PROCLAMATION
"MUNICIPAL CLERKS WEEK"
APRIL 29- MA Y 5, 2007
WHEREAS, the Office of the Municipal Clerk, a time honored and vital position of local
government exists throughout the world; and
WHEREAS, the Office of the Municipal Clerk is the oldest among public servants; and
WHEREAS, the Office of the Municipal Clerk provides a professional link between the citizens, the
local governing bodies and agencies of government at other levels; and
WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and impartiality,
rendering equal service to all; and
WHEREAS, the Municipal Clerk serves as the information center on functions of local government
and community; and
WHEREAS, Municipal Clerks continually strive to improve the administration of the affairs of the
Office of the Municipal Clerk through participation in education programs, seminars, workshops
and the regular meetings of their state, county and international professional organizations; and
WHEREAS, it is most appropriate that we recognize the contributions and accomplishments of the
Office of the Municipal Clerk.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do proclaim the
week of April 29 through May5, 2007, as
"MUNICIPAL CLERKS WEEK"
and further extend appreciation to our, to our Deputy Clerk Kimberly A. Dewis to our Village
Clerk, M Lisa Angell and to all Municipal Clerks for the vital services they perform and their
exemplary dedication to the communities they represent.

NATIONAL DAY OF PRAYER
MAY 3,2007
WHEREAS, a prayerful spirit has always been an important part of our
national character and it has been a force that has guided the American
people, given us strength and sustained us in moments of joy and in times
of challenge; and
WHEREAS, it is eminently fitting and proper that we in the Village of
Mount Prospect observe a day when all within our community may
acknowledge our many blessings and express gratitude for them, while
recognizing the need for the strengthening of ethical and moral values in
our land; and
WHEREAS, following the tragedy at Virginia Tech, in towns all across
America, in houses of worship from every faith, Americans have joined
together to pray for the lives that were lost and for their families, friends
and loved ones; and
WHEREAS, we also pray for the brave members of our Armed Forces and
their families. We pray for their safety, the recovery of the wounded and
the peace we all seek; and
WHEREAS, there is a power in these prayers, and we can find comfort in
the grace and guidance of loving God.

"NORTH AMERICAN OCCUPA TIONAL
SAFETY AND HEAL TH (NAOSH) WEEK"
MAY6-12,2007
WHEREAS, more than 5700 people die from job-related injuries and 4.4 million more suffer
occupational injuries and illnesses each year; and
WHEREAS, transportation accidents continue to be the number one cause of on-the-job deaths -
overall in 2005 there were 6, 159,000 transportation accidents resulting in a total of 43, 433 deaths, 2.7
million injuries and costing society $230.6 billion; and
WHEREAS, every day, millions of people go to and return home from work safely due, in part, to the
efforts of occupational safety, health and environmental practitioners - who work day in and day out
identifying hazards and implementing safety and health advances in all industries and at all
workplaces, aimed at eliminating workplace fatalities, injuries and illnesses; and
WHEREAS, it is imperative that employers, employees and the general public be aware of the
importance of preventing illness and injury in the workplace- wherever that workplace may be such as
on the road, in the air, on the battlefield, the plant or the office; and
WHEREAS, the more than 30,000 members of the American Society of Safety Engineers are safety,
health and environmental practitioners committed to protecting people, property and the environment;
and
WHEREAS, during the week of May 6 - 12, 2006, North American Occupational Safety and Health
Week (NAOSH), American Society of Safety Engineers members and partners will be mobilizing in an
effort to increase employers', employees' and the general public's understanding of the benefits of
investing in occupational safety and health; to raise the awareness of the role and contribution of
safety, health and environmental professionals; encouraging safe driving; and
WHEREAS, the theme of NAOSH Week 2007 is transportation safety, motor vehicle drivers should
drive wisely, be aware of and follow all traffic safety laws in order to increase transportation safety for
all; and
WHEREAS, on May 9 occupational safety and health professionals will be recognized during the
second annual Occupational Safety and Health Professional Day for the week they do keep people
safe at work;
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim May 6 - 12, 2007 as

