Wednesday, November 4, 2020
In accordance with Governor Pritzker's Resurgence Mitigation Plan effective Wednesday, October 28, 2020, the
Village of Mount Prospect will conduct public meetings virtually through November 30, 2020. The Mayor and
Board of Trustees, along with Village staff, will conduct the November 4, 2020 meeting remotely. One member of
the Board or executive staff member will be present at Village Hall in accordance with the Open Meetings Act.
We invite you to join us via livestream or view the meeting on Comcast or WOW channel 17. If you have a
question on an agenda item or comment during the Citizens to be Heard portion of the meeting, please
complete and submit a public comment form at least one hour prior to the start of the meeting. Please see the
agenda for details regarding public participation during the Public Hearing.
1 CALL TO ORDER
Mayor Juracek called the regular meeting of the Mount Prospect Village Board to order at
7:03 p.m. via remote video conference. Village Manager Michael Cassady was physically
present at Village Hall, 50 S. Emerson Street, Mount Prospect, Illinois.
2 ROLL CALL
Upon roll call by the Village Clerk, the following members of the Mount Prospect Village
Board were present by via the remote meeting platform, GoToMeeting:
Mayor Arlene A. Juracek, Trustee William A. Grossi, Trustee Eleni Hatzis, Trustee Paul
Hoefert, Trustee Richard F. Rogers, Trustee Colleen E. Saccotelli, Trustee Michael A.
Zadel. None were absent.
3 APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting of the Village Board on October 20,
2020

Mayor Juracek presented the following reappointments and appointments to the Audit
Committee and Special Events Commission respectively. All terms expire in November
2024.

Mayor Juracek announced two procedural items, a CARES Act amendment and an ordinance
relating to a December 1, 2020 public hearing regarding recreational cannabis, will be
addressed at a Special Meeting of the Village Board on November 10, 2020. This Special
Meeting will be held before the Committee of the Whole meeting. The Village Board
unanimously agreed to begin the Special Meeting at 6:00 p.m.
5 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Residents were invited to submit their question or comment via email or by completing a
public comment form prior to the meeting.
Mayor Juracek announced there were no public comment forms received prior to the
meeting; there were no phone calls, texts or emails received during this portion of the
meeting.

