COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD OATH Assistant Village Manager Edward Geiick introduced Ronald Pavlock, POLICE CHIEF the new Chief of Police, Chief Ralph Doney having retired, and the PAVLOCK Clerk administered the Oath of Office to Chief Pavlock . all MF IN An Ordinance to Re -Affirm and Adhere to the Taxes Levied R.E-AZA "IRM TAX LEVY Pursuant to An Ordinance Authorii zing the Levy and Collection of Taxes for the Corporate and Municipal Purpose of the Village of Mount Prospect for the Fiscal Year Beginning Mair 1,, 1.931 and Ending April 30, 1982 was presented for first reading and will be presented September 1, 1981 for second reading following the public hearing on the subject. It was also noted that passage of this ordinance is required due to recently passed State Legislation. It was agreed that notice of the public hearing will be placed PUBLIC HEARING SET in the Mount Prospect,Herald and Suburban Trib. It was the wish of the Board to also place the notice 'in the Mount Prospect Journal, however,, that being a weekly newspaper, the required deadline could not be met. An Ordinance Amending Chapter 21 (Building Code) of the AMEND CH. 21 Municipal Code was presented for first reading. This Ordinance deals with a revised fee schedule for building permits by increasing the fees. Trustee Farley,, seconded by Trustee Floros , moved to exempt residential remodeling and/or additions from the increased fees. esi Upon roll call: Ayes: Farley Floros Miller Nays: Murauskis Wattenberg Krause Motion failed. The proposed ordinance amending Chapter 21 will be presented September Ist for second reading. An Ordinance Amending Section 21.609 of Chapter 21 was AMEND 21.609 presented for first reading and will be presented at the next meeting, September 1st, for second reading. An Ordinance ,An Chapter 22 Fater, Sewer and Flood AMEND CH. 22 Plan Regulations) was also presented for first reading and w ill be presented September 1 for second reading. An Ordinance Amending Chapter 16 (Development Code) was AMEND CH. 16 presented for first reading and W1111 be presented September I for second reading, MANAGER'S REPORT Assistant Village Manager Edward Geilck presented the report, inasmuch as Village Manager Burgh.rd was on vacation. AMEND MSD AGREEMENT Mr. Gels ck, presented a Resolution that would authorize an CENTRAL & BTS SE SITE agreement relative to permitting recreational equipment at the MSD retention site at Central and Busse Roads. Trustee Miller, seconded by Trustee Murauskis, moved for passage of Resolution No. 31-81 RES. (2) Split fire lanes are permitted and shall be twenty (20) feet in width with a center strip of no greater than three (3) feet in width. The center strip shall be landscaped with grass or other plantings not exceeding twelve (12) inches in height. (3) All fire lanes 1 shall be sign -posted as fire lanes at the sole expense of the owner of the property upon which said signs are located and at the locations designated by the fire official. b. Make the following changes and additions to Article 6.- (1) In Section 621.3., add to end of sentence as follows: "and not to be located within thirty (30) feet of any lot line." (2) Add the following subparagraphs to Section 621.3: (a) 621.3.1 That the tents, air supported structures, and appurtenances thereof so erected shall be removed within six (6) days. (b) 621.3.2 That the overall height of such tents, air supported structures, and appurtenances thereof shall not exceed twenty (20) feet. (c) 621.3.3 That whenever members of the general public are present or are allowed in such tents and/or air supported structures, the operator thereof shall have made arrangements with the Fire Chief as specified in this Municipal Code for at least one fire guard to be on duty. Amend Section 911.2 of Article 9 to read as follows: 911.2 Design snow load: The one hundred (100-) year mean recurrence interval shall be used for all buildings and Mount Prospect shall be considered to be in the thirty (30) pound -force per square foot category in figure 911.1a. (1) The construction of garages attached or built into and made a part of residential construction shall be of the same quality as required fear the dwelling to which the garage is attached. (2) All floors of attached or built-In.garages shall be six (6) inches below the grade of the floor of the residence to which it is attached or a part thereof. (3) There shall be no interconnection between a housel's force d air heating system and a garage. Return air registers in the garage which are connected to the housels heating system are prohibited. (4) All walls and ceilings of an attached garage must have a minimum of a one-hour fire rating. Where a gable type roof is used, a one-hour fire resistive bulkhead shall be established in the attic space directly above and continuous from the interior one-hour fire resistive garage wall. Sex -vice doors common to both the dwelling and the garage shall be composed of materials having a minimum of a one-hour fire rating. All doors must fit in the frame so that air cannot pass freely around the door when in a closed position. Doors must be provided with wood or metal thresholds. This construction work in con- nection with the water service shall be performed by a licensed plumber who has a properly executed on on it in the office of the Village Clerk. The water meter shall be furnished by the Village and a charge made to cover the cost of such meter. For the connection charge, the Village will inspect the water service to determine that the construction thereof is in accordance with specifications estab- lished by the Village for the regulation of the water and seweys-IC-em. E. A chlorination fee of forty dollars ($40.00) shall be assessed for each water main and fire main system. F. In each instance above where the said permit is issued for water connections lying outside the corporate limits of the Village, said permit shall be 41 two hundred percent (200%) of the water tap -or fee listed hereinabove in order to cover the additional costs and inspections thereof. G. As a further condition of the issuance of a permit, the ,individual or firm connecting to the water system shall provide a performance bond, payable to the Village, to cover the full cost of all water system improvements. 1. The amount of such performance bond shall be 10% of the construction cost of the improvement. 2. Said performance and shall be effective fora period of two (2) years following the project's acceptance by the Village Engineer, during which time the permittee shall be responsible for the maintenance of the improvements installed under the permit. 3. The charge for connecting a 518 inch to and including a 1.41 inch orifice size disc water meter, including a flat rental fee and charge for ordinary maintenance and repair for the life thereof, shall be the current cost of the meter at the time of its purchase plus eighty-five per cent (85%,1) of the said cost figured to the closest dollar. 2. The charge for connecting a two inch orifice size or larger turbine., compound, or line meter shall be the current cost of the meter at the time of its purchase plus thirty per cent (30%) of the said cost figured to the closest dollar as well as a flat rental fee plus the cost and expense of necessary maintenance and repairs made by the Village of Mount Prospect during the life of the said meter -- which later charges for maintenance shall be billed to the eonsurtiet when incurred. That all commitments of the Issuer under Section 1 hereof and of the Corporation under.Section 2 hereof are subject to the condition that on or before 365 days from the date hereof (or such other date as shall be mutually satis- factory to the Issuer and the Corporation), the Issuer and the Corporation shall have agreed to mutually acceptable terms and conditions of the Loan Agreement and of the Bonds and the other documents or proceedings provided for herein or otherwise relating to the Bonds. The decision not to approve or agree to any term or condition of any document or not to take any action prior - to issuance of Bonds shall rest solely within the complete discretion of the parties to this Agreement. 2.
