DOWNTOT,71,T REDEVELOPMENT PLANS In the spring of this year after a series of hearings with the business community and local private devel- opers the Mayor and Board of Trustees authorized the staff to work on a priority basis to bring about redevelopment changes and 'improvements within the central business district. One of the keys to leveraging improvements is to secure a suitable and sound financing mechanism. Subsequently the staff recommended to the Mayor and the Board of Trustees the retention of a consultant to explore the feasibility of creating a tax increment finan- cing district for the downtown area. The firm of Trkla, Pettigrew, Allen & Payne (TPAP), was employed at the direction of the Mayor and the Board to perform a two-part study: 1. The first to assess whether TIF appeared to be feasible and 2. If feasible and if with further approval of the Mayor and Board of Trustees develop a more specific plan of action. Mr. Jack 11/1 of TPAP will be available at the meeting to review the TIF situation, their experience in this field, and their methodology for assessing the downtown area and building conditions. The Community Development Staff was involved in data collection and will present the preliminary findings. The major issue at this point is whether or not the data will demonstrate compliance with the TIF statute and therefore is such a direction feasible. Pursuant to earlier direction of the Mayor and the Board of Trustees specific invitations have been sent to the ZBA, the Plan Commission, the Downtown Development Commission, the Chamber of Commerce and to the parties who previously expressed interest in downtown redevelopment. V. FACADE PROGRAM Since adoption by the Mayor and Board of Trustees the Facade Program has proven to be quite successful and a significant sign that redevelopment can take place through the partnership of local government and private enterprise. The Village's architect Mr. W. Lockwood Martlilng, Jr. has prepared a slide presentation that shows typical effects resulting from Facade improvements. Such a presentation tat*on at this time is important to sustain continuing interest in the program and to offer to the layman advice From a successful architect on how architectural improvements can be implemented at relatively little cost. The staff has also attached a report that gives us a status update on the Facade Program. The Village Manager has directed the Community Development staff to continue to make this Program a priority. Those projects that cannot be funded with the present budget authorizations will be given top priority for next fiscal year. VI. ANY OTHER BUSINESS VII.
