In the current budget, funds are available to replace the motor control center
(MCC) at Booster Pumping Station #5 located at 112 East Highland Street.
An MCC is an assembly to control electric motors that power water system booster
pumps and other electrical equipment in a booster pumping station. It consists of
multiple enclosed sections sharing a common power bus (supply). Each section
houses a combination starter for one of the booster pumps or the deep well. A
combination starter consists of a motor starter, circuit breaker, and a main power
disconnect.
The village owns and maintains five (5) MCCs. Each is located in one (1) of five
(5) water distribution system booster pumping stations.
The current MCC at Booster Pumping Station #5 is a Cutler -Hammer Freedom
2100. The motor control center operates three (3) high service pumps, the
lighting panel transformer and main disconnect, a main transformer, a reservoir -
recirculating pump, and a deep well pump.
The last time the motor control center at Booster Pumping station #5 was
replaced, was in March of 1999. The life expectancy for this type of electrical
equipment is 15-20 years.

To design and install these improvements, staff requires technical assistance from
a qualified civil engineering consultant. Accordingly, staff prepared a detailed
request for proposals (RFP) necessary to solicit these services. A copy of this RFP
is enclosed.
Consulting engineers were asked to submit a technical proposal detailing the
firm's background, key personnel, and approach to the project.
In addition, each firm was also asked to submit a separate cost proposal
indicating work effort anticipated and a not -to -exceed fee.
The required scope of work included a design and bidding phase where the
consultant is responsible for preparing detailed plans and specifications suitable
for public bidding. Requisite work also includes a construction management and
inspection phase that encompasses submittal review and construction inspection.
Three (3) technical proposals and three (3) cost proposals were received. Each
proposal was evaluated based on the background of the firm, related project
experience, proposed services and scope of • scheduled work effort and
proposal content. Each firm received a point ranking (total points 100) for each
criteria.

perform the specified work. All of the firms had adequate experience and
appropriately trained staff to design and implement a successful motor control
replacement project. Accordingly, the evaluation results were closely distributed.
The highest rated firm was Stanley Consultants of Chicago, Illinois. Stanley

included projects for the City of Evanston, Village of Morton Grove, and Village of
Niles. All references checks indicated that Stanley Consultants performed well. For

Stanley Consultants submitted cost proposal is enclosed. It is the opinion of staff
that Stanley Consultants has allocated sufficient work effort (182 hours) to
successfully execute this project and their rates are competitive.

Staff recommends including a 10% contingency in the award for this proposed
contract due to the fact that time spent on construction engineering and
inspection can vary due to circumstances beyond the engineering consultant"s
control. For example, contractor delays and material delivery problems are
parameters that can lengthen anticipated construction time. A 10% contingency
will increase the recommended award to $26,444.44 ($24,040-40 (base fee) +
$2,404.04 (contingency) = $26f444.44).
Alternatives
1. Accept proposal for Booster Station #5 Motor Control Center Replacement
design and construction engineering services.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from Stanley
Consultants, Inc. of Chicago, Illinois to provide design and construction
engineering services necessary to replace the motor control center at Booster
Pumping Station #5 for a fee not to exceed $26,444.44.

