Meeting December 1. 2020 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - 707011• t e gr r y NEW BUSINESS Type Discussion Item 0(1111*141 -1 t; I• A public hearing for the proposed text amendments to permit adult -use recreational cannabis was held at the November 14, 2019 Planning and Zoning Commission meeting. The amendments were the reviewed and not granted by the Village Board on December 10, 2019, resulting in an "opt -out" of allowing the sale of adult use cannabis in the Village of Mount Prospect. However, staff has determined valid new evidence and changes in conditions have been found that support the proposed text amendments - specifically, the results of the below - noted referendum on adult -use cannabis. 1 Referendum At the Special Meeting of the Village Board on August 11, 2020, the Village Board approvei an ordinance authorizing an advisory referendum on adult use cannabis for the November 3 Presidential Election ballot. On November 3, Mount Prospect residents voted in favor of the advisory adult use cannabis referendum question, with results as follows: Yes = 11,629 (63.49%) No = 61696 ( Based upon the aforementioned results, on November 4, 2020, Village Board members proposed an agenda item to discuss an ordinance potentially granting the Village Board (themselves) the authority to serve as a public hearing body for the text amendments required to permit adult use recreational cannabis. Amendments to Chapter 14 (Zoning Code) require a public hearing. Public Hearing At the November 10, 2020 meeting, the Village Board waived the rules requiring two readings of an ordinance and unanimously approved the ordinance assigning the Mount Prospect Village Board to conduct the required public hearing of a resubmitted text amendment concerning the sale of recreational cannabis. The Public Hearing is schedule for the Tuesday, December 1, 2020 meeting. I A public notice was published in the Daily Herald on November 16; a copy of this notice is attached - Alternatives 1.
