Proposed Settlement
following procedures. -

1. The Village of Haunt Prospect Is to pay the
outstanding $192,,500 payable to the MSD;
. The Distrlst Is to pay the outstanding
maintenance costs as documented and
attributed to the MSD s r`stem;
The District is to call the oustanding bands
and allow the Village of Mount Prospect to
reduce its user rates attributable to the
bond and operation payments,
4 , The Village is to buy the sewer system
for $1.00 and any surplus funds remaining
in the band account is to be returned to
the Village;
5 ; The Village Will then be responsible for
rehabilitation of the acquired system and
bear the sale financial responsibility of that
rehabilitation;
. The District X11 agree to allow the Village
reasonable time and 'effort to pursue compHance
with the District and FPA regulations governing
inflow and infiltration, . .

Legal Counsel was directed to draft the necessary ordinances
reflecting the amendments to the Traffic Code for the next
Village Board meeting.
Discussion on the subject of amending the Traffic Code to BERM
allow for "No Parking Anytime on any barn, shoulder or
parkway adjacent to any roadway" was continued to
another meeting following the determination of the
definition of berm
Trustee Wattenberg requested a report on the first years
experience with IRMA.
A status report was given on the subjects of Animal Control,
O'Hare Airport Noise-, and Fa slow Civil Rights suit#
Discussion took place on the possibility of having a study FACILITY STUDY
made on the facility needs of Police. Fire and Public Works.

conducted.
It was the opinion on the Board that the Manager should review
the public buildings , usage and projected future needs

AN ORDINANCE A14ENDING CHAPTER 4,
ARTICLES III AND IVOF THE VILLAGE
OF MOUNT PROSPECT MUNICIPAL CODE
WHEREAS, Section 4. 302. C of Article III of Chapter 4 of the
Municipal Code of the Village of Mount Prospect provides that the
Department of Community Development shall include the office of
Village Engineer; and
'WHEREASArticle IV of Chapter 4 of the Municipal Code of the
Village of Mount Prospect dreates and otherwi tains to the

WHEREAS, the President and Board of Trustees of the Village of
Mount Prospect deem it advisable to amend Articles III and IV of
Chapter 4 of the Municipal Code of the Village of mount Prospect
to include the office of Village Engineer within the Department
of Public Works.
NOW, THEREFORE/ BE IT ORDAINED by- the President and Board of
Trustees of the Village of Mount Prospect, Cook County, Illinois
as follows:
SECTION ONE: Article III of Chapter 4 of the Municipal Code of
the VTTI .age of Mount Prospect be, and the same is hereby, amended
by deleting therefrom Section 4.302.C.
SECTION TWO: Article IV of Chapter 4 of the Municipal Code -of
the Village of Mount Prospect be, and the same is hereby, amended
by deleting therefrom the present Section 4.404 and renumbering
the present Section 4.404 as Section 4.405, and by adding, in its
proper numerical order a new Section 4.404 which shall read as
follows:
Sec. 4.404. Village Engineer. The Department of
Public Works shall include the office of Village
Engineer.
A. The Village Engineer shall have a degree in civil
engineering from an accredited college or university,
have Practical experience in engineering and shall
be licensed as a professional engineer pursuant
to the applicable Statutes of the State of Illinois.
B. The Village Engineer will give technical advice
and furnish professional 'engineering services to
the Village in connection with planning, zoning
and the execution and construction of public works
and improvements,
1. The work of the Village Engineer shall
be perfor-med under the direction of the Directar
of Public Works.
2. The Village Engineer shall also perform
such other duties as may be required 'of him from
time to time by the Director of Public Works.

SECTION THREE: This Ordinance shall be 'in full force and
effect and after its pas sage,and approw al'in the manner provided

