The Village must identify illegal sanitary' sewer connections and
develop a plan to remove those illegal connections. - Attached are
documents and engineering fee comparison ' s that will be the main
focus of the discussion at the Committeeof the Whole meeting.
The administrative staff is recommending that we retain the firm
of Donohue and Associates to conduct:the'inspection program at a
cost of $34,500. This item was anticipated in the Budget and is
contained on page 144, under account #870540
Illegal connections are usually those items such as downspouts,
footing and foundation drains and window well drains tied
directly into the sanitary sewer system. The effect of such
illegal connections is to add significant amounts of storm water
to the sanitary system during periods of rainfall and the
subsequent overload creates sanitary sewer backup into homes and
streets. Such storm water flows are more properly directed to
the storm sewer system or to overland drainage ways*
The inspections would be conducted during the spring and summer
of 1985. Donohue and Associates has experience with this type of
program and we have reviewed similar programs in some of our
adjoining communities, After the completion of the
identif ication study�, the Village wl I 11 then have to develop a
comprehensive compliance program* It is premature to design a
workable compliance program until the size and quality of the
problem is identified. Representatives- of the engineering firm
will be in attendance to answer any questions the Board might
have,
IV. MINI -COMPUTER PURCHASE
This dear's Budget contains, funds, for the anticipated acquisition
,of mini -computer installations at, the Public Works building and
the Eng]Lneering, Division, Attached is a report from the Village
Manager outlining the Villager existing plan for electronic data
pro-cessing needs,, and a report from the Department of Public Works

If the Board agrees with the recommendations of the staff, it
will be necessary to place this item on the Village Board Agenda
and request the .formal waiver of bids because of the difficulty
in preparing comprehensive specifications and the need to
standardize equipment between the two ..work station -so.
V. TAX INCREMENT FINANCING DISTRICTS
Earlier this year, the Mayor and Board of Trustees made a policy
decision to investigate the full potentials of creating a Tax
Increment Financing Program within the Central Business District.
Enclosed is a memorandum and a timetable from the Department of
Community Development specifying interim activities and target
dates wording towards realizationof this Program. These
activities and timetables are prepared with the hourly
assistance of Trkla, Pettigrew, Allen and Payne, our initial
consultant in the field. Members of the appropriate Village
Advisory Boards and Commissions have been given notice of this
meeting and invited to attend.
The purpose of this discussion is to keep. the Board and the
community updated as to our work progress to date and our
expected activities within the coming months.
V1. Mr. PROSPECT PLAZA
In early November, Mayor Krause invited the owners of the Mt.
Prospect Shopping Plaza to meet with her and appropriate staff to
discuss existing vacancies at the Mt. Prospect Shopping Center,
its current physical conditions and the owners' perception of the
future directions for the shopping center. Subsequently, an
offer was extended to the shopping center owners to participate
in a public and private partnership in an effort to upgrade the
quality of the center and maintain the standards customary within
the Village of Mount Prospect,
The owners have responded indicating a willingness to work with
the Village and establish a commitment towards improvement. As a
first step towards those improvements, the Mayor and Board of
Trustees should consider the joint development of a market
analysis which will demonstrate the market potential for the
shopping center, the kinds of improvements that may be necessary
within the center and the type of tenant mix that may be
eventually necessary in order to properly position the center
within the general market.
Attached is a memorandum from Mayor Krause together with a copy
of the letter sent to Mr. Bermant in November and his response.
