RESOLUTION NO. 06-07
A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN
THE VILLAGE OF MOUNT PROSPECT AND THE ILLINOIS DEPARTMENT OF AGRICULTURE
WHEREAS, the Emerald Ash Borer (EAB) threatens to destroy all ash trees in Illinois and perhaps the nation;
and
WHEREAS, in the Village of Mount Prospect there are 4,348 publicly owned ash trees (one (1) in every six (6) is
an ash) and an additional 4,000 privately owned ash trees; and
WHEREAS, the death of these trees would be a substantial loss to the Village's urban forest, depriving the
residents of Mount Prospect the numerous benefits provided by healthy trees; and
WHEREAS, the cost for removal of the publicly owned ash trees and their subsequent replacement is estimated
at $3.4 million dollars; and
WHEREAS, the Illinois Department of Agriculture is the lead agency for Emerald Ash Borer control in the state of
Illinois; and
WHEREAS, the Corporate Authorities of the Village of Mount Prospect have determined that it would be in the
best interests of the Village to support the Illinois Department of Agriculture by complying with the state and
federal regulations governing the Emerald Ash Borer; and
WHEREAS, it has been further determined that it would be in the best interest of all concerned to enter into an
agreement to comply with the procedures listed in the Emerald Ash Borer Compliance Agreement.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF
MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: The Mayor is hereby authorized to sign and the Clerk is authorized to attest her signature on
the Agreement between the Village of Mount Prospect and the Illinois Department of Agriculture the subject of
this Resolution, a copy of said Agreement is attached and made a part hereof as Exhibit "A".
SECTION TWO: This Resolution shall be in full force and effect from and after its passage and approval in the
manner provided by law.

pursuant to the Imect Pest and Plant ~ Act (505llJinois Compiled Statutes 9011 et ~.)
I dcknowledge State and Federal regulations governing the Emerald Ash Borer (EAB) and "regulated articles"*. When working within and near
EAB quarantine lOne(s), I agree to supply records that may be fe{juired for inspection. I agree to comply with the procedures listed in this
agreement or Wlth other procedures a~ fe{juired by the Director of the Illinois Department of Agriculture as follows:
I. Reguldted articles shdll not be moved out of quarantine zone(s) unless: a) the regulated articles have been
chIpped/processed to a size medsuring less than].O inch in two dimensions; b) the bark and outer 1/2 inch of sapwood has
been removed; or c) the regulated drticles dre moved to d certified processing site (Certified processing sites may accept
any regulated articles from September I st to April 30th Only regulated articles processed to a si/,e measurIng less than 1.0
inch in two dimensions or with the bark and outer one.half inch of sapwood removed may be accepted by a certified
processing site from April 30 to September 1st);
'") All ash stumps will be ground to eight inches (8") below the soil surface and covered with soil;
3. Employers will inform their employees about the EAB quarantine zone(s) borders and about EAB quarantine regulations.
Employers will also instruct employees how to identify the EAB and iL~ signs;
.f. The Illinois Department of Agriculture will be informed of any suspected EAB infestation;
5. A copy of this compliance agreement will be carried by employees working within EAB quarantine zone(s);
6. Per this agreement, ash products, ash nursery stock and/or live ash trees that originate from or are brought into a quarantine
zone may not be removed from the zone, and may be subject to confiscation and destruction; and
7 Movement of ALL deciduous (non-coniferous) firewood out of or through the quarantine zone(s) is prohibited, regardless of initial
origin unless the firewood ha~ been kiln.dried and is dccompanied by an appropriate regulatory certificate.

I) The Emerald Ash Borer (ltgrilu.I' planipellni.l' Fairmaire) in any living stage or development;
2) Ash trees (Fraxi/U(\' .\PP.) or any size;
3) Ash limbs and branches;
.f) Any cut non-coniferous lirewood;
5) Bdrk from ash trees and wood chips larger than one inch in two dimensions from ash trees;
6) Ash logs and lumber with either the bark or the outer one.hdll~inch or sapwood or both, attached;
7) Any Item made from or containing the wood of the a~h tree which is capable of spreading the emerald ash borer;
X) Any other article, product, or medns of conveyance when it is detellnined by the Director of Agriculture that it presents the lisk or
spread of the Emerald Ash Borer in any stage of development.
