SUBJECT: Resolution for TOPICS Project at Rand and Central Roads (45-CS)
It is requested that the attached Resolution be submitted to the Village Board on
April 4, 1972 for their consideration and approval. In addition, the enclosed
agreement for engineering services with Alstot and March should be executed by the
~layor .
The project is a TOPIC project to improve the signal system and traffic lanes at
Rand Road, Central Avenue and Mount Prospect Road. A preliminary proposal was sub-
mitted to the State of Illinois and received their approval by letter dated 14 March
1972, copy attached. The project is estimated to cost $30,000 for engineering services
and $220,000 for construction. In accordance with another letter from the State of
Illinois, dated 13 March 1972, funds will be provided as follows:
Engineering (1972 and 1973)
~~ount Prospect
State of Illinois
$ 15,000
15,000
$ 30,000
Construction (1973)
Federal Government
State of Illinois
Mount Prospect
$ 110,000
55,000
55,000
$ 220,000
Accordingly, the Resolution has been prepared for $70,000 of MFT funds. A supple-
mental letter from the State of Illinois, dated 21 March 1972, explains when the State
reimbursement for Engineering Services can be expected. While the Resolution is for
$70,000, it is expected that less than $15,000 of MFT funds will be obligated in 1972,
with the balance of MFT funds to be provided in 1973. After approval of the Resolution
and Contract, the Finance Director should request an Expenditure Authorization for only
$15,000 to cover the plans, specifications and engineering design services in 1972.

Dear Mr. Dicke~
We have reviewed your request for participation
in the TOPICS improvement of the intersection of
Rand Road, Central Road, Mount Prospect Road and
E. Henry Street.
Based upon this analysis and your estimate, the
State is willing to participate for 25% of the con-
struction cost or a maximum of $55,000. In additionff
the State will participate in 50% of the engineering.
Although all our funds are committed for 1972,
this project will be considered for inclusion in the
1973 TOPICS programo
Very truly yours 1
