DRAFT A-ME1KIDMENT TO ORDINANCE
NO. I AN ORDINANCE AMENDING
SECTION 1. 10 2. A. OF CF[APTER 1 AND
SECTION 13.109.A OF CHAPTER 13 OF
THE VILLAGE OF MOUNT PROSPECT
MUNICIPAL CODIE,
I move that we amend the Ordinance Amending Section 1.102.A of
Chapter 1 and Section 13.109.A of Chapter 13 of the Village of
11,1ount Prospect 111,unicipal Code as proposed by deleting Sections One,
A�
and Two and substituting in their place new Sections One and Two
to read as follows:
SECTION ONE: Section 1.102.A of Chapter 1 of the Municipal Code
of the Village of Mount Prospect be and the same is hereby amended
by deleting therefrom the language "two thousand dollars ($2..000.00)"
as it appears in said Section 1.102.A and by substituting therefor
the language "three thousand dollars ($3,000.00)", so that said
Section 1.102.A shall hereafter be and read as follows:
A., Before entering upon the duties 'of his
office, -the Village President shall
give a bond with sureties to be approved
by the Board of Trustees conditioned upon
his faithful performance of duties of
Village President in the sum of three
thousand dollars ($3.,000.00) . The Village
President shall take the oath of office
as prescribed by-Sta-Cute and shall receive
as compensation the sum of three thousand
dollars ($3,000.00) annually, payable in
twelve (12) equal monthly installments.
SECTION TWO: Section 13.109.A of Chapter 13 of the Municipal Code
of the Village of Mount Prospect be and the same is hereby amended
by deleting therefrom the language "IE-wo thousand dollars ($2,000.00)"
and by substituting therefor the language "three thousand dollars
($3,000.00)", so that said Section 13.109.A shall hereof ter be and
read as' follows:
A. The Local Liquor Control Commissioner
shall receive as compensation the sum of
three thousand dollars ($3,000.00) annually,
payable in twelve (12) equal monthly in-
stallments.

DRAINAGE PROBLEM
is experiencing stabilization problems on the' banks. It
is the suggestion of the Committee that following g receipt
of the precise fees involved with the proposed. stab 11 lization,
the Village would consider sharing in the cost with the
homeowner to pay 1./4, the homeowners ass"ociatio "i to
pa; 1./4 and the Villagre of Mount Prospect to pay 1./3
of the expense. A mewlt)er of the staff would present
the proposed fee schedule to the homeowners association
and report their response to the Board at the next
meeting,

of the planned trimming areas for this year, we will have to exceed
the contract amount to finish all areas as planned. Below are amounts

WHEREAS . the Chicago Crime Commission is sponsoring the 16th Annual
Chicagoland Law Enforcement Week during the week of November 9 - 15, 1980;
and
WHEREAS, the objective of the Chicagoland Law Enforcement Week is to
aid all citizens of this area in realizing everyone has a responsibility to
help in the fight against crime and lawlessness; and
WHEREAS, to this end, we would encourage every individual citizen and
every appropriate community to support all effective law enforcement
agencies and personnel, resist all forms of vice, crime and lawlessness,
and understand and take a stand for still more effective local, state and
national policies and programs to fight the nation's rising tide of crime;
and
WHEREAS , the Mount Prospect Police Department will conduct a week-
long program to inform the citizenry of the many areas of law enforcement
and the involvement of the Department and citizens in such enforcement
and prevention.
NOW , THEREFORE , 1, Carolyn H. Krause, Mayor of the Village of

Any change in tenancy shall be reviewed by the
Department of Community Development and shall
be brought before the President and the Board
of Trustees of the Village of Mount Prospect
if the Department of Community Development
determines that the change in tenancy will result
in more intensive use of the Subject Property.
2. Screening, acceptable to the Department of Com-
munity Deve lopment,shall be provided and main-
tained to reduce the impact of parking along
Edward Street and the owncr of the Subject
Property shall execute an 1nde-Tini-11'_--ication
Agreement indemnifying the Village of Moun-C
Prospect, its officers, agents, servants,em-
p lov4nes' insurers, attorneys and successors,

