SUBJECT: Bid Acceptance - Weller Creek Channel Improvement
Attached is the bid tabulat ion and a letter of recommendat 'Ion from ou

consulting engineers, Ralph Gross & Sons, for the proposed Weller
Creek Channel Improvement. I concur with their recommendation to
accept the lowest bid of Nagle Excavating Inc. in the amount of
$203p001. I
In addition to the base bid for the stabilization wotk, there are
also the following projected costs:
11 - 0
Engineering inspection services est. $18,000.00
Replace School Street Bridge est, $25,000-00
Landscape banks after completion est. $15,000.00
The landscaping and bridge replacement work will be bid in the very
near future and proposals for inspection services are being requested
from several consulting engineering firms. The proposals will not be
available until approximately July 22, 1981, so I would recommend that
the authorization be granted at this time for an engineering 'inspect io
service contract i*n an amount not to exceed $18,000.00 1
There is $300,000 allocated from Flood Control money for the proposed
bank stabilization work. With the current bid and projected expenses
there will be less than $40,000 remaining for expansion of the project.

It would, therefore, be my recommendation with this narrow margin of

SUBJECT: REQUEST FOR MODIFICATION TO DEVELOPMENT CODE
REQUIREMENTS,: SEMAR RESUBDIVISION (CHRIS LANE)
DATE: July 16, 1981
R & L Developers is requesting permission to delete one of
the two street lights required by the Development Code for
this subdivision. Referringg-to the attached Exhibit: the
approved plans required two street lights at locations 4 and
5 which meets the requirement for a maximum distance of 300
feet between lights. Since a new' light was installed on the
West side of Meller Road, Mr. Runtz (R & L Developers) asked
for a reduction of one light. The Eng,ineering Department
rejected his request and suggested two lights at locations
2 and 3 or, alternatively, locations 1 and 3. This would
place street lights 200 feet or greater from one another,
Mr. Runtz presented his - request to thePlan Commission at
their meeting of July 1, 1981. They recommended one street
light to be installed ata Location 6 on the Exhibit. Two of
the four residents of Chri's Lane, Lots 7 and 8, wrote to the
Village requesting that two lights be installed and verbally
agreed with the Engineer's recommendation of Locations 2 and
3. These residents were notified of the Plan Commission's
recommendation and maintained two street lights were necessary,

Gentlemen.
We currently reside in the Village of Mt. Prospect at 709 Chris Lane.
When we purchased our home we were promised by our builder that two
street lights .'.would be installed to safe -guard our block.
It has come to our attention, however,,, that there is a proposed plan
for only one s treet light to be installedt, Th la one street light, in
our opinion, will not give adequate lighting for our areai.
Pleas,'e, accept this letter as our f okmal, protest against the proposed
elimination cif ,one street light.

Gentlemen:
We are one of three residents that have resided on Chris Lane in
Mt. Prospect for the past 2 years without street lights,
We were promised by our builder that two lights would be installed.
Since that promise we have experienced vandalism on two occasions
and now hear that our builder is proposing that one light be installed
for the entire block.
his we feel is not adequate. We do not wish to have the second light
eliminated as we feel it is greatly needed.

Our office has reviewed the submitted bids. The low bid of
$2Q3,001-00 was submitted by Nagel Excavating, Inc. from
Aurora. This bid was 10.3% lower than the engineer's estimate
Qf $226r353,00, The high bid was 21.5% over the engineer's
estimateb

Nagel Excavating, Inc. is a reputable, contractor based on our
past experience with the fWe checked into his background
and financialcondition regarding past performance, capabil-
ities, general procedures, and financial stability when they
did a project for us last July. In discussing these matters
w ith the cQntractor's previous clients and project owners of
�he past few years, we received excellent recommendations
frSm all.
Therefore, it is our repommendation that the Board accept
Nagel excavating, Inc. b -id of $203,001,00 for the complete
project and award the contract to this contractor,
