OLD BUSINESS A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE This Ordinance will create a Class 11W11 liquor license for Moloney's Family Restaurant, 1904 South Elmhurst ' Road (Exhibit A) B. 2nd reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE This Ordinance provides that if a specific liquor license is not utilized by the licensee for a period of six months, that license shall be terminated. (Exhibit B) C. 1st reading of AN ORDINANCE DESIGNATING AN ALTERNATE REPRESENTATIVE FOR THE VILLAGE OF MOUNT PROSPECT TO THE BOARD OF DIRECTORS OF THE NORTHWEST SUBURBAN MUNICIPAL JOINT ACTION WATER AGENCY Although a Resolution was passed at the last Village Board meeting, designating Trustee Farley as the alternate representative to the Board of Directors, the Agency requires that such designation be made in the form of an Ordinance. (Exhibit C) D. ZEA 6-V-81, 208 South Louis Street This request for a variation to allow the enlargement of an existing driveway was remanded back to the Zoning Board of Appeals at the last Village Board meeting. The Zoning Board has reheard this case and recommends approval of the variation and it is now coming back to the Village Board for formal consideration. Staff report attached. E. 1st reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE. This Ordinance would create a Class "B" liquor license for the Scotland Yard Restaurant, 253 East Rand Road, and deletes Sizzlers' Steak House (Class "W"), 110 East Rand Road, because Sizzlers' has closed. (Exhibit D) A RESOLUTION AUTHORIZING THE EXEUCTION OF A CATV FRANCHISE AGREEMENT Ordinance No. 3120 established the procedures for CATV in Mount Prospect. This Resolution authorizes the Village to enter into an agreement with the Cable T.V. company the Village has selected to install and operate such a system in the community. IX. MEW BUSINESS A. 1st reading of AN ORDINANCE DETERMINING CERTAIN PREVAILING WAGES TO BE PAID FOR CERTAIN PUBLIC WORKS PROJECTS This Ordinance is adopted annually as required by law. B. 1st reading of AN ORDINANCE ADOPTING THE MUNICIPAL CODE OF THE VILLAGE OF MOUNT PROSPECT OF 1981 The Municipal Code has been updated to include all the Ordinances passed by the Village Board through December, 1980. This Ordinance Will adopt the updated Code. C. A RESOLUTION SETTING FORM THE POLICY OF THE VILLAGE OF MOUNT PROSPECT IN REGARDS TO FRIVOLOUS LAW SUITS This Resolution sets form the Village's policy to seek recovery of costs and expenses incurred in defending frivolous litigation. D. Easement for water mains & sewers - Elmhurst Road Plaza Sub. As required by the Development Code, easements must be granted to the Village over water and sewer mains and the owner must convey such utilities to the Village. This subdivision is located on. south Elmhurst Road and is the lot where Wendy's, Moloney's and Franks' Nursery is located. Consider motion to accept the subject utilities and easements for the Elmhurst Road Plaza Subdivision. Staff report attached. X MANAGER'S REPORT A. Request to increase the previously approved paving contract to pave Emerson Street, between Central Road and Busse Avenue. This area has recently undergone considerable patching due to the partial collapse of that street.- Consider motion to authorize the paving contract be *increased to allow for the paving of Emerson Street between Central Road and Busse Avenue, not to exceed $11,000. B. Labor Negotiations Recommendation to approve new contracts with COPA (Police Department) and AIME (Public Works Department). C. Bid Results: 1. Diesel powered backhoe and loader 2. Parkway tree- removal 3. Catch basin cleaner 4. Elevated water tank painting - Northwest Hwy & Maple St. The bids are being assessed by staff and a recommendation will be presented at the Board meeting. D. Request by Police Department to waive the bidding process in order to purchase radio equipment. E. Well #17 Start-up procedures for Well 17 have indicated a high chloride level, beyond that which is allowable. The staff has sought advise from State agencies and its own consultants. Recommendations and alternate solutions will be made available at the Board meeting. NOTE: Any questions on items listed on the agenda should be directed to the Village Manager.
