Mayor Arlene Juracek and the Village Board of Trustees have completed an evaluation of
Village Manager Michael Cassady's 2020 performance. The board is awarding a 5% increase
in base compensation to $246,750 and a $15,000 bonus, resulting in a 4.6% increase in
total compensation, effective January 1, 2021.
The Board met with Mr. Cassady on January 26, 2021, to review his progress towards
achieving 2020 goals, articulated in the Village 2020 Strategic Plan. There was consensus
that 2020 was a challenging year on many levels, yet Mr. Cassady performed admirably in
overseeing staff"s development and implementation of a contingency plan to adjust
operations and budgets in light of the impacts of the COVID-19 pandemic. The plan
resulted in the continuation of a high level of service to the community, progress on
essential community investment, and a high performing Village staff team with an
exemplary culture of service. While granting relief to residents and businesses through
measures such as due -date extensions, fee waivers and proration, the Village was able to
offer $10,000 restaurant grants and the Village Board was able to hold its property tax levy
steady, requesting no increase for 2021. Most notably, the confidence of the development

community in the Village is evident by the high level of continuing investment in the
Village, especially downtown. The Board and Mr. Cassady also recognize the challenges still
faced by Randhurst Village and the south Mount Prospect corridor, which feature
prominently in the 2021 Strategic Plan.
The Board and Mr. Cassady met again on February 2, 2021, to assess compensation. The
Village board expects a high level of performance from its Village Manager, and maintains a
philosophy to recognize that performance in a manner that mirrors a private sector pay for
performance approach, balanced by a responsibility to taxpayers. Both base pay and bonus
components are evaluated against 22 municipal manager peers in neighboring
communities, with a goal to target approximately the 75th percentile level. This year's
evaluation revealed that the base compensation for Mr. Cassady was lagging, calling for a
market adjustment.
"Mr. Cassady celebrated his 5th anniversary as Mount Prospect"s Chief Operating Officer
and his 17th in community management. His experience, insight and drive to achieve
results are being rewarded in addition to his demonstrated leadership skills. As we continue
to recover post -pandemic and adapt to economic, political and demographic changes, those
skills will be critical to both the near-term and long -run success of Mount Prospect. .1.1