8 NEW BUSINESS
8.1 This Public Hearing, called pursuant to a proper legal notice having been published in the
Daily Herald on October 20, 2020, is for the purpose of presenting the 2021 Budget for the
Village of Mount Prospect for the fiscal year beginning January 1, 2021 and ending
December 31, 2021.
Residents were invited to phone-in or text their questions or comments to 847/350-1907 or
email t.v.s..e..r.v.i.c..esdiv@mountprospect•org before or during the public hearing.
Mayor Juracek opened the public hearing to present the 2021 Budget for the Village of
Mount Prospect for fiscal year January 1, 2021 - December 31, 2021 at 7:14 p.m.
Director of Finance Amit Thakkar stated this public hearing is for the 2021 Budget for the
Village of Mount Prospect; included in Mr. Thakkar's presentation was a summary of the Tax
Levy, Abatements and 2021 Budget ordinances presented as first readings. The public
hearing for the tax levy is scheduled for November 17, 2020 at the regular meeting of the
Village Board.
Mr. Thakkar provided details regarding the 2020 Property Tax levy. Mr. Thakkar stated the
2021 Budget proposes a 0 percent increase over the 2019 extended taxes. The total Village
levy amounts to $19.5 million. The levy provides allocations for public safety, debt service,
and Police and Fire pensions. Mr. Thakkar stated property taxes account for 15 percent of
the total Village revenue and total $20.6 million. Other contributing sources include
Intergovernmental Revenue and charges for services.
Mr. Thakkar stated the total debt service requirement for 2020 is $7.3 million; 37.5 percent will
be paid with property taxes. To achieve the proposed 0 percent levy increase, the total
pension abatement is increased from $210,000 to $491,497. Mr. Thakkar stated increases in
the debt service levy is offset by a decrease in the Fire Protection levy by the same amount,
$144,760. The debt service abatement amount has been increased by $57,875 due to
changes for the series 2018b refinancing bonds. There is no change in the final levy amount.
Mr. Thakkar illustrated the 2020 property tax distribution based on a home valued at
$300,000. The Village receives approximately 10.5 percent, education receives 64.8 percent,
culture/recreation receives 12.5 percent and Cook County receives 5.8 percent.
Mr. Thakkar presented information on debt service levy and abatements.
Mr. Thakkar presented highlights of the 2021 proposed budget that include a proposed zero
percent property tax increase. To achieve the zero percent levy increase, the General Fund
will be subsidizing the Police and Fire Pension levies by $491,497 and will lower the current
Fire Protection levy by $203,792. Other details include planned use of Fund Balance for the
Levee 37 Project, avoided balloon payment levy for the library bonds no new tax or charges
and no interruptions or reduction in service levels. Mr. Thakkar noted the water/sewer rates
will increase in 2021 based on the planned rate increases in the 2017 Water Rate Study. In
addition, refuse rates will increase for the first time since 2016 by 8 percent. This increase
amounts to approximately $1.57 more each month or $18.80 annually.
Mr. Thakkar stated the Village is preparing for a residual COVI D-19 impact on the 2021
budget. The 2021 impact is estimated to be $1,143,000. Additional revenue from the
Cannabis Education Fund and from an increase in Use Tax total $355,200. The net loss in
revenue is estimated to be $787,800 in 2021.
Mr. Thakkar discussed the 2021 budget expenditures estimated at $132.7 million. This
includes the Village Operating Budget (58%), Community Investment Program (22%) Internal
Service Funds (9%) and Debt Services Budget (7%). The 2021 budget expenditure projection
is $132,709,390 representing a decrease of $21,108,011 or 13.8%. Mr. Thakkar provided
details regarding the operating budget including major categories; Personnel, Benefits and
other employee costs (64%), Contractual Services (32%), Commodities and Supplies (2%)
Utilities and Other Expenditures (2%). Mr. Thakkar provided details on each Village
departments' operating budget and key updates.
Estimated 2021 pension contributions for Fire, Police and IMRF (Illinois Municipal
Retirement Fund) total $9,126.090 representing a 3.8 percent increase from the 2020
budget.
Mr. Thakkar answered questions from the Board.
After confirming with Mr. Cassady that no phone calls, emails or texts were received from
the public during the public hearing, Mayor Juracek closed the public hearing at 7:42 p.m.
Board Comments:
• Village pension fund contributions have historically been more than the State statue
recommends; staff should be aware that the State may attempt to draining our funds
and we must be diligent to protect funding due to the Village. Mr. Thakkar responded,
stating by year 2040, the pension fund will be fully funded.
Mayor Juracek stated the three (3) ordinances presented will stand as first readings and will
be presented for second readings at the November 17, 2020 Village Board meeting. A public
hearing for the tax levy will be held on November 17, 2020.
8.2 1st reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE
OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR COMMENCING FROM

9 VILLAGE MANAGER'S REPORT
Village Manager Michael Cassady thanked the Finance team and the Village leadership team
for working together during the budget process and working through the constraints and
challenges in a COVI D- 19 world.
Mr. Cassady reminded residents that before next Tuesday's Committee of the Whole
meeting, the Village Board will hold a Special Meeting at 6:00 p.m. to discuss the upcoming
public hearing relating to recreational cannabis.
10 ANY OTHER BUSINESS
Trustee Grossi reiterated the Village's decision to hold all public meetings virtually through
the end of November.
Mayor Juracek encouraged residents to stay engaged during these times using the
communication and participation tools available.
11 ADJOURNMENT
There being no further business to discuss, Mayor Juracek asked for a motion to adjourn.
Trustee Zadel, seconded by Trustee Rogers motioned to adjourn the meeting. Upon roll
call each member acknowledged they were able to hear and participate in the meeting in
its entirety:
