Mr. Burghard presented a proposal received from the scavenger SCAVENGER service for the Village , Browning Ferris , relative to a suggested DICE change in the pick up dates and requested the proposal be referred to the Public Health and Safety Committee The Chairman' of that Committee stated he would take that matter tip a the next mn effng` of the Committee. Ms. Eisenman explaimed that the position had EMPLOYMENT been funded with C.E.T,A. funds through September. 1979 and COUNSELOR - additional funds were requested from the Village in order to Expenditure maintain the position through April 30 $ 1980. It was also noted that OPERATION ABLE had agreed to fund the position through September, 1980. The following businessmen or representatives explained the difficulty experienced With alarm systems and the fact that the proposed ordinance regularing false alarms could cause a' hardship on them Jack Keefer. Countryside Bank Police Chief Done y explained that the Police Department had experienced numerous false alarms many of which were bohi faulty equipment and the proposed ordinance could encourage offenders to repair defects in their systems, Following discussion . it was determined that the matter would re be referred back to the Fire and Police Committee for further study at the January 28th Committee meeting,, with the input 00 ted from the various businessmen invited. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS AS FOLLOWS: SECTION ONE: Article I of Chapter Three of the Municipal Code of the Village of Mount Prospect be, and the same is hereby, deleted in its entirety. SECTION TWO: Article V of Chapter 4 of the Municipal Code of the Village of Mount Prospect be, and the same is hereby deleted in its entirety and a new Article V substituted therefor, which said new Article V shall hereafter be and read as follows: `x/13/79 2 x/19/79 ARTICLE V SECTION 4.501. Creation of Department. There is hereby created and established the Department of Management Services which shall be under the jurisdiction uris diction and control of the Village Manager. SECTION 4.502. Appointment, Term and Removal of Director. The supervisor of the Department ofManagement Services shall be called the Director of Management Services. Said Director shall be appointed by the Village Manager and shall serve as Director until removed from such position by the Village Manager. SECTION 4.503. Jurisdiction. The Department of Management Services ' I shall encompas's the --- financial functions of the Village including the work of the Comptroller, Village Treasurer and Budget officer, if any, and the functions of the Village Clerk. SECTION 4.504. Duties of Director. The Director of Management Services, shall have the f ollowing duties, responsibilities and functions: A. To supervise the Village Clerk and the Village Comptroller. B. To supervise the Village treasury. C. To maintain all accounting records and reports as to Vil- lage finances in accordance with applicable law and generally accepted accounting principles. D. To report at least monthly on financial matters to the Village Manager. E. To establish all procedures relating to the collection, encumbrance and disbursement of the Village's funds. F. To make recommendations to the Village Manager as to the financial condition of the Village and to make suggestions as to its improvement. G. To maintain an inventory of real and personal property owned or leased by the Village together with tax exemption records therefor. H. To supervise all other offices of the Village insofar as they relate to the collection or disbursement of village funds. I. To supervise all duties and responsibilities charged to the Village comptroller. J. To supervise all duties and responsibilities charged to the Village Clerk. K. To act as Village Budget Officer if designated as such by the Village Manager. If the Director is so designated as Budget officer, the, Director shall perform the following duties, responsibilities and functions: 12/13/79 3 12/19/79 1. To permit and encourage the use of efficient planning, budgeting, auditing, reporting, accounting and other fiscal management procedures. 2. To compile a budget in accordance with the following, which budget shall contain estimates of revenues available to the Village for the fiscal year for which the budget is drafted, together with recommended expenditures for the Village and all of the Village's departments, commissions and boards: a. The budget shall be itemized in a manner:consis- tent with a chart of accounts as may now or in the future be approved by the Auditor of Public Accounts of the State of Illinois. b. The budget shall contain actual or estimated reve- nues and expenditures for the two (2) years imme- diately preceding the fiscal year for which the budget is prepared. So far as is possible, the fiscal data for such two (2) preceding fiscal years shall be itemized in a: -form consistent with the chart of accounts approved by the Auditors of Public Accounts for the State of Illinois. c. Each budget shall show the specific fund from which each anticipated expenditure shall be made. 3. Expenditures from the Capital Improvement, Repair - or Replacement Fund - shall be budgeted in the fiscal year in which the capital improvement, repair or replacement will occur. 