Information
The current refuse rate structure was set in the year 2012. The refuse rates were
set to increase to $250 in 2017 and $258 in 2018. The Village decided to freeze
the rates at 2016 level. The Village collected $235 for refuse services annually
from single family homes since 2016. The Village Refuse Fund had healthy fund
and cash balance., which was used to offset the program cost increases from the
year 2017 to 2020. Now., without a rate increase., the fund balance is set to drop
below the sustainable fund balance required by the Fund Balance Policy.
Refuse rate is set to cover the actual cost of the Refuse Program. Refuse costs
include various components including Republic Service contract fees, tipping fees
from SWANCC, internal staffing costs for the leaf program as well as program
management costs. Republic Fees are set to increase by 2.25% annually and have
increased by the same percentages each year for the year 2017 and after. Tipping
fees from SWANCC also has annual increases from the agency based on their
actual program costs. Plus, Village personnel and equipment costs increased due
to the regular increases and inflations. The below table provides the details about
the current and future refuse rates and difference between the two, which can be
viewed as savings provided to the residents since 2016.

For an average single family household, the proposed increase will costs $18-80
annually or • - per • The 2021 budget •-r the above rate
adjustments. The refuse rates were discussed at length at the Finance
Commission meeting of October 2020. Finance Commission recommended
the •- proposed % increase over the 2016 rates
recommendation to have future increases in line with the actual cost increases of
the program. Subsequently, the Budget was approved by the Village Board on
November 2020. ordinance officially adoptsproposed rate changes
month.the 2021 budget for the refuse program. The multi -family rates are also set to
increase by 8 percent. A 2 cubic yard dumpster pickup with 3 pickups in a month
will see an increase of $15 per month. ($179 to $194). A typical multi -family
building has 12 or more units and per unit increase will be $1.25 per unit per

Staff Recommendation
Approve and adopt the attached ordinance changing the refuse service rates. The
ordinance reduces - established refuse ratesfrom 1 1 to $253.80 for the
year 2021. Year 20221 - by 3.5 percent to $262.68 and
$271.87, respectively.

AN ORDINANCE TO AMEND SOLID WASTE COLLECTION SERVICE RATES FOR
INDIVIDUAL DWELLING UNITS SET FORTH IN CHAPTER 19 SECTION 19.202,
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
WHEREAS, the Village of Mount Prospect is a home rule municipality as defined by
Article VII, § 6 of the Illinois Constitution of 1970; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect desire
to make certain amendments to the Village Code of Mount Prospect as set forth below;
and
WHEREAS, pursuant to the authority granted under the Illinois Municipal Code and in
accordance with home rule authority granted to home rule municipalities, the President
and Board of Trustees of the Village of Mount Prospect approve the amendments set
forth below.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: Section 19.202, `Regulations with Respect to Consumers of Solid Waste
Collection Services," of Chapter 19, "Health Regulations," Article II, "Solid Waste
Collection" the Mount Prospect Village Code shall be amended to read as follows:
Section 19.202: REGULATIONS WITH RESPECT TO CONSUMERS OF
SOLID WASTE COLLECTION SERVICES:

SECTION TWO: All other sections of the CHAPTER 19 — HEALTH REGULATIONS

SECTION THREE: that this Ordinance shall be in full force and effect from and after its

passage, approval and publication in pamphlet form in the manner provided by law.