• RESOLUTION NO.
WHEREAS, on July 2, 1980, Citizens Utilities Company of
Illinois filed with the Illinois Commerce Commission, , in
i
Docket No. 80-0468, a petition for a further increase n
its water and sewer rates; and
WHEREAS, only five months earlier, in April, 1980, the Illinois
Commerce Commission granted Citizens Utilities Company of
Illinois an increase of approximately 27h% in water and sewer
rates; and
WHEREAS, in Docket No. 80-0468 Citizens Utilities Company of
Illinois Is requesting a further increase of approximately
30% in its water and sewer rates; and
WHEREAS, the increase requested in Docket No. 80-0468 is sub-
stantially greater than the rate of inflation during the
period since the last authorized rate increase; and
WHEREAS, the proposed rate increase being sought by Citizens
Utilities Company of Illinois in Docket No. 8,0-0468, if granted,
would increase the water and sewer rates charged by that utility
to among the highest in the State of Illinois; and
WHEREAS, Citizens Utilities Company of Illinois is attempting
to justify and support its need for increased revenues by
including in its rate base a utility plant which has alreadyk
been paid for by its customers and by improperly including in
depreciation expense depreciation on plant paid for by its
customers and by including excessive amounts for salaries,
wages, rate case expenses and other expenses in its operating
expenses; and
WHEREAS, Citizens Utilities Company of Illinois seeks in Docket
No. 80-0468 to increase the base upon which it would be permitted
to earn a rate of return by more than 50% without having revised
additional funds in utility facilities to justify the increase;
and
WHEREAS, the President and Board of Trustees of the Village of
Mount Prospect are of the opinion that the proposed rate increase
is not justified and would be detrimental to the best interests
of the citizens of the Village of Mount Prospect who are served
by Citizens Utilities Company of Illinois and for that reason
desire to register their opposition to the proposed rate increase,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF

by Citizens Utilities Company of Illinois in Illinois Commerce
Commission Docket No. 80-0468 and urge that the Commission
deny the requested rate increase.

complied with and there were no bids, I therefore recommend that the
property be offered for sale or trade on a negotiated basis with the aro-

On July 1 of this year the Village Board passed
and the Mayor approved Ordinance No. 3021 amending the
zoning map and approving a planned development for the
property 'Involved in the above case, which has also been
referred to as the Brickman property.
The stipulation to discontinue in this case,
which was previously approved by the Board, provides for
the disposition of the litigation by the entry of a con-
sent decree. A draft of such a consent decree was prepared
by counsel for the plaintiff and submitted to us for our
review. We made some suggestions for alterations and dele-
tions in the draft which were accepted by counsel for the
plaintiff.
Attached to this letter is a draft of the pro-
posed consent decree, the form of which has been agreed
to by the plaintiff. We recommend that you authorize the
Mayor and our firm to execute consents to this decree so
that the litigation can be terminated.

This matter coming on to be heard on Plaintiff's
Complaint for Declaratory Judgment, Defendant's Answer to
said Complaint and Intervenors' Answer to said Complaint;
said parties having reported to the Court that they have
settled and compromised all matters and issues between them
pertaining to the above entitled cause; and the parties
having further reported to the Court that they have con-
sented to and agreed` to be bound by the terms of the agree-
ment hereinafter set forth; and the Court being fully advised
in the premises; NOW, THEREFORE, upon the agreement of the
parties hereto, THE COURT FINDS AS FOLLOWS,:
1. The Court has jurisdiction of the subject
matter of this action and of the parties thereto, and has
jurisdiction and authority to enter this Decree.

2. The Plaintiff is an Illinois banking cor-
poration with offices in the Village of Wheeling, County
of Cook, State of Illinois, and is a party to this action
not individually but as Trustee under Trust Agreement
dated February 5, 1968, and known as Trust No. 625.
3. The Defendant is a municipal corporation in
the County of Cook, State of Illinois.
4. The Intervenors are landowners of property
in the general vicinity of the Subject Property legally
described in Paragraph 5j.herein.
5. This Consent Decree shall apply to and affect
only the parties hereto, their successors in interest, and
that` tract of land hereinafter referred to as the "Subject
Property" and legally described on Exhibit "A," attached
hereto and made a part hereof.
6. The corporate authorities of the Village of
Mount Prospect have held, or caused to be held, all public
hearings required by law to be held in connection with a
change in the zoning regulations applicable to the property
described in Exhibit "Ar" and the parties have otherwise
complied with the terms and conditions of the Stipulation
to Discontinue filed herein.
7. On July 1, 1980, the Defendant duly passed
and approved Ordinance No. 3021, entitled "An Ordinance
Zoning and Granting a Zoning Amendment and Planned Develop-
ment Approval for Brickman Property," a copy of which is
attached hereto as Exhibit "Br" and made a part hereof.
8. Said Ordinance No. 3021 approved a site plan
for the development of the Subject Property, a copy of which
site plan is attached hereto as Exhibit "C," and by virtue
of the said ordinance the Defendant has approved development
of the Subject Property in substantial compliance with the
said Ex _t 11C,011

