Police Department Request
The Police Department is requesting to purchase 2 L-3 Communications in-car video camera
systems at a total cost not to exceed $11,000.00. Attached are quotations received from L-3
Communications indicating the prices of in-car video systems and related equipment to be
purchased. These units will be installed in two department squads which are new to the fleet.
Discussion
The use of in-car video and recording systems serve four distinct purposes. First, the recordings
serve as evidence in support of an officer's actions in field encounters and arrests. Second,
recordings serve a training function. Third, the recordings may be viewed in the context of
officer safety. Finally, recordings may be used for management purposes whereby they can
preclude, substantiate or unfound complaints about an officer's demeanor, activities or actions.
Primarily the system will be used to record all traffic stops, especially those traffic stops
involving hazardous moving violations, arrests or high-risk situations. It may be used to review
the traffic stop procedures and practices followed by individual patrol officers. It is also used to
determine officer compliance with department directives in accordance with the Village's
Memorandum of Agreement with the Department of Justice which was recently concluded.
In 2006, the department installed L-3 Communication mobile video recording systems in all of
its patrol vehicles. These units have proven to be extremely reliable and have met each
expectation and requirement listed above. Patrol personnel }lave found the system easy to use
and dependable in providing video and audio recordings of traffic stops and related law
enforcement activities. The systems wireless upload system has exceeded expectation allowing
staff the ability to quickly and efficiently review traffic stop video and provide digital media of
traffic stops resulting arrests for court presentation. Additionally, the units have proven highly
dependable requiring minimal attention by department staff and minimal need for repairs by the
manufacturer.

In addition to purchasing in-car video systems, the department will purchase the following
equipment so as to fully utilize the video systems: microphone transmitter pouch holders to be
assigned to individual officers, two (2) additional radio transmitters.
Conclusion & Recommendation
It is staffs recommendation to continue outfitting patrol vehicles with the L-3 Communication
mobile video recording system based on system dependability, ease of use and ability to store
and retrieve video for department use and court presentation. It is requested that the bid process
be waived to allow for this purchase. The purchase of two (2) in car mobile video systems and
related equipment will be funded through capital improvement account (New Police Vehicles)
5107701-660122 not to exceed $11,000.

This project combines two programs: the Shared Cost Sidewalk Program and the Sidewalk
Construction Program. The Shared Cost Sidewalk Program is a cooperative effort between the
residents and the Village to share in the cost of replacing sidewalk throughout the Village.
Information about the Shared Cost Program was published in the Village Newsletter and The
Journal, giving residents an opportunity to have sidewalk replaced at a discounted cost. This
year's cost to the resident is $47.00 per sidewalk square, approximately half of the total cost of one
square. This program is dependent upon resident participation. The Sidewalk Construction
Program includes the installation of new sidewalk at various locations throughout the Village where
sidewalk is missing.
BiddinQ Results
Sealed bids for the 2007 Sidewalk Improvements Program were publicly opened and read aloud
on April 30, 2007 at 10:00 A.M. A Notice to Bidders was published in a local newspaper as
required and invitations were sent to ten contractors familiar with this program.
Six contractors picked up bids for this project but only three were submitted. The bids ranged from
a low of $101,627.50 by M & A Cement Work, Inc. to a high of $140,600.00 by Schroeder &
Schroeder, Inc. The Engineer's estimate for the project was $98,255.00.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the Bid
Proposal Packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Engineer's Estimate
Discussion
The low bidder, M & A Cement Work, Inc., is prequalified by the Illinois Department of
Transportation for concrete construction projects. They successfully completed the CDBG
Sidewalk Program for the Village of Mount Prospect in 2004. Their workmanship was acceptable.
The 2007 Sidewalk Improvements Program combines funds available in two accounts: Shared
Cost Sidewalk account and Sidewalk Construction account. The Shared Cost Sidewalk budget

amount is $105,000.00. This year, $18,000.00 will be set aside for reimbursements to residents for
the Village's share for work completed by their own contractors replacing public sidewalk in front of
their homes in conjunction with driveway replacements. Therefore, the total amount available for
the Shared Cost Sidewalk Project is $87,000.00. The budget for the Sidewalk Construction
account is $20,000.00. The total budget for the 2007 Sidewalk Improvements Program is therefore
$107,000.00
Recommendation
The Contractor's bid is based on estimated quantities. We recommend the contract for the 2007
Sidewalk Improvements Program to be awarded to the low bidder, M & A Cement Work, Inc. in an
amount not to exceed $107,000.00 to cover the full amount budgeted for the program. There are
sufficient funds in the 2007 Budget to cover this proposed contract.
Please include this item on the May 15th Village Board Meeting Agenda.

Backaround
During the 2007 budget process a two-year plan was presented to the Village Board
to replace fifteen-year old fire hose over a two-year period. Twenty-five thousand
dollars ($25,000) was budgeted in the Capital Improvement Plan Budget for 2007
and 2008, for a total of $50,000. This plan will replace all of the five inch (5") hose
on four fire engines and the quint in 2007 and the remaining hose in 2008.
The five inch fire hose is used to provide large volumes of water over long
distances. Examples include supplying water to the engines and quint, foam
trailers, and to supply fire sprinkler systems. Specific target hazards that have the
potential for using this hose include the tank farms, Randhurst Shopping Center,
and structures within the Forest River Fire Protection District where there are limited
fire hydrants.
General Bid Information
Fire Department staff developed specifications, advertised, and sent out bid
documents to seven (7) vendors of large diameter hose. The bid opening took
place on May 7, 2007 at 10:00 AM where the documents were publicly opened and
read aloud. There were a total of three (3) bids received and four (4) no bids. The
bid results were as follows:

Budaet Authorization
Funds are available for this purchase in account number 5107701-670017, Fire
Hose, which can be found on page 285 of the 2007 budget book.
Recommendation
Based on the above information I recommend a contract be awarded to W.S. Darley
in Melrose Park for an amount not to exceed $22,987. W.S. Darley was the lowest
responsive bidder and met the specifications outlined in the bid packet.

SUBJECT: REQUEST TO WAIVE BID PROCESS AND TO PURCHASE
REPLACEMENT DESKTOP PCS AND LAPTOPS
It is time to begin making scheduled purchases for the new budget year. The 2007 budget
includes the replacement of 46 desktop PCs and 15 laptop computers. Additionally the Human
Services Department has budgeted for one new laptop (addition to inventory). Staff is
requesting that the bid process be waived to purchase these computers and is recommending
that the purchases be made from Dell. The Village has standardized on Dell computers and the
quotes Dell provided are from the current Illinois state contract.
Dell's prices and specifications are detailed below.

I request that the bid requirement be waived for the purchase of the replacement computers as