3. The decorative wall presently screening the park-
ing on the north side of the Subject Property
shall be relocated, as necessary, to screen the
expanded parking area.
4. The driveway entering on to Prospect Avenue shall
be designated as a Fire Lane and parking thereon
shall be prohibited.
5. Any and all landscaping on the Subject Property
shall be approved by the Department of Community
Development.
6. The owner and occupant of the Sub]ect Property
shall prohibit its employees from parking on
Edwards StreeJL--. or Prospect Avenue.
SECTION FOUR,: Except for the variations granted herein,
all other applic"able Village of Mount Prospect Ordinances
shall remain in full force and effect as to the Sub3ect

WHEREAS, the President and Board of. Trustees have considered

period of time and prior to the expiration thereof,
will indicate the interval of time which remains
of such period.
3. Each parking meter shall bear thereon a legend
indicating the days and hours when the requirement
to deposit coins therein shall apply, the value of
coins to be deposited, and the limited period of
time for which parking is lawfully permitted in
the parking meter zone in which such meter is
located.
E. No person, except physicians on emergency calls, shall
park any vehicle in any metered parking zone between
the hours of 2:00 o'clock a.m. and 6.-00 o'clock a.m.
on any day.
F. There shall be no charge for parking in metered parking
zones on hclida�7s, Saturdays and Sundays.
Go, The following days shall be designated as holidays:
January 1, Cood Friday, Memorial Day, July 4, Labor
Day, Thanksgiving Day and December 25. If any of
these days shall fall on Sunday and be observed on
Monday, or if any of these days shall fall on Saturday
and be observed on the Friday preceding, then such
Monday or Friday shall be considered as a holiday
for the purpose of this Section.
H. Deposit Cif Coins and Time Limits.
1. No person shall park a vehicle in any parking
space alongside of and next to which a parking
meter has been installed during the restricted
and regulated time applicable to the metered
parking zone in which such meter is located
unless a coin or coins of United States currency
of the appropriate denomination as provided in
this Chapter shall have been deposited therein,
or shall have been previously deposited"' therein
for an unexpired interval of time, and said
meter has been placed in operation.
2. No person shall park a vehicle in any parking
space at the head of which is a posted number
during the restricted and regulated time applicable
to the metered parking zone in which such parking
space is located unless a coin or coins of United
States currency amounting to seventy-five cents
($.75) shall have been deposited in the corresponding
slot on the Maste-r Collection Box during the then -
current calendar day.

3. No person shall permit a vehicle within his
control to be parked in any parking space
alongside a meter during the restricted and
regulated time applicable to the metered
parking zone in which such parking space is
located while the parking meter for such space
indicates by signal that the lawful parking
time in sach space has expired. This provision
shall not apply to the act of parking or the
time which is required to deposit immediately
thereafter a coin or coins in such meter.
4. No person Shall permit a vehicle within his
control to be parked in any parking space at
the head of which is located a posted number
during the restricted and regulated time applicable
to the metered parking zone in which such parking
space is located unless seventy-five gents ($.75) has
been deposited in the correspondingly numbered
slot on the Master Collection Box. This pro-
vision shall not apply to the act of parking or
the time which is required to deposit immediately
thereafter seventy-five cents ($.75) in such
numbered slot.
5. No person shall park a vehicle in any such parking
space for a consecutive period of time longer than
that limited period of time for which parking is
lawfully permitted in the metered parking zone in
which such parking space is located.
6 The provisiors o -F 'this Section shall not relieve
any p�rscn from the duty t to observe other and
more restrictive p - o -visions of this Chapter pro-
hibiting or limiting the stopping, standing or
parking of vehicles in specified places or at
specified tiiies.
im" Use of Slugs Prohibited. No person shall 'deposit or
attempt to deposit in any parking meter or Master
Collection Box any, slug, button or any other device or
substance as substitutes for coins of United States
currency.
K. Tampering With Meter, Master Collection Box or Posted
Numbers. ' No person shall deface, injure, tamper with,
open or wilfully break, destroy or impair the usefulness
of any parking meter, Master Collection Box, or posted
number.
Special Penalty.
1. Notwithstanding the provisions of Sections 18.1905
and 18.1325 of this Chapter, any person who
violates subsections J and K of this Se * c -tion 18.1322
shall be fined not less than five dollars ($5.00)
nor more than two hundred dollars ($200.00) for
each offense.
2. It shall be the duty of the Police Department and
certain designated employees of the Department of
Public Works of the Village to issue citations to
any persons who violate the provisions of subsections
B, C, D, E and H of this Section. Such citations
may be delivered to the violator personally or may
be affixed to the vehicle of the violator. Nothing
in this subsection shall be construed to abridge
the power of a police off icer to arrest any
violator and take hirq into custorlty.

