opened embers of the audience. Mr. Mel Krumrey
related his personal experience with working with
individuals and indicated his support for the Bethesda
proposal.
Mr. Joseph Carravotta, One North LaSalle Street, Chicago,

Mr. Reed commended the Board on the dc-,.7elopi,,�,_At of it
Ordinance and supported the Bethesda cases. 14r. Reed
was of the opinion that it is our responsibility to discharge
our social concerns for our less fortunate neighbors.
Mr. Bruckner, of 513 Fairview, supported the Bethesda
request and indicated that his own 18 -year old daughter
is in a program at the Wheeling High School for retarded
persons and that she also works locally. He expressed a
conce-,I-n that it is apparent there needs to be local homes
such as Bethesda for the future when parents may not be
around to fully support and supervise their children. He
expressed that he has witnessed with his own daughter tha
she now leads a more fuller life if she can be integrated
in normal home -style settings and work situations.
i1r. Hank Lancine, 207 North Russel, expressed his support
for the Bethesda proposal and indicated that he had visited
such homes particularly the one currently located in the
Village of Mount Prospect on Elmhurst Road and operated by
Clearbrook Center. Mr. Lancine indicated that he found the
people to be friendly, innocent and very cooperative and
that this kind of operation would be beneficial to the
Village of Mount Prospect in the long run.
Mrs. Witecha, of 1409 South Hickory, expressed her agreement
with Trustee Arthur questioning the motives of the authors
of the studies. Mrs. Witecha expressed her opposition to
the Bethesda Home and asked the Board if they could, in good
conscience, agree to have something like this in their
own neighborhood. Mrs. WItecha pointed out that in a typical
family in Mount Prospect, their largest single asset is their
home value and any threat to that threatens the entire
family. Mrs. Witecha also wanted to know the name of the
realtor �qho had sold the property, the current status of the
sale, did the property seller know what use was contemplall_cd,
and whether or not the Village could control the kinds of
'residents that would be in this institution in the futurPY
Mr. Thom McGovern, of 200 South Pine, addressed the
Committee of the Whole in support of the Bethesda request
and indicated that the property would be exempt since it iws
ora ed by a not-for-profit instlituti too and that he had
also tal',Qe(l 'to an appraiser in Oak Park and Village staff
in 0,,,k Park where a sii.iii.lar home exists. While that haidie
has been in operation for twelve years, neither the appre-l"'f.;�'r,

Mr. Lagan, of 223 North Elmhurst, supported the Bethesda
request and painted out that ether types of uses could
affect the surrounding paring, situation more negatively

neighbors.

Mr. Lee responded that past experience does not show
that visitation or parking would be a problem. He also

pointed out that the youngest supervisor for the Bethesda
Home would be 28 years of age and the average would be
45 years of age.
Mayor Krause then asked if there was any further input
from residents, in the audience or persons who had not
been heard on the matter and there being none, the
discussion was returned to the Committee of the Whole
and the individual Trustees.
Trustee Farley inquired as to what effort Bethesda was
making to generate residentsfor their home from the
local community. Mr. Lee responded that future referrals
would be acceptable from the community and probably
funneled through St. John's and St. Paul's. However, they
could not guarante

*dents. Trustee Farley asked as to what techniques

Bethesda planned to introduce the neighborhood to the
residents and their operation. Mr. Fathour, an employee
of the Bethesda Homes indicated that they would have a
dedication ceremony where they would invite neig I h I borhood
Wents as well as Elected Officials and that subsequent
resi
v i its to the home could be arranged by appointment. Mr.

Farley related his previous experience Iin a former community
where he lived for 27 years that had a similar group care
home that there were no.problems with the surrounding
neighborhood. Based upon his exper7ence, his attendance
at the Zoning Board of Appeals meeting and hearing all
arguments, he was in support of the Bethesda request.

give full -proof guarantees for the future. Mr. Wattenberg,
was in support of the Bethesda request and stated that the
Village ought to use our advantage in life to help those
people and open our arms and welcome these people to our
community.
Trustee Floros indicated that he had attended some church
meetings as well as the Zoning Board of Appeals meeting and
he wishes to, conmiend the neighborhood residents in their
manner and decorum in responding to this issue. H',O-.further