9. On July 15, 1980, the Defendant duly passed
and approved a plat of resubdivision of the Subject Prop-
erty, a copy of which is attached hereto as Exhibit "Dr"
and made a part hereof. The parties have agreed that said
Exhibit "D" shall be recorded with the Recorder of Deeds
of Cook County, Illinois, by Defendant, within 30 da -urs

after the Defendant, the Village of Mount Prospect, has
approved final engineering plans for the development
described in Exhibits "B" and "C" hereto.
10. The parties hereto have agreed that the
Subject Property may be used and developed in substantial
developed
with Exhibits "B" and "C" hereto.
11. It is understood by the parties hereto that
final engineering plans have not been submitted by Plaintiff
to Defendant, and that building permits for construction on
the Subject Property will not be issued -until such plans
have been submitted and approved by the Defendant.
NOW, THEREFORE1 IT IS HEREBY ORDERED AS FOLLOWS:
1. That the agreements by and between the Plain-
tiff, the Defendant and the Intervenors, set forth herein-
above be, and they are hereby, approved.
2. No appeals shall be taken from this Decree
by any of the parties to this cause.
3. None of the parties to this proceeding shall

recover of and from any other party any -costs which such
party may have sustained in connection with this cause,
but all such costs, having been. paid, shall remain with
and be taxed to the parties who shall heretofore have
incurred costs.

4. This Court reserves and retains jurisdiction

the parties to this Decree to apply to this Court at any
future time for such further orders and directions as may

SECTION ONE: Section 18.1322 of Arti,c]e xiii of Chapter

Section 19.1322. Metered Parking Zones.
A. There are ',hereby established certain parking zones
to be known as metered parking zones, which zones
shall be within the districts, or upon those streets
or, parts of streets described in Schedule XV of
the Appendix to this Chapter.
B. It shall be unlawful for any person to park a motor
vehicle in the Maple Street parking lot unless a
current Mount Prospect vehicle sticker is displayed
in the front windshield of the vehicle so parked
therein; so that parking in the said Maple Street
lot shall be limited to Mount Prospect residents only.
C. Master Collection Box System.
1 There shall be established at each parking
lot described in Schedule XV of the Appendix
to this Chapter one or more Master Collection
Boxes which shall have numbered slots. The
slot numbers shall correspond to numbers
(hereinafter "Posted numbers") assigned to
and posted at the head of each parking space
in the parking lot.
2. The deposit of sufficient United States coins
amounting to seventy five cents ($.75) in a
numbered slot in a Master Collection 'Box shall
est ablIsh a parking time of one day for the
correspondingly numbered parking space.1
IM Parking Meters.
1. If a parking meter,, instead of'a posted number,
is located at the head of a parking space, then,
for that space, the deposit of certain coins
shall establish the allowed parking time up to
the maximum time limit as follows:
a. Upon the deposit of one five cent ($.05)

States coins, except pennies, amounting
to seventy cents ($.70), a parking limit
of seven (7) hours shall be established.
0. Upon the deposit of sufficient United States
coins, except pennies, amounting to seventy-
five cents ($. 75) , a parking limit of twelve
(12) hours shall be established.
2. Each parking meter shall be so designed, constructed,
installed and set that upon the expiration of the
time period registered, by the deposit of one or
more coins, as provided herein, it will indicate
by an appropriate signal that the lawful *
parking meter period has expired, and during said
period of time and prior to the expiration thereof,
will indicate the interval of time which remains
of such period.
3. Each parking meter shall bear thereon a legend
cating the days and hours when the requirement
to deposit coins therein shall apply, the value of
coins to be deposited, and the limited period of
time for which parking is lawfully permitted in
the parking meter zone in which such meter is
located.
E. No person, except physicians on emergency calls, shall
park any vehicle in any metered parking zone between
the hours of 2:00 o'clock a.m. and 6:00 o'clock a.m.
on any day.
F. There shall be no charge for parking in metered parking
zones on holidays, Saturdays and Sundays.
G. The following days shall be designated as holidays:
January 1, Good Friday, Memorial Day, July 4, Labor
Day, Thanksgiving Day and December 25. If any of
these days shall fall on Sunday and be obs"erved on
Monday, or if any of these days shall fall on Saturday
and be observed on the Friday preceding, then such
Monday or Friday shall be considered as a holiday
for the purpose of this Section.
H. Deposit of Coins and Time Limits.
1. No person shall park a vehicle in any parking
space alongside of and next to which a parking
meter has been installed during the restricted
and regulated time applicable to the metered
parking zone in which such meter is located
unless a coin or coins of United States currency
of the appropriate denomination as provided in
this Chapter shall have been dep6sited therein,
or shall have been previously deposited therein
for an unexpired interval of time, and said
meter has been placed in operation.
2 No person shall park a vehicle in any parking
space at the head of which is a posted number
during the restricted and regulated time applicable
to the metered parking zone in which such parking
space is located unless a coin or coins of United
States currency amounting to seventy-five cents,
($.7-5) shall have been deposited in the corresponding
slot on the Master Collection Box,during the then -
current calendar day.