Summary
The Village of Mount Prospect (Village) is seeking proposals from qualified civil
engineering consultants to prepare plans and specifications for the replacement of Booster
pump station #5 Motor Control Center located at 112 E. Highland St. Mount Prospect, II
60056.
Background
Attachment A depicts a picture of the current Cutler -Hammer Freedom 2100 Motor Control
Center and Cutler -Hammer Westinghouse series 2100 Motor Control center located at our
Booster Pump Station #5. Both these motor control centers were installed in March of
1999. This MCC controls three high service pumps, a lighting panel transformer and main
disconnect, a main transformer, a reservoir -recirculating pump and a deep well pump.
Existing motor control center and wiring diagram can be found as Attachment B.
Problem Statement
The Village seeks a qualified Consultant to provide specified civil engineering services
necessary to let, award, and implement a Motor Control Rehabilitation project utilizing
contracted resources. The scope and scale of this proposed project will be limited by
available funding.
Project Scope
The consultant will provide professional engineering services and provide, at a minimum,
the following:
Design/Bidding Phase
1. Consultant shall prepare detailed plans and specifications suitable for
bidding. Plans and specifications shall conform to all current Village of
Mount Prospect, Illinois Environmental Protection Agency, and Standard
Specifications for motor control and electrical Construction in Illinois design
criteria.
2. Consultant will make application for and obtain any and all necessary permits.
3. Consultant shall supply a detailed engineer's estimate of costs for construction of
the project.
4. Consultant shall submit all bid documents to the Village for review and approval
prior to distribution.
5. Consultant shall advertise and solicit bids for the proposed project from qualified,
capable, and experienced water main construction contractors. The Village will
post the bid documents on the Villages website and online bid service.
6. Consultant shall evaluate bids, check references, verify contractor
representations, and make a written recommendation for award to the Village.
7. Consultant shall assist the Village in assembling all construction contract
documents for necessary for execution of the awarded contract.
Construction Management and Inspection Phase
1. Consultant shall conduct a preconstruction conference with representatives of the
Owner, Contractor(s), Utilities and other interested parties affected by the
proposed construction.
2. Consultant shall provide resident engineers, inspectors, technicians, and
surveyors for the project as follows:
Provide a Resident Engineer/Inspector (RE/1) for daily
observation of the work during the construction period to observe
and record construction progress under the general guidance of
the Engineer. On the basis of on-site observation, the Engineer
will keep the Owner informed of the progress of the work, shall
endeavor to guard the Owner against defects and deficiencies in
the work of the Contractors, and may disapprove or reject work
as failing to conform to the contract documents.
ii. Prior to the start of construction, the Consultant shall make a
digital photographic survey of the targeted work zone(s) to
document existing conditions of both public and private property.
The survey shall be conducted at a scale sufficient to note defects
in driveways, sidewalks, structures, and landscaping in or
adjacent to probable construction work areas.
iii. Prepare written daily inspection reports. Reports are to be
delivered to Owner in an electronic format. Digital photographs
documenting work tasks in progress as well as any potential
problems or unusual conditions shall also be included with each
report.

iv. Assist the Owner in preparation of any necessary change order
and/or field directives.
V. Process monthly applications for payment submitted by the
Contractor(s), and forward to Owner with recommendations for
approval and payment.
vi. Assist the Owner with the resolution of inquiries, complaints, or
concerns raised by residents or the general public.
vii. Review shop drawings and other equipment/material submittals
as may be required by the contract documents.
viii. Perform a field observation of all completed work before a final
application for payment is processed for the Contractor.
ix. Revise the original plans in accordance with construction
observation records of the Resident Engineer, Inspectors, and the
Contractor, and supply the Owner with one set of as -built
drawings in a suitable electronic format.
Technical Proposal
The Consultant's technical proposal shall be organized so that the outline generally follows the
format of this request for proposals. The proposal shall cover the approach and the methodology
the Consultant intends to use in carrying out the project. The technical proposal should also
include statements setting forth the Consultant's line of business, organizational structure,
summary of past experience, and specific descriptions of at least three (3) projects completed in
the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of
services specified herein. These descriptions must include contact information for reputable
references that can attest the Consultant's representations.
Cost Proposal
The consultant will quote a not -to -exceed price for each phase of the services described under
Scope of Services. Each price quote should include a breakdown by personnel classification and
estimated number of hours spent by each. Price proposals should be submitted as a distinct
document in a separate sealed envelope marked:

Present Work Load
A complete tabulation of the Consultant's current project workload is to be included. Each project
shall be identified by name, type, size, duration, and personnel assigned.
Personnel
Professional resumes, including education, work experience, professional credentials, and
employment status (e.g. full-time, part-time, years with the firm, job description) for each individual
to be assigned to the project described herein should be provided.
Disqualification of Proposals
More than one proposal for the same work described herein from an individual, firm or partnership,
a corporation or an association under the same or different names, will not be considered.
Reasonable grounds for believing that any party is interested in more than one proposal for the
work contemplated will cause the rejection of all proposals in which said party is interested. If
there are reasonable grounds for believing that collusion exists among the parties submitting
proposals, the proposals of the participants in such collusion will not be considered.
Licenses
Each party submitting a proposal shall possess all necessary federal, state, and local licenses as
are required by law, and shall furnish satisfactory proof to the Village upon request that the
licenses are in effect during the entire period of the Contract.
Award of Contract
The award of any Contract may be made to the Consultant who submits the proposal which is in
the best interest of the Village as evaluated by Village staff. Such evaluations will include the
experience of the Consultant, capability of the Consultant, and other factors deemed by Village
staff to be in the best interest of the Village.
In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any
informality in any proposals, and to accept any proposals considered advantageous to the Village.