Trustee Miller reported that he had his own -research
staff review the study that was submitted as an exhibit
tl:o the Zoning Board of Appeals and it was reported to him
by his staff that the methodology and the statistics of
the study are sound and well prepared. Trustee Miller
referred to the results of the study that indicated that
there was no deline of property value or increase in crime
rate in the neighborhoods where group care homes were
located, Mr. Miller reviewed a Mount Prospect Herald
article of October 19 where the reporter discussed group
care homes in the Village of Palatine where one of the
homes is located and that none of the residents indicated
any objections. Mr. Miller pointed out that both moral
and legal teachings guide us to the solution to recognize
the rights of these people and Mr. Miller moved that the
Bethesda request be approved and this motion was seconded
by Trustee Wattenberg.
Trustee Arthur reiterated his position that he could not
dispute the conclusions of the study, but he did question
that when such studies are performed by sponsoring agencies

tnat have a self-interest, one must seriously evaluate the
motives of the author. Trustee Arthur also expressed his
opinion that the Village of Mount Prospect could become a
magnet community because of the current Ordinance on the
books and pointed out that there 'is an existing home on
Elmhurst, the Bethesda Home is now proposed for Linneman
and that according to a recent newspaper arti-cle, a home
being proposed for Arlington Heights has as Its second
choice of location the'Village of Mount Prospect.
Additionally, the Village of Mount Prospect has been
approached by the Rauenhorst Corporation where they were
seeking to locate an alcoholic treatment �center for 25
members and it was Trustee Arthurls conclusion that this
does indicate that there is going to be a growth of these
group are homes in the Village of Mount Prospect because
of our local Ordinance. Trustee Arthur indicated that the
petitioner meets all of the requirements of the Ordinance
and if it is the Village's determination to turn the request
down, he could foresee that it would be impossible for a
judge to rule in the Village's favor since the petitioner
had met all of our own local requirements. Trustee Arthur
again expressed his opinion that he is not opposed to
developmentally disabled homes, but to rehabilitation hom.ps
exc.ept those fo-,.- the abused persons. Trustee Arthur pblinted
out that he uld defer making a decision on 'this matter
unt'�l �i--Fter the November 2 Referendum on the repeal of the

,bi-Litation Home Ordinance.

Trustee Murauskis indicated that since the .,--�17nittee of
the Whole does not require formal action and that formal
action cannot be taken until the Board meeting after the
'Referendum, she would also defer her decision. Trustee

time to digest all of the transcript information.
Subsequently, a poll of the Mayor and the Board indicated
that Trustee Farley, Trustee Wattenberg, Trustee 'Miller,
'Trustee Floros and Mayor Krause were in support of the
Bethesda request for a special use and for a variation.
Trustees Arthur and Murauskis,,ind-icated they could not
express their vote on the matter until after the Referendum.

Subsequently, the Village Manager was instructed to prepare
the Ordinances and place them on the next available Board
Agenda.
Mayor Krause then called for a recess at 10.-00 p.m.

at the previous meeting, the Village staff had reviewed
all the sections of the proposed Sign Ordinance except

After som 'e further general discussion, Trustee Arthur
proposed that the intent of the new Sign Ordinance is to
look towards the future and bring 'in all of the signs :4*nto
compliance and not necessarily to punish those that have
operated in the past either becausof a lax Village policy
or an uni-tianageable Sign Ordinance. Trustee Arthur,

Ordinance drafted with the amortization schedule as described
by Trustee Arthur.

VI. ALLEY VACATION
The Village Manager reviewed with the Committee of the
Whole the'staff recommendation to vacate the alleys in the
vicinity of Wille and Kensington for nominal fees of
The vacation procedures would require that one-half,of the
alley go to each abutting property owner. After some •general
discussion on the part of the Committee of the Whole the
Village Manager was instructed to contact the neighbors
MIMnd forward this proposal to them and place the subsequent
documents on the next available Village Board Agenda.
VII. MANAGER'S REPORT
Village Managanc
er reviewed the schedule for the issue of
Bonds for the.acquisition of LAKE MICHIGAN WATER through
the Joint Action Water Agency. The ■Board of Directors of
the Agency will review the Water Agreement on November 5,
the Agency will visit the Bond houses in New York on
November 10 and 11 and that the respective local communities
w ill adopt the Water Agreementsby November 16. It is
anticipated that the Bond sale would occur either the week
prior to Thanksgiving or the week after Thanksgiving with
the second alternative as most likely.
The Village'Manager indicated that staff is preparing work
on the BUDGET and if any Trustees have any areas of emphagif
or program service level changes in mind, they are to
contact the Village Manager's Office. I/

when asked to participate in the Arlington Million Parade
and at a Bears Football Game- and

