Saturday, February 10, 2007

The meeting convened at 9 :05 a.m. Village Board members present were Mayor Wilks and Trustees
Hoefert, Korn and Skowron. Representing staff was village Manager Michael Janonis and Finance
Director David Erb.

Mayor wilks opened the meeting with general remarks and introduced Trustees and staff in attendance.
Wil s then moved to the resident portion of the meeting.
Roger Kruse, South Louis Street — Mr. Kruse brought forward eencems regarding vehicles being
parked overnight along Shabonee Trail. He noted several vehicles that have been parked on the street
since the first snowfall in December. Mr. Kruse was not aware if the vehicle's owner had been ticketed
for overnight. parking. Staff is going to notify the Police Department and the appropriate action will be
taken.
Mal Holee, Quince Lane — Mr. Holec brought forward several items for discussion at this Coffee with
Council. The first item had to do with concerns over the proposcd dog park, Mr. Holec was informed
that this was a Mount Prospect park District matter and it would be more appropriate to bring before that
elected Board, Mr. Holcc also c pressed his concern with the liquor license that was issued to the new
wine store to be located in the ; "Emerson "' Development. He was assured this type of license and its
limitations is appropriate for this type of business. other issues brought forward were the residential
purchase of electricity, vehicle stickers and status of the facility study. General discussion followed each
item.
Wes Pinchot, whitegate Drive — 11r. Pinchot asked about Jurisdiction over the lark District in regards
to the proposed dog park. He wanted to know what controls the Village might have over approving this
type of use. Mr. Pinchot also wanted to get clarification on what the official village seal was for the
Village and the status of the seal that had been displayed at Village Board meetings in the past. Two
other items addressed by Mr. Pinchot were the traffic study issue along a.-Pella Avenue and
communications from the Village Board and staff regarding questions and comments from constituents.
Each of the items was addressed by the Board and staff as needed.
Arlene Juracek, South Lancaster Street — Ms. Juracek wanted to compliment the Village Board on its
handling of the discussion regarding circular drives at its last Board meeting. This was an item that had
previously come before the planning & Zoning Committee. Ms. Juracek was going to faring back the
Board's comments to the P&Z committee members at its next meeting.
Anita Thomas & Eileen Zach, Creekside give — Ms. Thomas and Ms. Zach sit on the Finance
Committee for the reekside Condominium Association. These women were questioning the Village as
to its method for billing for water and sewer service. They had asked whether it would be passible to bill
for the sewer usage separately since the Village hills for sewer are based on water usage. Ms. Zach stated
that other communities were billing separately for water and sewer. Staff was going to leak into tbis and
get back to the Board with its findings.
Andy & Kimberly Bloc, North Owen Street — Mr. & Mrs. Skit did not have anything to bring forward.
They were in attendance to stay in touch with the current happenings of the Village.
Torn Boyle, North Louis Street — Mr. Boyle relayed difficulties he has entering and leaving bis
driveway as access to the driveway is off land load. Over the time Mr. Boyle has lived in his home the
driveway entrance has been reconfigured from Louis to Rand Clue to changes in the construction of Louis
,Street. Additional difficulties resulted from making Louis Street one-way to prevent drive through traffic.
Mr. Boyle was asking if anything could be done to improve leis situation and grant him relief front the
roadway restrictions along Donis. Staff offered to look into this matter further and get back to Mr. Boyle.
Richard Karlin, North Elmhurst Avenue — Mr. Karlin wanted to update the Villagc Board on the stags
of the renovation being done to the property adjacent to his home, He was interested in lea whether
the project had a valid permit for the work. He also wanted to convey to the Village that this builder was
a problem builder and was wondering if anything could be done to move the project along to completion.
Mr. Janonis was going to ask the building department to look into this matter and report back its finding.
Ken Koeppen, South Linnernan Road -- Mr. Koeppen presented an article from a Scottsdale, A
newspaper regarding scavengers going through garbage cans placed at the curb for pickup. Mr. Koeppen
asked whether the Village had any lags on the books for prohibiting this practice. His COMM was
identity theft. Mr. Janonis stated that there were regulations its the village Code that prohibited this
practice, but it would be hard to enforce. Mr. Janonis recommended that people be smart in how they
dispose of sensitive information.
Paul Berauer & Brent Busse, Youth Commission — Mr. Berauer and Mr. Busse were in attendance
representing the Mount Prospect Youth Commission. They stated that one of their 2007 initiatives was to
regularly attend a village Board, Coffee with Council or Park District meeting to stay abreast of what was
going on in the Village.
Carol Tortorello, South Elmhurst Avenue — Ills. Tortorello has noticed recently that there have been a
number of feral eats roaming the neighborhood. Ms. Tortorello informed the Board members and staff on
hand that she has been in contact with Mr. Roels from the Environmental Health Department. Mr. Roels
was looping into the matter and would report back to Ms. Tortorello on what he learns.
Elaine l ekritz, South River load — Ms. Nekritz is the State Representative for the area including
Mount prospect. Ibis. ickritz provided an update on the legislative efforts that are currently going on in
Springfield.
Jim Uszler, South Elm Street — Mr. Uszler wanted to let those in attendance know about the candidates'
forum scheduled for gam on February 24 at village Hall. He encouraged all interested parties to attend.
David Schein, Na-wa -Ta Avenue — Mr. Schein had brought some information to share with the Public
Works Department. Since no one from the department was in attendance, Mr. Schein was going to
deliver the materials directly to the public works administrative building.
Mayor wilks asked if there was any further business for the good of the village. Hearing none the
meeting was adjourned at 10:50 a.m.