No person shall permit a vehicle within his
control ' to be parked in any parking space
alongside a meter during the restricted and
regulated time applicable to the metered
parking zone in which such parking space is
located while the parking meter for such space
indicates by signal that the lawful parking
time in such space has expired. This provision
shall not apply to the act of parking or the
time which is required to deposit immediately
thereafter a coin or coins in such meter.
4,. No person shall permit a vehicle within his
control to be parked in any parking space at
the head of which is located a posted number
during the restricted and regulated time applicable
to the metered parking zone in which such parking
space is located unless seventy-five cents, ($.,'75) has
been deposited in the correspondingly numbered
slot on the Master Collection Box. This pro-
vision shall not apply to the act of parking or
the time which is required to deposit immediately
thereafter seventy-five cents ($.75) in such
numbered slot.
5 No person shall park a vehicle in any such parking
space for a consecutive period of time longer than
that limited period of time for which parking is
lawfully permitted in the metered parking zone in
which such parking space is located.
6. The provisions of this Section shall not relieve
any person from the duty to observe other and
more restrictive provisions of this Chapter pro-
hibiting or limiting the stopping, standing or
parking of vehicles in specified places or at
specified times.
J,. Use of Slugs Prohibited. No person shall deposit or
attempt to deposit in any parking meter or Master
Collection Box any slug, button or any other device or
substance as substitutes, for coins of United States
currency.,
K. Tampering With Meter, Master Collection Box or Posted
Numbers. No person shall deface, injure, tamper with,
open or wilfully break, destroy or impair the usefulness
of any parking meter, Master Collection Box, or posted
number.
L. Special Penalty.
Notwithstanding the provisions of Sections 18.1905
and 18.1325 of this Chapter, any person who
violates subsections J and K of this Se�c_tion 18.1322
shall be fined not less than five dollars
nor more than two hundred dollars ($200.00) for
each offense.
2., It shall be the duty of the Police Department and
certain designated employees of the Department of
Public Works of the Village to issue citat ions to
any persons who violate the provisions of subsections
B,. Cf DF E and H of thi's Section. Such citations
may be delivered to the violator personally or may
be affixed to the vehicle of the violator. Nothing
in this subsection shall be construed to abridge

violator and take him into custody.

M. Installation of Master Collection Boxes, Posted
Numbers and Parking Meters.
0
1. The Village Manager, with the approval of the
Board of Trustees, shall install Master Collection
Boxes and posted numbers in the parking lots
described in Schedule XV of the Appendix to
this Chapter as provided in this Chapter. If
the number of parking spaces in a parking lot
exceeds the number of slots on the Master
Collection Box or Boxes in that lot, then a
parking meter shall be installed by the Village
Manager, with the approval of the Board of
Trustees, at the head of each excess parking
space.
2. The Village Manager shall have markings painted
or placed upon the curb and/or upon the street
or pavement adjacent to 'each parking meter or
posted number for the purpose of designating
the parking space for which said meter is to be
used or to which such posted number applies, and each
vehicle parking adjacent or next to any parking
meter or posted number shall park within the lines
or markings so established.
3. The installation of parking meters and/or Master
Collection Boxes and posted numbers in Chicago
and Northwestern Railroad Lots Nos. 1, 2, and 3
shall be subject and pursuant to the provisions
of the agreement and lease with the Chicago and
Northwestern Railway Company relating to the in-
stallation of parking meters in such zones.
4. The payment for such parking meters or Master
Collection Boxes and posted numbers and their in-
stallation under any contract or contracts hereto-
fore entered into by the Village or hereafter to
be entered into by the Village for the purposes of
leasing, acquiring, installing, operating, main-
taining, supervising, regulating and using the
parking meters or Master Collection boxes provided
for herein, either for a trial period or otherwise,
shall be only and solely from the receipts, funds
and revenues obtained from the operation of said
parking meters and Master Collection Boxes without
in any manner obligating the Village to pay for the
same from any other sources, and further that no
revenue bonds shall be issued to pay for any such
meters.
51The operation, maintenance and management of the
parking system shall be under the supervision of
the Village Manager, who shall see that said system
is kept in good working and operating order and is
managed to the advantage of the Village, and shall
operate the system in an economical and efficient
manner.
N. Application of I Proceeds
The Village Manager, subject to the approval of the
President and Board of Trustees, shall designate
such collector or collectors and methods as are
necessary to collect properly all coins deposited
in the meter boxes and Master Collection Boxes,
2. Such collector or collectors shall be only such
employees as are now or may hereafter be duly
bonded in a sum not less than one thousand dollars
($1,000.00) for the faithful performance of their
duties.
3. All monies so collected shall be deposited with
the Village Treasurer, who shall credit such
collections to the parking system revenue fund
for the purposes set forth herein and shall submit
a monthly report to the Village Board showing all
revenues derived from parking meters and Master
Collection Boxes.
4. The coins required to be deposited 'in parking meters
and Master Collection Boxes as provided in this
Article are levied and assessed as fees to cover-,
The regulation and control of parking upon public
streets; the cost of parking meters,Master Col-
lection Boxes and posted numbers, their installation,
inspection, supervision, operation, repair and
maintenance, control and use of parking spaces, and
regulatl'ng the parking of vehicles in metered
parking zones; and the cost of acquiring, establishing.,
improving, maintaining and operating public
off-street parking facilities.
5. The Village Treasurer shall pay from such parking
system revenue fund the costs of any parking meters,
Master Collection Boxes and posted numbers purchased
by the Village and incurred for their 'installati*on,
inspection, service, supervision, repair and main-
tenance, for making collections from such parking
meters and Master Collection Boxes and for the
enforcement of the provisions of this Chapter
applicable to metered parkin'g zones. The net pro-
ceeds of the operation of the parking system 'in
said parking system revenue fund, after the payment
of such costs and expenses, shall be used for parking
studies and for the acquisition, establishment, im-
provement, maintenance and operation of public
off-street parking facilities as theVillage Board
shall from time to time direct,