WHE:PEA S, the Prospect High School Blue Knights Marching Band
competed with over 65 bands from throughout the State of Illinois
at the University of Illinois Marching Band Festival and did
achieve the distinction of receiving the Grand Champion Award
in the Over -All Competition for the 3rd year in a row, as well as
receiving several other awards in various categoriesr o and
WHEREAS, the Blue Knights did also receive Ist, Place awards in
Auxiliary Unit category competition; and
WHEREAS, under the direction of David Morrison, the students
contributed numerous hours for rehearsals, demonstrating the
dedication of our youth, pride and involvement in their school. -

WHEREAS the manv accomplishments (_-4 the Pruspect High School
Blue Knights Marching 'Band are acknowledged by the entire
student body, faculty and the Village of Mount Prospect.

The Village has received a Liquor License application for a
Class R, restaurant -consumption at dining tables only, from
Camp, Inc., d/b/a El Hambriento. This establishment is
located at 712 East Northwest Highway, formerly known as
Grandpa's Pizza.
Grandpa's Pizza has closed and Mr. Donald Campana, of 4840
West Catalpa, Chicago, Illinois, is the President and 100%
stockholder of Camp, Inc. Mr. Campana desires to reopen the
location under the name of El Hambriento and is requesting a
Class R License as opposed to the Class W License that was
there previously. Mr. Campana has operated out of that
establishment prior to its operation as Grandpa's and Carl's
Pizza. Mr. Campana operated out of that establishment with
a Class W License in 1978, 1979 and 1980. He subsequently
sold the operation to Rutina, Inc., and in May •of 1981,
Rutina sold his interest toMr. Despota. Throughout all
these transitions, Mr. Campana has retained control of the
operation through contracts for sale with the respective
parties.
All the fees have been paid and the Village has copies of
the appropriate leases, insurance documents and we can find
no reason, to, object to, 'Mr. Camp4 ,,,na's request.

SECTION ONE: That Schedule V of Article XX of Chapter 18

Company, as Trustee (the "Trustee") for the bondholders pursuant
to which the said revenue bond will be issued; and
WHEREAS, the Borrower will enter into a Mortgage and
Security Agreement (the "Mortgage"), said Mortgage to be to the
Issuer and assigned by the Issuer to the Trustee to secure such
revenue bond; and
WHEREAS, it is necessary to authorize the sale of said
revenue bond and to execute a Bond Purchase Agreement in cobnec-
tion therewith; and
WHEREAS, Surjit S. Randhava, Sarabjit Randhava and Mary
E. Randhava will enter into a Guaranty Agreement (the "Guaranty")
to the Trustee; and
WHEREAS, the Issuer has caused to be prepared and presen-
ted to this meeting the following documents, which the Issuer
proposes to enter into:
1. The Loan Agreement dated as of October 1, 1982,
between the Issuer and the Borrower (the "Loan Agreement");
2. The Indenture of Trust dated as of October 1,, 1982
(the "Indenture"), between the Issuer and the Trustee, setting
forth terms, conditions and security requirements for the proposed
bond issue to finance the Project and containing the form of the
Issuer's Economic Development Revenue Bond (Xytel Corporation
Project) ( the "' It) to be issued .n the principal amount
$1,150,000- and
. The Bond. Purchase Agreement to be dated as of
October 1, 1982 (the "Bond Purchase Agreement"), among the Issuer,
the Borrower and River Forest State Bank and True Company, at
Purchaser (the "Purchaser").
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOULT PROSPECT, COUNTY OF
COOK, SPATE OF ILLINOIS, AS FOLLOWS
Section 1. That the farm, terms and provisions of the
proposed Loan Agreement and Indenture be, and they hereby are, i
all, respects approved, and that the President and the Village
Clerk of the Issuer be, and they are hereby authorized, empowered
and directed to execute and deliver such instruments in the name
and on behalf of the Issuer, to cause. the Loan Agreement to be
delivered to the Borrower and to cause the Indenture to be delivered
to the Trustee; that the Indenture shall constitute a lien for the
security of the Bond and upon ;all right, title and interest of the
Issuer in and to the Loan Agreement (except for certain rights o
the Issuer to indemnification and payment of expenses), the promis-
sory note of the Borrower (the "mote") deliver pursuant thereto
and the Mortgage and in and to the payments, revenues and reci is
payable to the Issuer pursuant thereto, and said revenues are
hereby and in the Indenture pledged for such purpose; that the
Loan Agreement and the Indenture are to be in substantially the
respective forms thereof submitted to this meeting and hereby
approved, with such changes therein as shall be approved by the
officials of the Issuer executing the same, their execution thereof
to constitute conclusive evidence of their approval of any and all
chang" -jr revisions therein from and after the cation and
delivery of such instruments, the officials, agents and employees
of the issuer are hereby authorized, empowered and directed to do
all such acts and things and to execute all such documents as may
be necessary to carry out and comply with the provisions of such
instruments as executed.
Section 2. That the form, terms and provisions of the
proposed Bond Purchase Agreement, a copy of which is before this
meeting, be, and it hereby is, in all respects approved, and that
the President and the Village Clerk of the issuer be, and they
hereby are, authorized, empowered and directed to execute the Bond
Purchase Agreement in the name and on behalf of the Issuer and
thereupon to cause the Bond Purchase Agreement to be delivered to
the Purchaser; that the Bond Purchase Agreement is to be in substan-
tially the form thereof submitted to this meeting and hereby
approved, with such changes therein as shall be approved by the
officials of the Issuer executing the same, their execution
thereof to constitute conclusive evidence of their approval of any
and all changes or revisions therein from the form of such instru-
ment hereby approved; that the Bond Purchase Agreement shall be
entered into with the Purchaser; and that from and after the
execution and delivery of such instrument, the officials, agents
and employees of the Issuer are hereby authorized, empowered and
directed to do all such acts and things necessary to carry out and
comply with the provisions of such instrument as executed.
Section 3. That the President or the Village Clerk of
the Issuer be and are hereby authorized, empowered and directed to
cause to be prepared the $1,150,000 principal amount Bond of the

