The meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:01 p.m.
on Monday, December 14, 2020.

APPROVAL OF MINUTES
Commissioner Keane, seconded by Commissioner Prosperi, moved to approve the minutes of the regular
meeting of the Transportation Safety Commission held on February 10, 2020. The minutes were approved
by a vote of 6-0 with Commissioner Nejdl abstaining.
CITIZENS TO BE HEARD
Margaret Brueck, Jan Rohan, and Terry Rohan of N. Elm Street expressed speeding concerns along Gregory
Street near Elm Street. There are no STOP signs on Gregory Street for four blocks and they would like to

see STOP signs added either at Elm Street or School Street. The Police Department has deployed the
speed trailer on a few occasions with short-term benefit in their opinion. Traffic Engineer Lawrie provided
background that STOP signs on Gregory Street at Elm Street were removed in 2007 as part of the Village's
Neighborhood Traffic Study. Gregory Street is a collector street that carries more traffic than other local
streets and tends to have fewer STOP signs. There was discussion on the purpose of STOP signs and
reasons why they are not used as a speed control device.
Traffic Engineer Lawrie said the Engineering Division would be willing to perform a traffic study in 2021 as
long as traffic patterns returned to normal. This would include reviewing speed & volume data, reviewing
any crash data, and performing a site inspection. Unfortunately, traffic studies have not been done this
year because of atypical traffic volumes in the Village. The Village currently has a list of about 12 traffic
studies that have been delayed because of the effect the pandemic has had on traffic. Traffic Engineer
Lawrie offered and Commission members concurred to make a traffic study along Gregory Street a priority
in 2021 as long as traffic returns to more normal conditions. Traffic Engineer Lawrie said he would share
the results and any next steps with the residents after completing the traffic study. He mentioned the
traffic study would also include reviewing the collected data to see if it meets the criteria for possible
traffic calming measures.

A. Update on Various Village Transportation Projects
Traffic Engineer Lawrie presented the status of the following transportation projects in the Village:
• 2020 Village Street Resurfacing Program
• Northwest Highway Resurfacing Project (IDOT)
• River Road Resurfacing Project (IDOT)
• Euclid Avenue Resurfacing Project (County)
• Pine -Russel -Henry Intersection Project
• Central -Emerson Crosswalk Project
• Algonquin Road Bike Path Project
• Downtown Pedestrian Signal Project
• Dempster-Linneman Pedestrian Signal Project
• Algonquin -Elmhurst Pedestrian Signal Project
• Randhurst Street Lighting Project
• Rand -Central -Mount Prospect Intersection Project
• Rand -83 -Kensington Intersection Project
COMMISSION ISSUES
Officer Angarola raised a safety concern at the intersection of Busse Road & Algonquin Road that was
discussed at the last meeting. Crash reports were recently forwarded to the Engineering Division by the
Police Department. Once reviewed, Traffic Engineer Lawrie said he would discuss the results with Officer
Angarola and determine possible next steps. Ultimately, the issue would need to be brought to IDOT as
they have jurisdiction over the intersection.

Officer Angarola said the Police Department would provide selective speed limit enforcement along
Gregory Street east of Main Street (IL Route 83) based on the concerns raised by residents this evening.

With no further business to discuss, the Transportation Safety Commission voted 8-0 to adjourn at 8:08
p.m. upon the motion of Commissioner Keane. Commissioner Nejdl seconded the motion.
