RECOMMENDATION TO fiRE ENGINEERING CONSULTANT - $21,487
The Engineering Staff recommends to the Village Board of Trustees to retain Civiltech Engineering Inc.
of !tasca, Illinois to provide engineering design services for the 2007 Pedestrian Signal Improvement
Project in the amount not to exceed $21,487.00.

In 2005, the Village completed a project that resulted in pedestrian signal improvements at three
intersections: Central Road & Northwest Highway, Central Road & Prospect Avenue, and Euclid Avenue
& Burning Bush Lane. The Engineering Staff had received requests for these improvements from
residents because of their close proximity to schools and parks. These busy signalized intersections are
now safer with the presence of pedestrian signals. In light of the project's success, the Engineering Staff
inventoried the pedestrian signal systems at all 57 signalized intersections in Mount Prospect last year in
order to identify and prioritize additional projects. The table below categorizes the pedestrian signal
system condition at the intersections.

This year's project includes work at six intersections:

They were chosen based on requests from residents as well as their close proximity to schools, shopping
and the downtown business area. The first four intersections listed above currently have a partial
pedestrian signal system. Work will include upgrading and adding LED pedestrian signals to provide a
complete, uniform system. The last two intersections listed above currently have a complete pedestrian
signal system using incandescent bulbs. They will be retrofitted with LED countdown signals. It is
anticipated construction will take place in the fall. Improvements at these intersections will increase
pedestrian safety and hopefully encourage more walking and biking in the community.
On a regular basis in year's to come, Staff will continue to identify Village projects that will move us
closer to providing complete pedestrian signal systems at all of our signalized intersections. We will also
continue to look for opportunities to incorporate pedestrian signal improvements as part of State and
County construction projects.
Request For Proposal
In order to accomplish the design phase of the project, the Village needs to retain the services of a
company with expertise in traffic signal design. Also, because the intersections involve State and County
roads, we need a company with experience working with the Illinois Department of Transportation
(IDOT) and the Cook County Highway Department (CCHD). Therefore, a Request for Proposal (RFP)
was sent to four engineering consulting companies to solicit their interest in the 2007 Pedestrian Signal
Improvement Project. The consultants were to provide Staff their experience on similar projects,
qualifications of their personnel, their design approach, and an anticipated project schedule. They were
also asked to provide a cost to complete the tasks outlined in the RFP.
The Engineering Staff received four proposals. Each company met the minimum qualifications outlined
in the RFP from a personnel and experience standpoint. The prices ranged from a low of $21,487.00 to a
high of $49,356.00. Staff preferred the proposal from Civiltech Engineering Inc. because of their
coordination experience between municipalities and IDOT as well as completion of a similar project
recently in Des Plaines. Representatives from Civiltech were interviewed by Staff and we are confident
they can provide a quality project and complete the work on time. Also, based on our interview, we are
comfortable that their price of $21 ,487.00 for design services allocates a sufficient number of work hours
to accomplish all work detailed in the RFP.
Discussion
Over 10 years ago, Civiltech Engineering Inc. provided engineering services for the Village. They
studied the traffic control at a few neighborhood intersections. At the time, their work was acceptable.
Today, over 90% of Civiltech' s transportation related projects are for governmental agencies. They have
experience with completing similar projects including a pedestrian signal project in the City of Des
Plaines. A city engineer for Des Plaines commented that Civiltech met the expectations of the City and
their work was acceptable. Their experience with IDOT and the CCHD is also an advantage in that they
will be able to streamline the permitting process with these agencies.

Recommendation
It is my recommendation that the proposal submitted by Civiltech Engineering Inc. of Itasca, Illinois for
engineering design services be accepted with a not to exceed amount of$21,487.00. This expenditure has
been allocated in the 2007 Village Budget.
Please include this item on the April 18th Village Board Meeting Agenda.
I concur with the above recommendation.
