ORDINANCE NO. 1153
ki ORDINANCE CREATING A YOUTH COM-
MISSION FOR THE VILLAGE OF MOUNT
PROSPECT
WHEREAS, a certain Resolution #14-65 was passed and approved on May
4, 1965 by the President and Board of Trustees of the Village of Mount
Prospect, establishing a Youth Commission to make studies, surveys and
problems effecting youth of the community; and
WHEREAS, said Youth Commission did make said studies and rendered to
the President and Board of Trustees of the Village of Mount Prospect
a complete and through analysis of the problem and their recommendation,

WHEREAS, the President and Board of Trustees of the Village of Mount
Prospect, Illinois, find and believe it to be in the best interest of the
said Village.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, ILLINOIS:
SECTION ONE: That Chapter 5 of the Municipal Code of Mount Prospect
of 1957, as amended, is ~by further amended by adding a new article
X of said .Chapter 5 and said Article X shall be and read as follows:
SECTION 5.10Ql CREATION &~D APPOINTMENT.
There is hereby created a Youth Commission for the Village of Mount
Prospect_ The Youth Commission shall consist of twenty-one (21)
members to be appointed by the Mayor with the advice and consent of
the Board. of Trustees of the Village of Mount Prospect. In the
appointment of said members the Mayor and Board of Trustees shall give
consideration to the broad representation of all groups and individuals,
lay and professional, from within the social and religious structure of
the community.
SECTION 5.1002 TERMS OF OFFICE:
VACANCIES:
All members of the Commission shall S8rve for three year terms or until
their successors are appointed and qualified, provided however, that
seven (7) members shall be initially appointed for three-year terms, seven
(7) members shall be initially appointed for two-year terms, and seven (7)
members shall be initially appointed for one-year terms. Members may
succeed themselves.
SECTION 5.10'03 ORGANIZATION
Immediately upon its organization, the Youth Commission shall select
from its membership, a chairman, vice-chairman, and secretary. The
person so selected shall serve for terms of one year, and may be re-
elected to said position. The Commission stall adopt rules for the conduct
of its meetings and keep written minutes of all meetings and other proceedings"

All m~etings of the Youth Commission shall be public and its minutes
shall be available for examination in the office of the Village Clerk
during regular business hours. The members of the Commission shall
serve without compensation.
SECTION 5.1004 POWER OF THE YOUTH COMMISSION

The Youth Commission of the Village of Mount Prospect shall have the
follow~ng powers and duties:
(a) To develop procedures for handling youth who have come in
contact with the Police Department;
(b) To develop a program for the prevention of delinquent
behavior among young people;
(c) To promote progt'ams of information aIld education for
parents concerning patterns of pre-delinquent or delin-
quent behavior and methods of coping with such behavior;
(d) To plan and implement a continuous program for the dissem-
ination of information relevant to youth in our Village;
(e) To prepare publicity releases concerning youth and the
activities of the Youth Commission;
(f) To work with Village agencies and organizations to elim-
inate overlap and fill in the gaps in existing youth programs;
(g) To implement other programs recommended by the Commission;
(h) To continue to res:eardh problems of youth in the Village
of Hount Prospect;
(i) To submit not less than semi-annually a report to th.a Hayor
and the Board of Trustees on all the activities of the Youth
Commission, together with such recommendations as the Commission
shall wish to transmit~
SECTION TWO: This ordinance shall be in full force and effect from
and after its passage and approval in th~ manner provided by law.
