MINUTES OF THE REGULAR MEETING OF
THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT
March 20, 2007
CALL TO ORDER Mayor Pro Tem Zadel called the meeting to order at 7:08 p.m.

PLEDGE OF ALLEGIANCE
Members of the Mount Prospect Police Department Honor Guard presented the
Posting of Colors, after which Trustee Hoefert led the Pledge of Allegiance.

MINUTES
APPROVAL OF MINUTES
Trustee Korn, seconded by Trustee Lohrstorfer, moved to approve the minutes of
the regular meeting held March 6, 2007.
Upon roll call: Ayes: Hoefert, Korn, Lohrstorfer, Skowron
Nays: None
Abstain: Zadel
Motion carried.
APPROVE BILLS APPROVE BILLS AND FINANCIALS
Mayor Pro Tem ladel stated the next item on the agenda, "APPROVE BILLS AND
FINANCIALS" was noted by an asterisk, and all items further listed in that manner
would be considered with one (1) vote, as business item "IX. CONSENT
AGENDA."
MAYOR'S MAYOR'S REPORT
REPORT Mayor Pro Tem ladel presented Police Chief Richard Eddington a Recognition of
Service plaque. Appointed Mount Prospect Chief of Police in 2001 Chief
APPOINTMENTS Eddington is leaving the Village to become Chief of Police in Evanston, Illinois.
Mayor Pro Tem ladel thanked Chief Eddington for his outstanding leadership and
contributions to the Department and Village.
Noting that Chief Eddington's time with the Village had been substantive and
meaningful Village Manager Michael Janonis also recognized and thanked Chief
Eddington for the professionalism he brought to the Department.
Village Manager Janonis stated several members of the Police and Fire Board
were in attendance; Mr. John Arndt, Reverend Clyde Brooks, Mr. George Busse
and Mr. Robert McKillop.
Mayor Pro Tem ladel asked Deputy Village Clerk Kimberly Dewis to conduct the
oath of office for Deputy Police Chief John Dahlberg and Commander Robert
Rzepecki.
Deputy Village Clerk Kimberly Dewis swore in Deputy Police Chief John Dahlberg
as the new Chief of Police for the Village of Mount Prospect.

Deputy Village Clerk Kimberly Dewis swore in Commander Robert Rzepecki as
Deputy Chief of Police for the Village bf Mount Prospect.
At the completion of the swearing in, Mayor Pro Tem Zadel provided an
opportunity for the Village Board to express their regards to Police Chief
Eddington. The Village Board recognized his accomplishments, dedication,
commitment and positive impact on the Police Department and the entire Village.
Police Chief Eddington responded by thanking the Village Board for their support
during his tenure. He stated the accomplishments of the Department were a
direct reflection of the hard working members of the Police Department. He also
expressed his confidence in newly sworn in Police Chief Dahlberg to lead the
organization.
Mayor Pro Tem Zadel invited Police Chief Dahlberg to speak.
Police Chief Dahlberg thanked the Village Board and Village Manager for the
opportunity to serve as the Police Chief. He thanked Police Chief Eddington for
his leadership and challenged each member of the Police Department to make a
recommit to excellence.
Mayor Pro Tem Zadel then presented Mayor Wilks' recommendations for
appointments to the Youth and Sister Cities Commissions.

Trustee Korn, seconded by Trustee Hoefert, moved to approve the respective
appointments to the Youth and Sister Cities Commissions.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

CONSENT AGENDA
Trustee Hoefert, seconded by Trustee Korn, moved to approve the following
business items:
1. Bills dated March 1-14,2007
2. Financial report dated February 1-28, 2007
3. Request Village Board approval to accept Public Improvements
Liberty Square Townhomes, 791 East Rand Road
4. A RESOLUTION AUTHORIZING THE EXECUTION OF AN
AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT
AND ILLINOIS DEPARTMENT OF AGRICULTURE (IDOA)
5. Request Village Board approval to accept the Suburban Purchasing
Cooperative (NWMC) bid for the purchase of two (2) 2008 Ford 4
wheel drive cab and chassis in an amount not to exceed $69,900.
6. Request Village Board approval to accept State of Illinois for the
Purchase of one (1) truck cab and chassis in an amount not to
exceed $71,356.
7. Request Village Board approval to accept State of Illinois bid for
the purchase of one (1) truck cab and chassis in an amount not
to exceed $63,129.

OLD BUSINESS
Mayor Pro Tem Zadel stated that as noted on the Agenda the Village Board had
approved (March 6, 2007 Village Board meeting) deferral of the second (2nd)
reading of ordinances for property located at 1040 West Northwest Highway; (1)
amend the official zoning map of the Village of Mount Prospect and (2) granting a
conditional use permit and variation until the May 1, 2007 Village Board meeting.
Mayor Pro Tem Zadel stated that as noted on the Agenda the Village Board had
approved (March 6, 2007 Village Board meeting) deferral of the second (2nd)
reading of an ordinance to amend Chapter 18 (Traffic) of the Village Code until the
May 1, 2007 Village Board meeting.