4. Upon the completion or ab.andonment.-of any object for which the Capital Improvement, Repair or Replacement Fund, or should any surplus monies remain after the complet lion,* or abandonment or any object, for which the Capital Imp'rovement, Repair or Replacement Fund was inaugurated,, then such funds no -longer, necessary for capital improvementJ% L air or replacementshallbe rep transferred into the General Corporate Fund of the Village on the first day of the fiscal year following such abandonment, completion or discovery of such funds. 5, To examine all books and records of all Village departments, commissions and boards, which relate to monies received by the Village, Village departments, commissions and boards, and paid out by the Village, Village departments, commissions and boards, debts and accounts receivable, amounts owed by or to the Village, Village departments, commissions and boards. 6-. To obtain such additional information from the Vil- lage, Village departments, commissions and boarda as may be useful to the budget officer for purposes of compiling a Village budget, such information to be furnished by the Village, Village departments, commis- sions and boards in the form -required by the Budget Officer. Any department, commission or board which refuses to make such information as is requested of it available to the Budget Officer shall not be per- mitted to make expenditures under any subsequent budget for the Village -until such Village department, commission or boa'rd shall comply in full with the request of the Budget officer. 12/11 12/1 - 4- 7. - 7. To establish and maintain such procedures as shall insure that no expenditures are made by the Village, Village departments, commissions or boards except as authorized by the budget. K. To perform such duties as may be required from time to time by the Village Manager. SECTION 4.5 ' 05. Village Treasurer. ' . There is hereby created the position of the Village Treasurer. The Village Treasurer shall be appointed and removed by the Village Manager and shall serve under the Director of Management Services. The Director of Management Services may also be appointed and act as Village Treasurer. SECTION 4.506. Duties of Treasurer. The Village Treasurer shall have EE�iollowing duties, responsibties and functions: A. To perform such duties as may be prescribed by state or local law. To act as Village Collector and perform all duties of such Collector as may be prescribed by state or local law and preserve all warrants which are returned. C. To receive all money paid into the Village and pay out money only on vouchers or orders properly signed by the Mayor. D. To deposit the Village funds in such depositories as may be selected from time to time as provided by stat4 or local law, and keep the deposit of the Village money separate and distinct from the Treasurer's personal funds, and not make private or personal use of any Village money. E. To keep records showing all money received, showing the source from which it is received and the purpose for which it is paid, and to keep records at all times showing the financial status of the Village money, F. To keep such books and accounts as may be required by state or local law and keep them in the manner required by law and good accounting principles and as directed by the Director of Management Services. SECTION 4.507. special Assessment Funds. A. All monies received on any special assessment shall be held by the Treasurer as a special fund to be applied only to the payment of the improvement, or bonds and vouchers issued therefor, together with the interest thereon, for which the assessment was made, and said money shall be used for no other purpose, unless to reimburse the Village for money expended for such improvement. B. Payments on bonds or vouchers shall be made in accordance with the state and local law and the Treasurer shall keep books and accounts in such a manner so that proper prora- tions in payments of principal and interest can be made and ascertained. SECTION 4.508. WarrantsTransfer of Funds, A. All warrants drawn on the Treasurer must be signed by the Mayor, stating the particular fund or-- appropriation to which the same is chargeable, and the person to whom Pay- 1 '79 1 ,179 able, and no money shall be otherwise paid except as may be provided by law. B. Money shall not be transferred by the Treasurer from one fund to another, after it has been received, nor appro- priated to any other purpose than that for which it has been collected or paid, except as may be ordered by the Mayor and Board of Trustees in manner and form prescribed by law. SECTION 4. 