GEORGE CLOWES CALL TO ORDER Chairwoman Sarah Corcoran called the February 07, 2007 Youth Commission meeting to order at 7:12 p.m. in the first floor training room of the Police and Fire Headquarters, Mount Prospect, Illinois. ROLL CALL Secretary Cindy Rumore called the roll. MOUNT PROSPECT YOUTH COMMISSION MINUTES FEBRUARY 07, 2007 PAGE TWO APPROVAL OF MINUTES Steve Long, seconded by Paul Berauer, moved to approve the minutes of the January 03, 2007 Youth Commission meeting. Motion carried by unanimous approval. GUEST Mayor Irvana Wilks attended the Youth Commission meeting to advise members of the impending resignation of a member. PUBLIC RELATIONS COMMITTEE Paul Berauer, Brent Busse Brent Busse presented a sign-up sheet for Youth Commission members to sign-up to attend one of the Village Commission or organization meetings on behalf of the Youth Commission. Members to attend meeting of choice and report at the next monthly Youth Commission meeting on youth related issues. A/A David Schein distributed February Village calendars with Village Committee meeting dates. Mr. George Clowes distributed park district meeting schedules and church youth groups to contact. YOUTH SERVICES AND PROGRAMS COMMITTEE Steve Long, Angelo Campos, Michael Higginson, Andrew Steinweg YOUTH RESOURCE CATALOG Steven Long continues to update the Youth Resource Catalog. He is checking phone numbers and contacts, determining whether the organizations listed are active or not, and will advise when it is completed. RECRUITMENT COMMITTEE Sarah Corcoran, Michael Artwohl, Timothy Artwohl, Nicole Logisz Members discussed possible recruitment activities. BICYCLE HELMET COMMITTEE Andrew Steinweg, Derek Steinweg, Brent Busse Members to finalize the Bicycle Helmet program in the upcoming months. OLD BUSINESS LIBRARY DISPLAY CASE Alyssa Hillman and Nicole Logisz to set up the Teen Zone display case at the Mount Prospect Public Library for the month of March 2007. MOUNT PROSPECT YOUTH COMMISSION MINUTES FEBRUARY 07, 2007 PAGE THREE NEW BUSINESS CO-CHAIR ELECTION Due to anticipated Co-Chair vacancy, an election will be held at the March meeting to fill the vacancy. CHANGES TO THE UNDERAGE DRINKING ORDINANCE Youth Commission members discussed possible changes to the underage drinking ordinance: 13.129: REGULATIONS WITH RESPECT TO UNDERAGE PERSONS Section C: Presentation of Identification – No change to be made to ordinance. Section D: Identification Cards – Members agreed unanimously that a local ordinance penalty should be accessed for violation. 13.130: CONSEQUENCES OF FACILITATING THE USE OF ALCOHOLIC BEVERAGES BY UNDERAGE PERSONS Section E: Vicarious Liability of a Parent or Other Person Facilitating the Use or Abuse of Alcoholic Beverages – Discussion was held – no change to be made to ordinance. 13.133: OPERATION OF A MOTOR VEHICLE WHILE IN A STATE OF IMPAIRMENT 13.134: OPERATION OF A MOTOR VEHICLE BY UNDERAGE PERSONS WITH AN ALCOHOLIC BEVERAGE IN OR ON THE VEHICLE; WHEN THE UNDERAGE PERSON IS IMPAIRED DUE TO ALCOHOL OR HAS ALCOHOL IN THE SYSTEM OR IS OPERATING THE VEHICLE IN VIOLATION OF A RESTRICTION PURSUANT TO THIS CHAPTER 13.135: PROCEDURE FOR DRIVING RESTRICTION NOTIFICATION; HEARING 13.136: PENALTY FOR VIOLATING DRIVING RESTRICTION Statewide law zero tolerance covers Sections 13.133 through 13.136 – Members unanimously agreed since a state law is in place these sections could be eliminated from the ordinance. 13.137: PENALTIES; GENERAL Members discussed the penalty fines and unanimously agreed to leave the minimum fines in place and recommended increasing the maximum allowable fines. MOTION TO ADJOURN Michael Higginson, seconded by Nicole Logisz, moved to adjourn the meeting. Motion carried by unanimous approval. MEETING ADJOURNED Chairwoman Sarah Corcoran adjourned the meeting at 9:14 p.m. /cjr
