1. CALL TO ORDER
Mayor Juracek called the regular meeting of the Mount Prospect Village Board to order at
7:01 p.m. via remote video conference. Village Manager Michael Cassady was physically
present at Village Hall, 50 S. Emerson Street, Mount Prospect, Illinois.
2. ROLL CALL
Upon roll call by the Village Clerk, the following members of the Mount Prospect Village
Board were present by via the remote meeting platform, GoToMeeting:
Mayor Arlene A. Juracek, Trustee William A. Grossi, Trustee Eleni Hatzis, Trustee Paul
Hoefert, Trustee Richard F. Rogers, Trustee Colleen E. Saccotelli, Trustee Michael A.
Zadel.
None were absent.
3. APPROVAL OF MINUTES
3.1 Minutes of the Regular Meeting of the Village Board - November 4, 2020

4. MAYORS REPORT
4.1 PROCLAMATION: Small Business Saturday - November 28, 2020
Mayor Juracek read the proclamation into record and encouraged residents now, more than
ever, to support our local businesses.
5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Residents were invited to submit their question or comment via email or by
completing a public comment form prior to the meeting.
Mayor Juracek announced there were no public comment forms received prior to the meeting
regarding topics not on the agenda; there were no phone calls, texts or emails, received
during this portion of the meeting.

7. OLD BUSINESS
7.1 PUBLIC HEARING - This public hearing, called pursuant to proper legal notice having
been published in the Daily Herald on November 9, 2020 is for the purpose of presenting the
proposed tax levy for the fiscal year beginning January 1, 2020 and ending December 31,
2020.
Residents were invited to phone-in or text their questions or comments to 8471350-1907
or email tvservicesdiv@mountprospectorg before or during the public hearing.
Mayor Juracek opened the public hearing to present the proposed tax levy for the fiscal year
beginning January 1, 2020 and ending December 31, 2020 at 7:08 p.m.
Director of Finance Amit Thakkar provided a summary of the budget, levy and abatement
ordinances that were previously presented for first readings at the November 4, 2020
regular Village Board meeting.
Mr. Thakkar stated the Village's 2020 levy provides for a zero percent (0%) increase of the
final 2019 levy extension and totals $19,469,004, the same 2019 levy.
The proposed budget for 2021 totals $'132.5 million, a decrease of $21.4 million from the
amended 2020 budget. Mr. Thakkar noted this includes the operation budget. Mr. Thakkar
stated the decrease is due to the completion of major capital projects in 2020. The operating
budget includes $143,697 for unanticipated expenses and will be subject to Board approval.
Mr. Thakkar stated the 2021 budget includes the issuance of $10.0 million in new debt/bonds
for the Water and Sewer Fund for water infrastructure repair/investment per the approved
2017 Water and Sewer Rate study.
Mr. Thakkar stated the total 2021 property tax revenue budget for the Village is $20.6
million. The budget also includes an 8.0% increase in the water and sewer rate to fund an
expanded water/sewer main replacement program. Mr. Thakkar noted the Village has not
increased its refuse service rates in three years. In response to a question raised at a
previous meeting, Mr. Thakkar stated the rate increase will affect multi -family dwelling as
well but the impact will be less on average. The rate increase is estimated to be $1.25 or
less per month for those living in multi -family dwellings.
Mr. Thakkar stated $3.9 million will be abated from property taxes.

Mayor Juracek stated she received a public comment email from a resident
questioning if benchmarking was used when preparing the Village payroll budget,
Village Manager Michael Cassady responded:
• Collective Bargaining Agreements govern increases for unionized employees
(Public Works, Police and Fire)
• A survey of our surrounding communities was performed and most are offering a
2.5% pay increase for non-union employees
• The Village utilizes performance-based evaluations to determine pay increases; the
maximum rate of increase an employee can earn is 2.75%.
• Important to keep competitive with neighboring communities to retain good
employees

7.2 2nd reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR

ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2020 AND ENDING
DECEMBER 31, 2020.

AN APPROPRIATION ORDINANCE.