Issuer, bearing interest from the' date of first disbursement on
the balance of the principal remain nig from time to time outstanding
at a rate equal to 72-1,/2% of they rate charged from time to time
by River Forest State Bank and Tru'Ist company, River Forest, Illinois
and identified by it as its Prime' Rate (hereinafter referred to as
the "Prime Rate"), said interest rate to be established on November
11 1982 to be effective until Mari 1, 1933 ,and to be established
semiannually thereafter on each subsequent November 1 and May 1,
provided however that in no event shall the interest rate charged
thereunder be less than nine and'one-half percent (9-1/27) per
annum or be more than sixteen pertent (16%) per annum. The Bond
shall be subject to mandatory and optional redemption as set forth
in the Indenture, as executed. The Bond shall be in substantially
the .farm set forth in said Indentre (as executed and delivered);
the Bond shall be executed and at�tl steel in the name of the Issuer
with the manual signature of the President and the manual signature
of the Village Clerk of the Issuer; the seal of the Issuer may be
affixed thereto or imprinted thereon; the President or village
Clerk of the issuer shall cause the Bond, as so executed and
attested, to be delivered to the Trustee for authentication and
the Trustee is .hereby requested to authenticate the $1,150,00.0
principal amount Bond,; and the form of the Bond submitted to this
meeting as the same appears in the Indenture, subject to appropriate
insertion and revision in order to comply with the provisions of.
said Indenture be, and the same hereby is, approved, and when the
same shall be executed on behalf of the Issuer in the manner
contemplated by the Indenture and this ordinance in the principal
amount of 1,150,0ao, it shall represent the approved form of the
Bond of the issuer.
Section 4. That the President of Village Clerk of the
Issuer to be and are hereby authorized, empowered and directed to
issue and sell to the Purchaser the $1,150,000 principal amount
Bond, at a price of 100% of the principal amount thereof, as
provided in the Bond Purchase Agreement.'
Section 5. That from and after the execution and delivery
of said documents, the proper officials, agents and employees of
the Issuer are hereby authorized, empowered and directed to do all
such acts and things, indicating without limitation endorsement or
assignment of the Note, the Mortgage and the Lease, and to execute
all such documents as may be necessary to carry out and comply
with the provisions of said documents as executed and to further
the purposes and intent of this Ordinance, including the preamble
hereto.
Section 6. That all acts and doings of the officials of
the Issuer which are in conformity with the purposes and intent of
this Ordinance and in furtherance of the issuance and sale of the
Bond in the principal amount of $1,150,000 and the financing of
the Project to that amount be, and the same hereby are, in all
respects, approved and confirmed. I
Section 7. That the provisions of this Ordinance are
hereby declared to be separable, and if any section, phrase or
provision shall, for any reason, be declared to be invalid, such
declaration shall not affect the validity of the remainder of tie

