A RESOLUTION AUTHORIZING THE VILLAGE OF MOUl'IT PROSPECT
TO PARrICIPATE IN A CENTRAL POLICE RADIO DISPATCH PROGRAIVl

M:IEREAS, there exists a Public Administration Requirements Study for
Lake Michigan r1etropolitan JI.rea Lalfl Enforcement Communications Net-
works by Intergovemrrental Technology Research Associates, in coopera-
tion with the Associated Public-Safety Communications Officers, In-
corporated and the Federal Communications Comrrd.ssion; a.'1d
vmEREAS, the study is kno~~ as Project III APCO Project Series FOill1da-
tion and is supported by Grant NI 69-003 awarded by the National
Institute of Law Enforcement and Criminal Justice; a.'1d
IIIHEREAS, the Lake r.flichigan f1etropolitan Area Law &'1forcement Communi-
cations Networks encorrpasses an area from Milwaukee~ v.Jisconsin, to
IVlichigan CitY:l Indiana, inclusively; and, the overall goal of the pro-
gram is to develop communications netvJOrk plans for the study area,
which consists of thirteen counties at the southt^!est comer of Lake
Michigan, and the cities of Chicago, Gary, and Hilwaukee and some 300
other municipalities; and
WHEREAS, the Villages of Mount Prospect, Arlj_ngton Heights, Elk Grove"
Buffalo Grove" and vJheeling (hereinafter referred to as lithe parties If)
are within the project study area; and
MfEREAS, there now exists a plan for Central Dispatching for these
five communities, based on a Proposal (No. 70-309E) prepared by the
Illinois Institute of 'l'echnology Research Institute which is compati-
ble with the aforementioned study, and the plan is in accordance with
the trend of the recoTIllTEndations of the study group;
NOH, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF T:tIE VILLAGE OF MOUNT PROSPECT:
SEC'l'ION ONE: That the President of the Village of r,1ooot Prospect be
authorized to sign and the Clerk of the Village of Mount Prospect be
authorized to attest the agreerrent between the Villages of rr;ount
Prospect, Arlington Heights, Buffalo Grove, Elk Grove, and v.iheeling;
1rlhich agreement is attached hereto and made a part hereof as Exhibit
A.

AGREEMENT
AN AGREEMENT TO PARTICIPATE IN A CENTRAL
POLICE RADIO DISPATCH PROGRAM
WHEREASj there exists a Public Administration Requirements Study for
Lake Michigan Metropolitan Area Law Enforcement Communications Net-
works by Intergovernmental Technology Research Associates; in cooper-
ation with the Associated Public-Safety Communications Officers,
Incorporated and the Federal Communications Commission, and
WHEREAS, the study is known as Project III APCO Project Series Founda-
tion and is supported by Grant NI 69-003 awarded by the National
Institute of Law Enforcement and Criminal Justice, and
WHEREAS, the Lake ~1ichigan Metropolitan Area Law Enforcement Communi-
cations Networks encompasses an area from Milwaukee" Wisconsin ~ to
Michigan City: Indiana, inclusively and! the overall goal of the nro-
gram is to develop communications network plans for the study area~
which consists of thirteen counties at the southwest corner of Lake
Michigan~ and cities of Chicago" Gary, and Milwaukee and some 300
other municipalities~ and
WHEREAS~ the Villages of Mount Prospect, Arlington Heights, Buffalo
Grovo) Elk Grove) and Wheeling (hereinafter referred to as lithe
parties\:) are within the project study area:, and
WHEREAS) there now exists a plan for Central Dispatching for these
five communities based on a Proposal (No. 70-309E) prepared by the
Illinois Institute of Technology Research Institute which is compati-
ble with the aforementioned studY1 and the plan is in accordance with
the trend of the recommendations of the study group:
NOW, THEREFORE) IT IS HUTUALLY AGREED between the parties 9 as follows:
1. Authorization. Each member of the partiess being a municipality
doeS-hereby authorize its Police Chief or the officer commanding
in his absence to participate to the full extent of the test
period for central dispatching and to replace and/or modify
communications equipment in accordance with the Federal Grant
approved for this purpose.
2. Compensation. Each member municipality shall be resnonsible for
the compensation to its own personnel for the l1in kind\! services
required by their participation in accordance with the Federal
Gran t .
3. Liability. All wage and disability payments, pension and workman's
compensation claims, damage to equipment and clothing, and medical
expense shall be paid by the municipality regularly employing such
police officer or employee. In addition to the foregoing9 each
municipality regularly employing such police officer or employee
pursuant to the provisions of Section 1-4-6 of the Illinois Muni-
-cipal Code. ..
4. Waiver. Every participant herein waives as to each and every
other participant hereto) any and all claims against the other
participant for compensation for any loss, damage} personal injurY9
or death? that shall arise in consequence of the performance under
this Agreement.
5. Rules and Regulations. The police chiefs of the member municinali-
ties shall establish uniform rules and regulations for the opera-
tion of the Central Dispatch location in accordance with the
Federal Grant awarded for such purpose. A copy thereof shall be
filed with the clerk of each member municipality. The rules and
regulations may be revised and amended from time to ttme by the
police chiefs upon their unanimous agreement~ and a copy of each
revision or amendment shall be filed with the clerk of each
member municipality.
60 Effective Date of Agreement. The clerk of each member municipality
s11all furnish a certified copy of its resolution approving police
central dispatch service with each of the member municipalities.
Each resolution shall become effective as and between municipalities
who exchange identical resolutions upon the date of receipt of
approval of a Federal Grant to support the four-community Central
Dispatching System Project known as IIT-RI No. 70-309E. The
adoption and filing of the resolutions shall constitute an agree-
ment between all member municipalities for Central Dispatching
Service.
7. Termination. The agreement evidenced by the filing of certified
copies of resolutions with the clerk of each municipality shall
remain in full force and effect until such time as a municipality
files with other member municipalities a certified copy of a reso-
lution terminating this agreement~ which date of termination shall
not be less than thirty (30) days after the date of filing a
certified copy of such resolution with the clerk of each member
municipality~ after the termination of the Grant,
