PM Tuesday, January 19, 2021
In accordance with the State of Illinois Resurgence Mitigation Plan, the Village of Mount Prospect
will conduct public meetings virtually until further notice. The Mayor and Board of Trustees,
along with Village staff, will conduct the meeting of January 19, 2021 remotely. One member of the
Village Board or executive staff will be present at Village Hall in accordance with
the Open
Meetings Act,

We invite you to join us via livestream or view the meeting on Comcast or WOW channel 17. Members
of the public who wish to submit a comment for reading under Citizens to be Heard may submit
comments via the Villages online public comment form. Please submit comments by 4 pm on the day of the
meeting.

1. CALL TO ORDER
Mayor Juracek called the January 19, 2021 regular meeting of the Mount Prospect
Village Board to order at 7:01 p.m. via remote video conference. Village Manager Michael
Cassady was physically present at Village Hall, 50 S. Emerson Street, Mount Prospect, Illinois.
2. ROLL CALL
Members present upon roll call by the Village Clerk:
Arlene Juracek, Colleen Saccotelli, Eleni Hatzis, Michael Zadel, Paul Hoefert, Richard
Rogers, and William Grossi
Absent: None
3. APPROVAL OF MINUTES
3.1 Minutes of the Regular Meeting of the Village Board - January 5, 2021
Motion to approve the minutes of January 5, 2021 Village Board meeting.
Motion by William Grossi, second by Colleen Saccotelli.

4. MAYORS REPORT
No report
5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Resident were invited to complete a public comment form by 4:00pm on the day of the meeting.
The Village Clerk received six (6) public comment forms prior to the meeting from the
following residents:

Jennifer Ciok
Mary Anne Benden
Carole Martz
Liz Fischer
Village Clerk Karen Agoranos read each public comment aloud into record. All six comments
expressed concern regarding the Village and police department's use of the thin blue line flag image
depicted on the patch worn by Village police officers. Mayor Juracek responded to the comments and
questions with one statement explaining the origin and meaning of the thin blue line and the
importance it holds for police officers. In response to a question from Ms. Fischer, Mayor Juracek
stated there were no Village employees involved in the events that took place on January 6, 2021 at
the U.S. Capitol Building.
Mayor Juracek stated that this will be further addressed at an upcoming Committee of the Whole
meeting.

6.2 Motion to waive the rule requiring two readings of an ordinance and adopt AN
ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE
CODE OF MOUNT PROSPECT. This ordinance decreases the number of Class "F-3"
Liquor Licenses by one (1) Osaka Corp. d/b/a Nina Restaurant located at 1776 W. Golf
Road, Mount Prospect, IL

6.3 Motion to waive the rule requiring two readings of an ordinance and adopt AN
ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE

Liquor Licenses by one (1) Cost Plus Inc. d/b/a World Market located at 151 E. Euclid Ave.,

9. VILLAGE MANAGER'S REPORT
9.1 Motion to accept bid for parkway tree removals in an amount not to exceed $148,000.
Mr. Dorsey provided background information, bid results and staff recommendation. Mr. Dorsey
stated the scope of work includes 300-350 trees. The Village removes an estimated 500-600 trees
per year; the balance not included in this contract will be performed by Public Works staff. The
contract is a two-year contract and includes the removal of dead, dying, diseased or structurally
unsound parkway trees.
Bidders were asked to submit prices based on the diameter of trees in each of the five (5) different
size categories. Bidders were also asked to submit prices based on an estimated 20 hours of
emergency work.
Mr. Dorsey stated six (6) bids were received. The lowest cost bid was submitted by Homer Tree
Care. Homer has worked for Mount Prospect in the past and has performed well both with the task
and the public. Mr. Dorsey stated Homer has the necessary equipment to successfully fulfill the
contracted work.
Mr. Dorsey provided the following in response to questions from the Board:
• Village parkway trees are inventoried and the condition of these trees are inspected by one of our
seven arborists on staff.
• Village arborists are sensitive to the heritage of our trees
• System of cabling trees is used in certain situations when deemed appropriate
• Village has approximately 800 ash trees still in our inventory; originally had 5,000 before
disease infected most of our inventory
Motion by William Grossi, second by Richard Rogers to approve the parkway tree removal contract

10. ANY OTHER BUSINESS
Trustee Grossi proposed a waiver of rules to discuss an item not on the agenda and requested a vote to
do so. Trustee Grossi was informed a vote was not required to introduce a topic to be discussed under
"Any Other Business." Village attorney confirmed. Trustee Grossi requested to introduce a discussion to
clarify our local election rules and procedures for filing nominating petitions as dictated by our Code.
Mayor Juracek stated this discussion is more appropriate for a Committee of the Whole meeting.
Members of the Board concurred. Village Manager Michael Cassady requested the item be added to the
February 2, 2021 Village Board meeting as next week's Committee of the Whole meeting is cancelled.
11. ADJOURNMENT
There being no further business to discuss, Mayor Juracek asked for a motion to adjourn. Trustee
Rogers, seconded by Trustee Grossi motioned to adjourn the meeting. Upon roll call each member
acknowledged they were able to hear and participate in the meeting in its entirety:
Aye: William Grossi, Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli and
Michael Zadel.
Nay: None.
Arlene Juracek acknowledged she was able to hear and participate in the meeting in its entirely
as well.
The January 19, 2021 Regular Meeting of the Mount Prospect Village Board adjourned at
7:32p.m.
