INTEROFFICE MEMORANDUM
TO: Village Manager A,
FROM: Public Works Director 00
RE: Illegal Connections - Sewer Rehab
DATE: August 2, 1984
In 1977 the Village conducted a house to house inspection for illega I
connections to our sanitary sewer system in con ,3L,uic,tion with the Sewer
System Evaluation Survey (SSSS conducted by Diono'hue & Associates. Both
surveys were required as the result of a show cause hearing with they
Metropolitan Sanitary District of Greater Chicago (MSD) , and finally an order
mandating the Village to take corrective actions to reduce our infiltra-
tion/inflows into our separate sanitary sewer system as specified by the MSD.

The findings were broken down into two major areas; public sewer main and

sanitary server intended to serve 350 homes.
As stated in the attached "Manual of Procedures", the MSD prohibits the
discharge of storm water (whether from public or private sources) to the
sanitary sewer system in separate sewer areas. In order to comply with this
requirement, the SD has ordered a complete private sector illegal connection
inspection and reiiioval program,

efforts towards compliance with their pending court orders. This report Will
be in the fontl of a recommendation to the MSD Board and will possibly contain
new definite deadlines,
The $40,000 that we have proposed in this coming fiscalyear's budget would
cover the cost to have an engineering firm conduct a house to house inspection
for all illegal comiections in approximately 1,700 to 2,000 homes. (It is
