MAYORS REPORT 4/3/07 PROCLAMATION "NATIONAL LIBRARY WEEK" April 15-21, 2007 WHEREAS our nation's public, academic, school and specialized libraries transform their communities; and WHEREAS, libraries playa vital role in supporting the quality of life in their communities; and WHEREAS, librarians are trained professionals, helping people of all ages and backgrounds find the resources they need to live, learn and work in the 2151 century; and WHEREAS, libraries are part of the American Dream - places for opportunity, education, self-help and lifelong learning; and WHEREAS, libraries bring you a world of knowledge both in person and online; and WHEREAS, libraries are a key player in the national discourse on intellectual freedom, equity of access, and narrowing the "digital divide;" and WHEREAS, libraries, librarians, library workers and supporters across America are celebrating National Library Week with the Campaign for America's Libraries. NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of April 15-21, 2007 as "NATIONAL LIBRARY WEEK" and I encourage all residents to visit the library this week to take advantage of the wonderful library resources available and thank their librarians and library workers for making information accessible to all who walk through the library's doors. PROCLAMATION "DAYS OF REMEMBRANCE" APRIL 15-22, 2007 WHEREAS, the Holocaust was the state-sponsored, systematic persecution and annihilation of European Jewry by Nazi Germany and its collaborators between 1933 and 1945, Jews being the primary victims - six million were murdered; and WHEREAS, gypsies, the handicapped, Poles, homosexuals, Jehovah's Witnesses, and Soviet prisoners of war and political dissidents were also targeted for destruction or decimation and suffered grievous oppression and death under Nazi tyranny; and WHEREAS, the history of the Holocaust offers an opportunity to reflect on the moral responsibilities of individuals, societies and governments; and WHEREAS, the residents of the Village of Mount Prospect should always remember the terrible events of the Holocaust and remain vigilant against hatred, persecution, and tyranny and actively rededicate ourselves to the principles of individual freedom in a just society; and WHEREAS, pursuant to an Act of Congress, the United States Holocaust Memorial Council designates the Days of Remembrance of the Victims of the Holocaust to be Sunday, April 15 through Sunday, April 22, 2007 including the Day of Remembrance known as Yom Hashoah, April 15th. NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of April 15 through April 22, 2007 as "DAYS OF REMEMBRANCE" in memory of the victims of the Holocaust, and in honor of the survivors, as well as the rescuers and liberators, and do further proclaim that we, as citizens of the Village of Mount Prospect, should strive to overcome intolerance and indifference through learning and remembrance. PROCLAMATION "SEXUAL ASSAULT AWARENESS MONTH" APRIL 2007 WHEREAS, Sexual Assault Awareness Month is intended to draw attention to the fact that sexual violence remains an intolerable violent crime with public health implications for every person in Illinois; and WHEREAS, rape, sexual assault and violence impacts women, children and men of all racial, cultural and economic backgrounds, many of whom can and do experience acquaintance rape, stranger rape, sexual assault by an intimate partner, gang rape, incest, stalking, serial rape, date rape, ritual abuse, sexual harassment, child sexual molestation, prostitution; and WHEREAS, according to a study conducted by the National Victim Center, 1.3 women age 18 and over in the United States are forcibly raped each minute; 78 per hour, 1,871 per day or 683,000 per year; and WHEREAS, one in four female college students reported they had been the victims of attempted or completed rapes; 80% were victimized by boyfriends, friends or acquaintances; and WHEREAS, an estimated 91 % of rape and sexual assault victims were female, and nearly 99% of the offenders in single victim offenses were male; and WHEREAS, we must work together to educate our entire population about what can be done to prevent sexual assault, support survivors and their significant others, and ensure that survivors are not re-victimized; and WHEREAS, with leadership, dedication and encouragement, there is compelling evidence that we can be successful in reducing crimes against citizens living in Illinois, through increased awareness and holding perpetrators who commit acts of violence responsible for their actions; and WHEREAS, the Village of Mount Prospect strongly supports the dedicated efforts of Northwest Center Against Sexual Assault and rape crisis centers throughout the state to encourage every individual to actively engage in public and private efforts to end sexual violence, including conversations about what sexual violence is, how to prevent it, how to help survivors connect with crucial services, and how every segment of our society can work together to better address sexual violence. NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the month of April as "SEXUAL ASSAULT AWARENESS MONTH" in the Village of Mount Prospect, and I call upon all individuals to commit to taking action against rape and sexual assault.