and 3 shall be thirty-three and one-third percent
(33-1/3%) of the gross revenue as provided in the
agreement and lease with the Chicago and Northwestern
Railway Company consenting to the installation of
meters in said lots.

7. The parking meter fund shall be audited as a separate
fund at the time of the annual audit by the Village.
0. Proof of registration of a motor vehicle and proof of
violation of this Section shall be construed as prima
facie proof that the registered owner of such motor
vehicle was the user or operator thereof at the time of
the violation charged.
SECTION TWO: Schedule XV of Article XX of Chapter 18 (Traffic
Code) of the Municipal Code of the Village of Mount Prospect be, and
the same is hereby, amended by deleting therefrom the words "Village
Hall Parking Lot" under the column headed "District or Street" and
by deleting therefrom all the language opposite to the language
"Village Hall Parking Lot" under the column headed "Description".
SECTION THREE.- Subsection 18.1323.A. of Article XIII of Chapter 18
(Traffic Code) of the Municipal Code of the Village of Mount Prospect
be, and is hereby, amended by inserting the language "or number
posted" between the words "meter" and "adjacent", so that said
Subsection shall hereafter be and read as follows:
A. To park a Vehicle in any area of such lot which is not
designated (by lines or markings painted or placed on the
pavement, wheel stops, etc.) as a parking space and/or
which space has no parking meter or posted number adjacent
thereto for the use thereof.
SECTION FOUR: This Ordinance shall be in full force and effect from
and after its passage, approval and publication in pamphlet form in
the manner provided by law.

Chairman Miller called the meeting to order at 8:00 P.M.
Present were Chairman Ed Miller, Trustees E. F. Richardson and
T. J. Wattenberg, Village Manager Terrance L. Burghard, Director of
Management Services Martha H. Peppler, members of the Public and
Press. Assistant Village Manager Edward A. Geick arrived at 9:15.
Legal Fee and Case Yp date
Mrs. Peppler presented a report which stated that the attorneys will
provi Me the Board with bi-monthly case status reports beginning in
October. To update the status report which had been provided to the
auditors In August, it was reported that a number of cases either had
been settled or are in the process of settling in the past three
months. These includet Harris Trust & Savings (Fanslow); metropolitan
Sanitary District; Wheeling Trust and Savings (Brickman); Di Mucci
Ing
water bill sult.
Trustee Wattenberg commented that he would like to see further study
of the way in which legal counsel is utilized; he wants to pay for
results, not just activities. At his suggestion, Mr. Richardson
agreed to discuss in the Legislative and Judiciary Committee the
bility of filing' counter claims to recover administrative and
possii in administrative
legal expenses frm those who sue the Villagefri'volously.
It was noted that the expenditures for legal services are very close
to budget; the Committee suggested that some thought should be given
at budget time to returning to 'in-house counsel.
Li cruor License Fee Discussion
The Committee considered the recommendation by the Finance Commission
and the follow-up report by the Village Manager to 'increase liquor
license fees. It was noted that no representative of the liquor
license holders was present at the beginning of the meeting. The
Chamber of Commerce had forwarded a letter stating that the increase
seemed high.

