be realized out of my existing labor account where I have had at least two men gone five months each at a labor savings of $13,000, plus in addition approximately $4,400 which is projected to be remaining out of the current budget for cleaning services. mer pert LWeeks. The staff took measurements in the field which show an encroachment of several inches for the post and approximately one foot for the concrete., The staff recommended against approval of the request because of the extent of the encroachment into the side yard and also because this deck encroaches on a 5 foot utility easement in which the Village has located a 6 inch water main. The Committee deter- mined that the volume of typed material produced within the Village does justify the consideration of word processing equipment and that it is a practical way to increase office productivity. One of the objectives of the Committee was to evaluate available equipment and to determine the feasibility of acquiring compatible systems for all Village offices. There are a number of advantages in having the same type of equipment in each locat1) data can be transferred by diskette; CO.) training could be standardized and it would be easier for employees to fill in at other locations- 3) back-up would be available- and 4 maintenance costs could be reduced. The Committee determined that because -'of these advantages, all word processing equipment obtained within the Village should be compatible. During our research, the Committee also determined that it would be very difficult to write specifications to bid word processing equipment because of the wide variety of q1, available. Accordingly, when our selection was narrowed down to three possible vendors, we asked them to submit proposals using applicable Federal (GSA) or State contract prices. Finally, common sense would tell us that mere observation could be sufficient to determine which roadways need improve- ment. If a roadway is cracked, disjointed or spalling, then common sense would tell us that it should be repaved. While this approach may be somewhat more accurate than the two ,mentioned above, it also has serious shortcomings. The observation method can clearly report surface conditions but cannot provide a true analysis of sub-surface conditions. While the riding surface may need cosmetic improvements, one can only guess based upon experience as to what sub-base' conditions truly exist. For e:(Am,1.')1e1 peeling paint may be a condition of age or improper preparation 'but 'it could also be a condition of moisture coming 'through the wall and, therefore, a cosmetic coat of painat does not, really solve the problem. The testing mechanism measures the degree of deflection 'thin the sub-grade so that the staff can objectively wi I determine whether the riding surface needs replacement or whether the sub-base needs work. It would be foolish to a. replace the riding surfce if we had a failing sub-base The riding surface would just not last very long. Similarly, if the sub-base has deteriorated where it will need replace- ment in a few years, it would be better to let that street go until its replacement time and use the current year's resources on a street where preventative work would save that road's sub-base. The savings to the Village tax dollar and the ability to do more work on a,_cost benefit basis is readily obvious. I recognize the Village Board's concern about spending revenues for studies and analyses. However, we would not 'der drilling a well without the appropriate geological consi surveys, we would not build a building without adequate information about the soils and we would not build a bridge without knowing the projected traffic patterns and stress relationships. If we are to spend at, the minimum $2.5 million on a Paving Program, it is well worth it to future taxpayers that that money, be spent based upon the most complete and accurate information available. Attached is a detailed list of the bid proposals. Currently the Village cleans by contract the Village Hall, Public Safety Building, and the Police Annex/Training Room. Int current budget there is $31,000.00 on page 102 allocated fo ' r this work. Under the proposed new two year contract I am recommending adding the railroad depot and tLe Senior Center as additions to the contract. At the Senior Center the services which -will be rendered will be equal or greater than the service that the seniors currently enjoy. Their contractural maintenance person will put in a 712 hour day during the same time span our current custodian is assigned. In addition one of our regular maintenance men on our staff will act as a floater for all buildings for building repairs, remodeling, hauling supplies, etc., not covered by contract. Our current contractor for the limited cleaning service is Action Building Maintenance Corporation. There has not been total satisfaction in the past few months with their level of service. Their bid per total package, including the two new units, would be low bid at $47,352; however, Imperial Service System -s-, Inc., would be our recommended contractor at an added cost of $1,392 per calendar year. (Based upon current number of buildings, Imperial Service would have automatically been the low bidder.) We have checked out some of the references of current users of Imperial Services and we have had favorable responses. I would recommend their services be granted the contract for a two year period to not exceed $48,744 per calendar year. Our last Board meeting was October 16 and at*that time, we were not prepared, to give the Board the necessary bid documents for the foundation and concrete work. In order to get this work completed before bad weather sets i1n, I authorized the Director or Public Works Herbert Weeks to employ L & W Concrete to install the foundation. Attached is a memo from Mr. Weeks outlining the price quotes submitted by four contractors. L & W submitted the lowest price quote at $12,000 and it will be, necessary for the Mayor and Board of Trustees to consider ratifying the actiol The Village will set up a separate account to fund the materZ als and contractual services that are beyond the expertise and ability of the School District. We anticipate this to include certain concrete work, some plumbing and electrical and materials. We estimate that these items will be approximately $60,000. When the property is sold, the General Fund account will be reimbursed for these expenses, Cat portion of the sale proceeds w *11 go to the Water Fund as reimbursement for the land and I the remainder can be set as*de for similar projects in the future or disposed of as deemed appropriate by the Mayor and Board of Trustees.