5 Q'9. V i1lage Comp, roller There is hereby created the posItIon of Village Comptroller. The Village Comptroller shall be appointed and removed by the Village Manager. The Village Comptroller shall perform such duties and responsibilities as are i assigned to the Comptroller from time to time by the Village Manager or Director of Management Services. SECTION 4.510. BOND. The Director of Management Services, Comptroller, Budget officer and Treasurer shall give a bond, before entering upon the duties of office, in the sum required by the Board of Trustees; but such amount shall not be less than that required by state law. This bond shall be conditioned to indemnify the Village for any loss by reason of any neglect of duty or any act of the Director of Management Services, Comptroller, Budget officer and Treasurer. The premium of the bond shall be paid by the Village. SECTION 4.511. Creation Appointmentp Term and Removal of Village * , of Clerk. There is hereby, created and established the position Village Clerk. The Village Clerk shall be appointed by the Village Manager subject to the approval of such appointment by the Presi- dent and Board of Trustees. The Village Clerk shall serve in said position until removed therefrom in the same manner as the Village Clerk is appointed. SECTION 4.512. Duties of the Village Clerk. Under the supervision of the Director of Management, services, the Village Clerk shalli have the following duties, responsibilities and functions: A. To seal and attest all documents of the Village which are required to be sealed and attested. B. To keep and maintain any and all documents and records required to be kept and maintained by state law. C. To keep and maintain any and all records as may be required by the Director of Management Services or the Village Manager. D. To be the custodian of the Village Seal and affix its impression on documents whenever required. E. To be the custodian of all documents belonging to the Village which are not assigned to the custody of some other person, department, position or office. F. To keep and maintain proper indexes to all documents and records the Village Clerk is required to keep and main- tain. G. To perform such other duties as may be assigned to the Village Clerk from time to time by the Director of Manage- ment Services or the Village Manager or as may be required by law. 1 r 4 6 - 12� 79 SECTION 4.513. DEPUTY CLERK. The Village Manager may appoint a deputy Village Clerk, who in the temporary absence of the Village Clerk shall be empowered to perform all the duties of the Village Clerk. In defense of this recommendation I submit the following facts and statistics regarding Chrysler Product vehicles in relationship to the department fleet. Item I - See the attached cost sheet prepared by Jim Guenther, Public Works vehicle maintenance supervisor. Note the additional cost of $2,836.00 would exceed the net difference of bid between Dodge Aspens and Chevrolet Malibus. Item 2 - The (5) 1977 Dodge flonacos resented-intenance problem while they were part of the fleet. Item 3 - The 1979 Malibus now in the fleet and the 1976 mild -size Pontiac LeMans have proved to be economically sound in the provision for their maintenance. It 4 - The vehicles would be the same as'the (5) 1979 t4alibus currently utilized, maintaining standardization of equipment and officer handling. With these items in mind the Police Department strongly recommends the bid of Hoskins Chevrolet to honored accepting the $1,743.00 difference to be taken into consideration as the lesser amount of cost and convenience to the Village as opposed to future costs in this fiscal budget of $2,836.00 (attachment). Pairitz, Fire Chief Fire Department Vehicle No. 514 is a 1952 GMC which was rebuilt nine years ago by department personnel. This vehicle is used primarily as a tanker and carries 1600 gallons of water. Additionally, it has a 500 GPM front mount pumper. In view of the general condition of this vehicle we have removed it from service. This vehicle presently is overweight on both axles, the braking is not adequate for heavy traffic conditions and we are at a point where it is no longer possible to get replacement parts. Examples are front axle parts, stearing gear, carburetor, etc. The primary use for Vehicle 514 has been to carry water for firefighting purposes into those areas where municipal water is seri only deficient or nonexistent. With the termination of service to the Elk Grove District and the continued updating and extension of our municipal water supply we find ourself with very few areas requiring the use of a water tanker. To service the remaining areas requiring a tanker operation we are making arrangements for the response of the Prospect Heights Fire Department tanker on first alarms.
