CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF SEPTEMBER 25, 1984 III. CITIZENS TO BE HEARD IV. NORTHWEST MUNICIPAL CONFERENCE SOLID WASTE TASK FORCE Fn—SENTATM—N Representatives of the Northwest Municipal Conference will be in attendance at the Committee of the Whole meeting to review in detail the recommendations of the Solid Waste Task Force. The Executive Summary of this report is attached. The Village reviewed this material in preliminary form at our Committee of the Whole meeting of Tuesday, September 25. The Conference is seeking direction from -its participating members through the form of a Resolution to be placed on the October 9 Village Board Agenda. This Resolution states, in essence, that the Village of Mount Prospect desires to implement the recommendation of the Solid Waste Management Plan and appoints a representative and an alternate to finalize a Solid Waste Agency. After the presentation by the Municipal Conference the Mayor and Board of Trustees may want to raise questlions regarding the format of the Solid Waste Agency.- possible site options should the Forest Preserve District maintain its opposition to the Hoffman Estates landfill site and whether or not usage of the landfill is mandatory by the participating members. Like the Joi*nt Action Water-Agency, decisions facing the member communities today will have a lasting impact upon future Boards and budgets. The importance of these decisions cannot be under -estimated. At the request of Trustee Van Geem, this matter is scheduled for review by the Mayor and Board of Trustees. The primary purpose of Zoning controls is to guide development and protect the properties and values of the community. Such Zoning controls are most typically thought of as affecting new development but in a community that is largely developed, we find more and more of our time being spent on matters dealing with side yards, fences and redevelopment or expansion of existing uses. This is a phenomenon that is taking place across the country in most of our fully developed communities. The administration recommends at this time that the Village utilize the services of a planning intern to research the field and see how communities have already handled -this situation. By utilizing a planning intern or graduate students in area universities., we can satisfy the need for additional information to the Mayor and Board of Trustees and permit our existing staff to concentrate on our redevelopment activities in the Central Business District. At the request of Trustee Arthur, the Committee of the Whole should review the question of whether or not to proceed to a monthly water billing system. This matter was reviewed initially by the Village Board of Trustee's in January of this year at the time we were considering a proposed increase in the water and sewer rates. Based upon the final direction of the ;Mayor and Board of Trustees., the administration 'implemented in May of this year a bi-monthly billing system. The bi-monthly system has been in operation through two billing periods for the entire community and the staff is satisfied that all the bugs have been eliminated and that it is operating satisfactorily. Trustee Arthur had recommended that the administration consider a monthly billing procedure 'in order to assist our residents with their household budgeting. In September, I received a report from our Finance Director Dave Jepson evaluating the budget proposal and the monthly billing concept. I subsequently instructed the staff to contact all residents alfowilng them the option of adopting a modified budget system where they could pay on a monthly basis. Attached for your review is Trustee Arthur's memorandum of January 12, Dave Jepson's memorandum of September 11 and Trustee Arthur's memorandum of October 2. Additionally, Finance Director Jeps'on has prepared some cost comparison data and,outlines some billing procedures that are relevant to the decision-making process. VII. MANAGER'S REPORT 1.