Chairman Miller expressed his desire to give all of those affected
a fair chance to be heard by the Committee. He asked to continue
this matter until the November 11, 1980 -Finance Committee Meeting
to allow for further input. The staff is to notify the Chamber
of Commerce and each license holder of this opportunity to discuss
the proposed 'increase with the Comm"Ittee.
At 8:35 the Canmittee noted that Rick Martin of the Chamber of
Commerce had arrived. Mr. Miller re -opened discussion on the liquor
license fee increase. Mr. Martin complIm, I OBInted the Ccmmittee on the
thorough report; he recognized that the liquor fees are lower than
in some communities. He 'indicated that while he understood the need
for scare 'increase, he suggested that perhaps the increase could, be
made gradually. The Committee, invited Mr. Martin to attend the
November 11, 1980 meeting for further discussion.
Elected officials Salaries
This item is continued from the February, 1980 Finance Committee
Meeting for further discussion and action at this time. 'The time
frame for any changes to these salaries is not before November 4,
1980 and not after December 4, 1980; no change has been made to
Trustee's salaries for nine years-, no ,change in the Mayor/Liquor
Ccmm"Issloner' s salary since 1972.
Trustee Wattenberg commented that he felt that these salaries -should
IIIIIPIS/K be increased to attract candidates.
Trustee Richardson supports some 'increase because he feels that
salaries should cover all incidental expenses that a trustee may
incur during the course of his duties for the Village.
Chairman Miller did not feel that an increase was necessary because
being a Village Trustee Is the kind of job that the remuneration
in
s unimportant; the ki d of job you would do for nothing.
Trustees Wattenberg and Richardson suggested that the salaries of
the Mayor, Liquor Commissioner, and Trustees all be increased by
$25.00 per month/ 300.00 per year. The new salaries would be
$2,,300/year of Mayor; $20,300/year for Liquor Commissioner; and
$1,,500/year for Trustees.
The Committee will report out on this 2 to 1 recommendation at the
next Board Meeting.
Budget Procedure Discusson
Chairman Miller asked that the employee benefits be discussed in
executive., sessi on.

The Committee and staff freely discussed the budget process and the
alternative approachs for presentation and consideration for the
FY 1981-82 Budget.
It was agreed by the Committee that they did not want a detail di*s-
cussion, page by page, of the budget this year; they also did not
think that it was necessary for each department to do a presentation
before the Board.*,, Rather the Comm'ttee wants to see the whole finan-
cial picture for neat year in a succinct format with the opportunity
to discuss service levels' impacts of any changes to the status quo.
It was suggested that the Manager prepare a Budget -in -Brief for chi-
cussion with the Board in January. Basd on the direction that the
staff"receiLves from these discussions, the final budget document will
be prepared for final passage by the Board. The Committee felt "`strongly
that the individual line -item decisions are best left to the Manager
and his staff, while the Board should be concerned with the impact of
their decisions on service levels and long range planning.
Chairman Miller asked Village Manager Burghard to outline this pro-
posed budget process for the Board and to include that outline as
part of the minutes of this meeting. The Committee will report out
on this recommendation and outline at the next Board Meeting.
Chairman Miller noted that he hoped' the Library would provide their
audit to the Village as soon as it was available. This request had
been communicated to the Library Board and Staff.
The Committee adjourned to executive session to discuss benefits.

As,I indicated to you atthe Finance Committee meeting on October 141
1960, 1 am seeking direction on three questions: What forum should be used
for review and discussion -- Board level, Committee level, Finance Commission
or what?; what format should be used for the final document -- a line -item
budget or a program budget?; and what are the Board's policy co' — -M
ncerns and
g'delines for the cming year?. Based on our discussion at that meeting,
ul
would like to propose the following outline for the Budget Process for next
ye
Narrative presented to Board in January
with discussion meetings held to formulate the plans for
the final ,budget. This preliminary look at the revenues
and expenses for next year will focus on three areas:
Revenue projections; Expense estimates aimed at main-
taining current service levels; and questions of policy
direction which will impact the budget.
This document will have detailed revenue figures,
expense ,estimates for broad categories and depart-
ments, and a substantial narrative which will define
the areas of change and movement within the budget.
The narrative will also point out major areas for
discussions such as 'staffing patterns, capital
facilities planning, and major projects, such as
planning for Lake Michigan . water.
Since you indicated your desire not to review on a
page -to -page basis, this format will allow you to
get the highlights of each service area without
becoming bogged down in details. In this manner, it
is hoped that the Board will be able to evaluate the
cost of maintaining current service levels and how
changes to those service levels will impact the
tax rate and other revenues.

