CALL TO ORDER - ROLL CALL ACCEPTANCE OF MINUTES OF JULY 24) 1984 AUGUST -14 CITIZENS TO BE HEARD IV. PACKAGE LIQUOR LICENSES Attached is a memo'f--v-om Mayor Carolyn H. Krause regarding I package liquorlicenses within the Village. While there are no available package licenses presently this matter is important to the community as -a matter Of policy and its discussion should be included in - our Minutes of the Public Meeting. 'Recently the administration was requested to place this 9 item on the Committee of the Whole Agenda. Attached is a memorandum from the, Department' of Public Works which olversees the policy, of �permiltting address painting on Vli-llagie c,urbs,, Each year we get a number of requests from studentsesirling to earn income on - an, independent basil -s. Early in, the, year wo�� require them to submit itten requests and we try to assign neighborhoods on wr a rotatling basis . We give preference In these requests to residents of the Village of Mount Prospect. These students WIn also required, to fill out a license appl"i'cat ion n, the %Clerk's office so that we have proper identil f']*- cat 11on. The Village Manager's office I receives 'two or three comip'laints a year from people who find the, painting objectil'onable. It, is the Village Manager's opinion on that these objections result from the residents' embarrassment of having to dec13Lne paying the student for the service,. We have' not received any complaints of erroneous curb marking or unruly behavior. Vi. REITIREMENT/LONGEVITY RECOGNITION Admini'i-strati"I'Vely the Village has never had a constant poli,cy for recognlizalng employees for -their longevity or their retirement. By and large this has been left to the r e s; pective departments and no formalized pro- cedure existed. Earlier this year the staff began to explore a more formal approach to this situation and enclosed are two memorandums outlining the suggested policies and their costs. The Committee of the Whole should review these memos and consider implementation of the program. and private enterprise. The Village's architect Mr. W. Lockwood Martlilng, Jr. has prepared a slide presentation that shows typical effects resulting from Facade improvements. Such a presentation tat*on at this time is important to sustain continuing interest in the program and to offer to the layman advice From a successful architect on how architectural improvements can be implemented at relatively little cost. The staff has also attached a report that gives us a status update on the Facade Program. The Village Manager has directed the Community Development staff to continue to make this Program a priority. Those projects that cannot be funded with the present budget authorizations will be given top priority for next fiscal year. VI. ANY OTHER BUSINESS VII.