Budget is a plan that can be adjusted as needed
• Clarified that pay increases for non-union employees are based on merit; 2.75%
increase is not automatic
• Commended the Finance team, Finance Commission and Village staff for
preparing a responsible budget without reducing services to residents
• This budget prepares and places the Village in a good position to handle the
unknown ramifications of this pandemic
• Since the State's tax amendment was defeated, Village should expect State budget
cuts that will affect our budget; we must remain vigilant to protect what is entitled to
us

8.1 Motion to Approve the Mount Prospect COVID-19 Restaurant Assistance Grant Program
Mayor Juracek noted the Restaurant Assistance Grant Program was discussed at the
November 10, 2020 Committee of the Whole meeting. The Board expressed support and
provided direction to move forward with the program.
Public Comment:
Mayor Juracek stated the Village received three (3) public comment forms from residents
suggesting a condition be added to the grant program that restricts grant recipients to those
restaurateurs who are complying with Governor Prtizker's Executive Order 2020-63 that
went into effect on October 23, 2020. Mayor Juracek provided a response, stating Village
health inspectors have been tasked with enforcing this executive order restricting indoor
dining. Mayor Juracek informed that staff added a qualifier to the list of conditions that
states a restaurant must be in full compliance with the recent Resurgence Mitigation Plan,
including the ban on indoor dining.

Director of Community Development Bill Cooney provided updates to the COVID-19
Restaurant Assistance Grant Program since the plan was presented to the Board on
November 10, 2020. Mr. Cooney stated staff proposed the Village reallocate $250,000 from
the Village -wide Fagade Program, Economic Development Program and savings from a
recent reorganization of the Community Development Department.

Mr. Cooney stated the Village is also proposing to use an additional $350,000 from the
General Fund that were reimbursed from the Cook County CARES Act. With these additional
funds, the total available funds for the program will be $600,000. Another key change to the
plan's original ten criteria includes the stipulation that a restaurant must be in compliance with
Restore Illinois Resurgence Mitigations to receive the grant.
Mr. Cooney stated staff hand -delivered the grant program details to every qualifying
restaurant. Mr. Cooney reported the restaurant owners expressed gratitude for this
opportunity that will bring them much needed relief. The online applications will be accessible
on our Village website beginning at 9:00arn on Wednesday, November 18th. Mr. Cooney
stated the applications will be reviewed in the order they are received.
Mr. Coongy provided the following, in resp—onse tgguestions from the Board,,-,,
• Staff connected with sixty (60) of the 112 eligible restaurants last week and delivered
the program guidelines; those who didn't qualify were ernailed with an explanation of
the program parameters and conditions.
Board Comments
• Critical program for our restaurants who are complying with the Governor's Restore
Illinois Resurgence Mitigation Plan
• Pleased we listened to our residents and added item 11 to the list of requirements
• Staff was commended for finding additional funds to further expand this program
Video gaming is suspended beginning Friday, November 20,2020
• Glad to hear gaming will close as well; makes sense and is consistent with
restrictions placed on restaurants
• Agrees with the manner in which the Village is enforcing restrictions; no
Police involvement
• Stressed the importance of remaining committed to the COVID mitigations so we
can all return to normal

8.2 1st reading of AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE
ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR BEGINNING JANUARY 1
2020 AND ENDING DECEMBER 31, 2020.
Passage of this amendment to the 2020 budget will allocate $350,000 from the General
Fund to the COVI D-1 9 Restaurant Assistance Grant Program. There was no further
discussion.

10. ANY OTHER BUSINESS
It was announced that the annual Holiday Tree Lighting will take place virtually on
Wednesday, November 25, 2020. The Christkindle market is cancelled this year due to the
pandemic.
Residents were cautioned to adhere to the Governor's recommendation and celebrate
Thanksgiving with those within your family "bubble" in an effort to keep everyone safe and
healthy.
The Board wished everyone a safe and happy Thanksgiving.
11. ADJOURNMENT
There being no further business to discuss, Mayor Juracek asked for a motion to adjourn.
Trustee Hoefert, seconded by Trustee Saccotelli motioned to adjourn the meeting. Upon roll
call each member acknowledged they were able to hear and participate in the meeting in its
entirety:

Nay: None.
Arlene Juracek acknowledged she was able to hear and participate in the meeting in its