This Budget -in -Brief should be viewed as a working draft
of the budget for discussion purposes. Through these
discussions, the Board can give the Staff direction
for the preparation of the final document based on the
policy concensus which develops.
The Final Bu,d5et D22Lrrtent will be prepared based on the
direction provided by the Board at the January discussion
sessions. Because the Committee consensus was for a
continued eye to evaluation of service levels, a program
budget Format would provide the best method of presenta-
tion. We are hopeful that the actual production of the
document can be done on the computer. Depending on the
date of completion of the January Board Discussions,
this document will be presented at the end of February.

this year because general consensus will have been reached
in January on most major items. It will be necessary to
hold the proper public hearings according to law.

The Commission has reviewed the audit and management letter
prepared by Lester Witte & Company and has these comments;
1. QUALIFIED OPINION ON TBS FINANCIAL STATEMENTS
The qualified opinion regarding the Library Board's
financial statements is, at best, unfortunate. In
the event that public financing is required by the
Village such a qualification could raise questions
on the part of rating agencies and could prove detri-
mental. The late receipt of the Library audit may
yet cause the. Village to be tardy in meeting a;dead-
line for submitting financial statements to the State.
In addition, the total auditing cost to Village tax-
payers is greater because two different accounting
firms are being used.
Because the Library Beard and Staff serve exactly the
same taxpayers as the Village officials they logically
would not wish to create avoidable.Nand unnecessary
difficulties for the Village government,
The Commission recozLmends that, the Village Board communi-
cate its concern about the matter to make sure that the
problem does not recur in the future. The Library Board
should be asked to consider employing the same auditor
as the Village in carder to insure timeliness in the com-
pletion of the reports and possibly result in a savings to
the taxpayers.
. ACCOUNT RECONCILIATION
The Commission agrees with the accountant's recommendation
that reconciliations be done promptly.
The Commission recon: ends that arrangements be made with
the bank to provide a sort and listing, of checks for all
higher volume accounts in order to reduce the amount of
M staff time required and speed up the process. This can
be secured at minimal cost and eliminates considerable
activity which can better be done by machines.

While there are some advantages to the use of a bank
lockbox to handle receipts of water and sewer payments,
it is unlikely that it would be cast -effective because
of the relatively small size of the checks. Commission
members would be willing to advise further on this
matter if requested.
5. OTHER DEFICIENCIES �1 .��CONTROLS
The auditor included a series of comments which were
labeled "material weaknesses" in the Villages system
of accounting and control. In addition to those ,subjects
on which we have already commented in this report, certain
other matters appear to merit early attention. Such items
as providing standard receipts for all cash received and
purchasing procedures were considered especially noteworthy
by Commission members. While some action has already been
implemented, the Commission urges further concentration on
areas the auditor considers deficient.

Chairman Farley called the Public Works Committee Meeting to order at
7:34 p.m.
A 4, Prospect Heights Water Request
Ti
he City of Prospect Heights s interested in establishing a
public water system* Presently, the city does not have such
a system. They are currently served by Citizen's Utilities
and private wells. Mayor Wolf and City Administrator Sturgell
were present to discuss the possibility of entering into an
intergovernmental agreement for the purchase of water to serve
the proposed RobRoy development. Mount Prospect water is one
of three alternatives available to them. The remaining two
are,, 1. Permit Citizents Utilities to serve the area (and
they have indicated they are willing to do so), and 2. Pur-
chase water from Wheeling. The last two options are yet to be
explored.
Public Works Director, Herb Weeks, stated the Village of Mount
Prospect has recently completed testimony to obtain a Lake
Michigan water allocation. The outcome of this request will
not be known until late November or early December. He stated
he did not know what impact the sale of water to another
community might have on our allocation and recommended the
Committee wait until after the allocation order is handed down
before making any decision. The Committee concurred with this
recommendation.
B,o Installation of Outside Water Meter Readers
Staff presented results of the Villages first full year on the
new postcard system for obtaining water meter readings. This
program has proven very successful except for the added work
load generated by residents calling for appointments to have
their meters read during the summer months. The new system
has also resulted in a,decline in requests for installation of
outside water meter readers.
Staff recommended that we continue this program and that the
Village bear the cost in the future for installation of out-
side readers. This would only be done when replacing a leaky