REQUEST FOR NEW CLASS "C-1" LIQUOR LICENSE
On Friday, April 20, 2007, Village Manager E. Michael Janonis met with Mr. Michael Haas, store
manager at the above referenced CVS pharmacy regarding the application for a Class "C_1"
liquor license. The "C-1" designation provides for the sale of alcoholic beverages in packages
only in stores greater than 1 0,000 feet where the sale of alcohol is an ancillary item of sale. The
CVS pharmacy at this location has been in existence for over five years. It has never made
application for a liquor license. As a bit of history, a CVS pharmacy located at Rand and
Elmhurst roads in Mount Prospect held a Class "P" liquor license until it closed in October 2005.
According to Mr. Haas, CVS is a publicly traded company that recently acquired the Osco Drug
Store chain. The total number of stores in the CVS system is approximately 6000. Due to the
fact that all of the acquired Os co Stores held liquor licenses, a corporate decision was made to
follow suit with existing CVS locations. Approximately one aisle in the store will be devoted to
the sale of liquor as well as a small refrigerated selection of beer and wine.
The Village Manager discussed at length with Mr. Haas the Village Liquor Code including the
Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The
requirements of the Fight Ordinance were also discussed. Mr. Haas indicated that he has
previously managed an Os co Drug store that held a liquor license. Mr. Haas also indicated that
CVS has established a comprehensive training program for store managers and employees
covering liquor sales.
A completed application along with fees have been submitted. Mr. Haas has submitted to the
required background check and fingerprinting. Most other supporting documentation has also
been submitted. If the Village Board considers this application favorably an Ordinance should be
adopted creating a new Class "C-1" license. Said license will be issued upon submittal of any
outstanding documentation.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class "C-1" Liquor Licenses by One (1) (CVS
Pharmacy store #3110 at 1002 South Busse Road.) Said list is as follows:

NEW CLASS "S" LIQUOR LICENSE
SUBJECT:
On Tuesday, April 24, 2007, Village Manager Michael E. Janonis, met with Eunjoo Lee and her
interpreter, current owner, Mr. Daniel Lee regarding her request for a Class "S" liquor license. The Class
"S" designation provides for full liquor service in a restauranUlounge setting. Wu Sung restaurant serves
Korean cuisine and is open for lunch and dinner. Ms. Lee does not plan any immediate changes to the
present decor or menu and most staff will remain the same.
This particular request for a liquor license is surrounded by unusual circumstances that warrant some
detailed explanation. The sale of Wu Sung Restaurant is being prompted by an "Agreed Order" issued by
the Mount Prospect Liquor Commissioner on January 30, 2007. Among other things, the Order provided
that the current Class "S" liquor license, issued to Mr. Daniel Lee would not be renewed for the 2007-
2008 license period or thereafter and that the current licensee could not apply for such a license.
Pursuant to the January 30, 2007 Order, the current Class "S" license issued to Wu Sung must be
deleted. The May 1, 2007 Village Board agenda includes an Ordinance deleting the subject license.
The only way for the restaurant to continue operating with a liquor license is for a new owner to make
application and request the creation of a new Class "S" license. Ms. Eunjoo Lee is the prospective buyer
and approval of the pending liquor license application is a condition of the sale of the business. Mr. Lee
will no longer be associated with the business.
Given the short but problem plagued ownership by Mr. Lee, the Village Manager meticulously discussed
with Eunjoo Lee the topics of: hours of operations, liquor sales after permitted hours, sales to minors and
clearly intoxicated persons and reporting requirements under the Fight Ordinance. The applicant, through
Mr. Lee, indicated that she understood the requirements and intended to comply with same. Ms. Lee
indicates that she has some experience with liquor service in working for a number of hotels. At the
meeting Ms. Lee produced proof that she had passed a certified liquor server's course.
The Liquor Commissioner has reviewed Ms. Lee application and is comfortable forwarding same to the
Village Board for passage of an ordinance creating a new Class "S" license.
A completed application along with all applicable fees has been submitted. Ms. Lee has been
fingerprinted and a background completed. Most required documents are on file. If the Village Board
views the application favorably, it would be appropriate to adopt an ordinance creating a new Class "S"
license. Said license would be issued once all outstanding documentation has been submitted.