SUBJECT: Contractual Janitorial Service
Through ongoing evaluations of productivity in our work force
in relationship to labor costs, I am of the opinion that we
should consider a new concept in janitorial services. This
would be a program where the current custodial staff would be
transferred into the maintenance division as vacancies occurred.
The building that this custodian had formerly been assigned to
would then be cleaned by a private janitorial service through
a yearly contract.
On the program being proposed, service levels would not be
decreased and by phasing in the contractual concept through
natural attrition, no employee would be forcefully terminated.
Some of the benefits to be derived from this proposal include:
No fringe benefit costs such as insurance, retirement,
vacations, sick leave, etc.
Substantial savings should be realized in the general
fund using the contractual concept.
Cleaning supplies, chemicals, and paper goods required
by the building's occupants will be furnished by the
contractor as well as the necessary maintenance
equipment. In time, this will reduce our commodity
and equipment budget.
At the present time, I have one vacancy in the P.W. maintenance
force which I would propose to fill with are of the custodians
so that I may enter into a janitorial service contract. I have
met with our custodial staff and union steward and explained
the proposed change to contractual services and it appears there
is no objection. it was determined that the first building to
be considered for the change would be the Public Safety complex
and the custodial staff transfer would be determined by seniority.
Consultations were then held with the Police and Fire chiefs to
gain their input to the proposed change.

After a review of other communities' experience. in this field,
a 14 page document was prepared which outlined service areas..
minimal cleaning requirements, and insurance documentation which
would have to be adhered to. Invitational quotes were then
requeested from 7 local firms. Included as a section of the
proposal was a onetime initial overall cleaning charge to
bring all areas up to our minimal standards. There were 5
responses to this proposed contract as outlined below.:

I recommend that the sealed bid process bewaived and that we
enter ' into a one year contract with the Action Bldg. Maint.

WHEREAS, it is deemed advisable, necessary and in the public interest

referred to as the "Village") acquire one (1) 100 Foot Fire Ladder
Truck which shall be referred to hereinafter as the "Equipment-" and

the power to purchase real and personal property for public purposes;

cussion on the subject with the Plan Commission. The Zoning

The petitioner is requesting a rezoning from the B-3 to the
B-4 Business District and a special use in order to develop a
drive -up window. Variations are requested to use the
transitional front yard and 20 foot required rear yard for
improvements.
The Zoning Board of Appeals considered the request at their
October 7, 1982 meeting. At that time, the Community Development
staff recommended approval of the peons subject to develop-
ment in accordance with the site plan submitted and with
recommended changes. The changes recommended by the Village staff
involve shifting of the curbing within the parking lot for better
protection, some additional landscaping on site, and required
improvements for street lights, parkway trees, and sidewalks
including handicapped ramps. The Engineering Division recommended
the prohibition of left -turns onto Dempster Street.
The Zoning Board of Z1.,.ppe_als recommended approval, of the rezoning
by a vote of 4-0 with one abstention, and voted 3-0 with two
abstentions in fa-,�7or of the special use. The vote on the
variations was 3-1 , 'th one abstention.
Should the Village Board wish to approve this case; we would
suggest that they incorporate the site plan and recommended
changes to the site plan as requirements within the approving
Ordinance.

Staff has prepared for the Board's consideration language that
would be inserted into the Development Code regarding dedication
of easements for Cable TV operation. Language has been reviewed
by staff departments and the Village Attorney. The amendment
was reviewed at the Plan Commission meeting of September 1, 1982
regular meeting. The Plan Commission recommended approval by a
vote of 6-0.
Staff would suggest the Board approve the amendment to the
Development Code. It should be recognized that where all
utilities are underground, the language stated herein may be
modified to remove references to overhead utility installations.
In these cases such modification can be done on the particular
plat involved.

property with Cable communications service is hereby
reserved for and granted to The Cable Communication
System Franchise of the Village of Mount Prospect, its

to install, operate, maintain and remove, from time to
time, facilities used in connection with overhead and
underground transmission and distribution of video and
audio signals, commonly known as a Cable Communication
System in, over, under, across, along and upon the
surface of the property shown within the dotted lines on
the plat and marked "Easement", and the property designated
on the plat for streets and alleys, together with the_
rightto install required service connections over or
under the surface of each lot to serve improvements
thereon, the right to overhang all lots with aerial
