MINUTES
ECONOMIC DEVELOPMENT COMMISSION
Community Development Conference Room, Village Hall
Thursday, November 14, 2019
8:00 a.m.
The meeting of the Economic Development Commission (EDC) of the Village of Mount Prospect
was held on Thursday, November 14, 2019 in the third floor Executive Conference Room in the Village
Hall, 50 South Emerson Street, Mount Prospect, Illinois.
CALL TO ORDER
Skip Robertson called the meeting to order at 8:00 a.m. Commissioners Jim Drew, John Healy, Jim
Peterson, David Roe and Tom Zander were present. Also present were Bill Cooney, Director of
Community Development, Connor Harmon, Development Planner and Jason Shallcross, Development
Review Planner.
Others present included residents Pam Magnussen and Hadley Vos and Jennifer Burk, Jay Henwood
and Victoria Mendicino from Revolution Global/New Age Care.
APPROVAL OF MINUTES
The minutes of the August 22, 2019 meeting were reviewed and approved unanimously.

OLD BUSINESS
Development Update
Mr. Cooney provided a brief update on various developments throughout the Village.
NEW BUSINESS
Recreational Marijuana
Mr. Cooney provided an overview of the recently approved legislation that permits the sale and
distribution of recreational cannabis in the State of Illinois. He stated that the Village Board has asked
that the commission discuss the pros and cons of permitting the various cannabis operations to be located
in the Village and to make a recommendation to them on this matter. He stated that staff had drafted
regulations that would allow dispensaries in the B3 and 11 districts as a conditional use and would allow
all other cannabis uses as conditional uses in the 11 district.
Chairman Robertson stated that he felt that given the potential sales tax revenue that is estimated to be
generated by dispensaries and the fact that the state has legalized the consumption of cannabis, that he
felt the Village should vote to opt -in. Mr. Roe stated that opting out wouldn't prohibit residents from
consuming cannabis products in the community and would forgo significant revenue to the Village on an
annual basis. All other commissioners concurred with these comments.
After thoroughly discussing the topic, Commissioner Peterson moved to recommend that the Village
Board opt -in to allow the sale and distribution of recreational cannabis in the Village of Mount Prospect.
Commissioner Drew seconded the motion and it passed unanimously by a vote of 6-0.

There was no other business to discuss.

The meeting was adjourned at 9:00 a.m.