The Vi:llag�= Yanager w'th the approval of the
Boa -d of Tru: tee; , shall install Master Collection
Boxes and posted numbers in the parking lots
des,-ribed in Schcdu e XV of the Appendix to
this chapter as provided in this Chanter, if
the number of parking spaces in a parking lot
exceeds the nLmber of slots on the Master
Collection Box or Boxes in that lot, then a
parking meter shall he installed by the Village
Yanager, with the approval of the Board of
Trustees, at the head of each excess parking
space.
2. The Village Manager shall have markings painted
or placed upon the curb and/or upon the street
or pavement adjacent to each parking meter or
posted number for the purpose of designating
the parking space for which said metor 's to be
used or to which such posted, nillliOber applies, and each
vehicle parking adjace,"nt or next- to any parking
meter or posted number shall park within the lines
or markings so established.
3. The installation of parking meters and/or Master
Collection Boxes and posted nurnbers in Chicago
and Northwester n Railroad Lots Nos. 1. 2. and 3
shall be subject and pursuant to the provisions
of the agreement and lease with the Chicago and
Northwestern Railway Company relating to the in-
stallation of parking meters in such zones.

shall be only and solely from the receipts pts, funds
and revenues obtained from the operation of said
parking meters and Master Collection Boxes without
in any manner obligating the Village to pay for the
same from any other sources, and further that no
revenue bonds shall be issued to pay for any such
meters.
5. The operation, maintenance and management of the
parking system shall he under the supervision of
the Village Manager, who shall see that said system
is kept in good working and operating oisaer and is
managed to the advantage of the Village, and shall
operate the system in an economical and efficient
manner.
N. Application of Proceeds
1. The Village Manager, sub�ect to the approval of the
President and Board of Trustees, shall designate
such collector or collectors anca" ,methods as are
necessc-Ary to collect propenrly all coins deposited
in the mcter boxes and Master Collection Boxes.
2. Such collector or collec-L.--o-1-s shall be only such
emp-loyees as are now or may herea-f-ter be!, duly
honied in a sum not less than on,,--- thousand dollars
(,1 000.00) for the fa-ithful performanc-a of their
duties.

Master Collection Boxes and posted numbers purchased

tenance, for making collections from such parking
meters and Master Collect'on Boxes and for the
enforcement of the provisions of this Chapter
applicable to metered parking zones. The net pro-
ceeds'of the operation of the parking system in

Centennial Subdivision is proposed to serve the needs of the
,senior citizen housing development at the North end of Mount

0 rospect Shopping Plaza. The subdivision is divided into
three lots for purposes of acquisition. Lot I.'is the principal
site for the housing develo, pment contai ,n,its and
measures 500 feet, in length and 200 feet in depth. Lot 2
principally is proposed to serve as a buffer of open space
between the residential lots on the South side of Ara'
, yce
immediately to the North of the subject subdivision, and the
Mount Prospect Shopping Plaza located to the South. Lot 3 is
proposed to be dedicated for a roodway access connecting
Westgate Road to the senior citizen housing development to the
West. Although this parcel has a dimension of 35 to 40 feet
in width, additional right-of-w,,y is not considered necessary
as the Village will be retaining orership of Lot 2 with the
intention of installing ex-,--n,,l-ve landscaping. The total
acreage of Lots 1, 2, a d 3 iz-:� aprcxiiaLely 5.4 acres.
Also contained on the subdiv-L ion plat is a utility easement
for Commonwealth Edison and Illinois Bell Telephone and runs
in a North/South direction across Lot 1. It is proposed to
relocate this utility easement to the We and South property
lines of Lot 1 and in the near future will require a vacation
of this existing utility easement.
The Village staff has rev`ewed the proposed Centennial