or: defective meter. The Committee concurred with this recommen-
dation., but further suggested we funnel all appointment re-
quests to one phone number and utilize a part time summer employee
to handle the heavy summer telephone load.
C1* Water Dieter Deposit Refund
On March 15, 1977, the Village Board passed an ordinance direct-
ing the Village Treasurer to refund any and all cash deposits
required for water service which were paid by water customers.
In December, 1977, the Public Works Committee recommended, and
the Village Board agreed with, a staff request to delay making
water deposit refunds except on final billing, to provide a
cash flow reserve in the water fund as a part of the regular
working fund.
Staff advised the Committee that currently the water fund does
not need these deposits for cash flow purposes and that the
$80,427.50 in that fund is available for distribution to some
7500 customers.
The Committee recommends to the Village Board that distribution
of $80,427.50 now be made to residents currently residing in
Mounts Prospect, that payment be made by check., and that in
these few cases where former residents may not have claimed a
refund, these funds be retained to defray administrative expense
estimated to total $1,840.00. If approved, the Committee urged
that refunds be mailed in December if at all possible.
D. Rand/Central/Mount Prospect Roach Improvement
This was a continued discussion of Metcalf and Eddy's request
for additional funds for engineering services for the improve-
ments at Rand/Central/Mount" Prospect Road.
Chairman Parley stated the Village Beard had authorized addi-
tional work which did in fact also extend the need for con-
tinuing engineering services provided by Metcalf & Eddy and
that, therefore, the Village had an obligation to pay its bills.
Trustee Miller had earlier proposed a compromise payment of
$14,039.93, representing direct labor costs and fringe benefits,
(labor cost of $10,+647, adding 31.901 for fringe benefits or
$3,396.39), but this had never been voted upon..

The Committee recommended 2 to I that the Village Board
authorize payment to Metcalf & Eddy the amount of $14s039.93,
shared by the three agencies in amounts reflected above,
E, Cable TV
Trustees Miller and Floros recommended the appointment of Chair-
man Farley to represent the Village in further discussions on
Cable TV at the Northwest Municipal Conference Cable TV Meet-
ings. Chairman Farley advised the Committee he has been invited
to attend a meeting with the Des Plaines City Council Cable TV
Committee Chairman, along with a member of their staff and Ed
Geick to determine if mutual needs and interests are such to
warrant consideration of a regional or sub -regional Cable TV
franchise including Des Plaines and Mount Prospect. Chairman
Farley will report back to the Committee the results of that
meeting.
F. Lake Briarwood Drainage Problem
Chairman Farley has received a letter from Joe Dowdle, Presi-
dent of the Lake Briarwood Homeowner's Association, stating
that their board would not share in expenses to resolve a serious
drainage problem. Earlier the Committee had asked for more
precise figures as to what the costs would be to repair a deteri-
orating seawall, but thus far no figures have been obtained.

SUBJECT.- Centennial Subdivision
DATE: October 3, 1980
Centennial Subdivision is proposed to serve the needs of the
senior citizen housing development at the North end of Mount
Prospect Shopping Plaza. The subdivision is divided into
three lots for purposes of acquisition. Lot 1 is the principal
site for the housing development -containing 97 units and
measures 500 feet, in length and 200 feet In depth. Lot 2
principally is proposed to serve as a buffer of open space
between the residential lots on the South side of Ardyce
immediately to the North of the subject subdivision, and the
.Mount Prospect Shopping Plaza located to the South. Lot 3 is
proposed to be dedicated for a roadway access connecting
Westgate Road to the senior citizen housing development to the
West. Although this parcel !gas a dimension of 35 to 40 feet
in width, additional right-of-way is not considered necessary
as the Village will be retaining ownership of Lot 2 with the
intention of installing extensive landscaping. The total
acreage of Lots 1. 2, and 3 is approximately 5.4 acres,,,--,
Also contained on the subdivision plat is a utility easement
for Commonwealth Edison and Illinois Bell Telephone and runs
in a North/South direction across Lot 1. It is proposed to
relocate this utility easement to the West and South property
lines of Lot 1 and in the near future will require a vacation
of this existing utility easement.
The Village staff has reviewed the proposed Centennial -
Subdivision and recommend its approval. The Plan Commission
approved the Centennial Subdivision subject to the Village
obtaining the property through land sale or condemnation from
Cermak, Inc., authorizing Chairman Ross to sign the final plat
provided the other signatories complete the 'signing of the
document.