PROJECT APPROACH
The Village of Mount Prospect is seeking engineering support for
the replacement of the Motor Control Center at Booster Pump
Station #5. Our dservices shall include design, assistance with
bidding, and construction management and inspection.

PROJECT KICKOFF & DATA COLLECTION
The objective of this task is to establish a
clear understanding of the procedures to be
111 adhered to throughout the project. Detailed task
descriptions, specific schedules, control and
reporting methods, and quality control programs will be developed
and reviewed by all concerned parties. This task will commence
with a project kick-off meeting and continue throughout the
project, with specific deliverables being made on a mutually
agreeable schedule. Tasks will include the following:
» Meet with Village staff to review available background
information, system operation, drawings, and equipment
ratings.
» Coordinate project timeline, milestone dates, communications
channels, status reporting, process, and deliverables.
• Visit the site and perform any necessary survey work and/or

of data, our team will quickly begin design to
prepare construction documents for bidding.
Tasks will include the following:
» Visit the site as necessary to finalize the engineering details
and layout.
» Conduct review of equipment alternatives with staff. Provide
recommendations based on staff input.
» Incorporate the Village's comments into drawings and
specifications.
» Finalize specifications for MCC.
• Prepare a cost estimate (material and labor) for the proposed
plans and specifications.
» Submit permits (if required).

» Submit electronic copies of drawings and specifications to the
Village for review at 90 percent completion.
• Conduct review meetings of the drawings and specifications
with the Village at 90 percent completion.
» Incorporate the Village's comments into drawings and
specifications.
» Prepare a cost estimate for the proposed plans and
specifications.
• Provide electronic copies for the Village's use in bidding.
• Assist the Village in preparing and obtaining bids for the
MCC, answering bidders' questions, issue addenda,
analyzing received bids, and assisting the Village in award of
the contract.
» Review and respond to any technical issues
identified during construction.
• Review submittal, shop drawings and pay
requests.
» Provide construction inspection (assume 40 hours total)
during week on MCC removal and installation.

South Standpipe Pump Station MCC & Building Improvements
EVANSTON, ILLINOIS
Stanley Consultants provided mechanical, electrical, structural, and architectural
design services for modifications to the South Standpipe Pump Station. The project
consisted of combining multiple stand-alone motor controllers into a single motor
control center (MCC). Structural modifications were required to extend existing floor to
support the new MCC. Design included a new electrical room, lighting modifications,
relocation of ventilation fans, and addition of electrical room HVAC. • ' • •
An update to the existing arc flash safety program was also included as part of
this project. This entailed data collection, short circuit analysis, protective device
coordination analysis, and arc flash hazard analysis for North and South Standpipe
Pump Stations and Water Treatment Plant.
Stanley Consultants also provided construction support services encompassing bid evaluation assistance, construction administration,
and contractor inspection.

Water Supply Transmission Mains & Facilities Design
VILLAGES OF MORTON GROVE & NILES, ILLINOIS
Following the studies and providing proof of concept, Stanley Consultants provided
design engineering services that included hydraulic analyses and final designs for 12
miles of 30 -inch and 20 -inch ductile iron water transmission main, two water pumping
stations, and a standpipe. Evaluation of transmission main alignments and construction
techniques was included in the design. The selected alignment and combination of
construction techniques, including trenchless river crossings, was selected to minimize
risk, impacts to environmentally sensitive areas and provide the best value.
Two water pumping stations were designed to convey water from Evanston to the Villages. The Intermediate Booster Pumping station,
located in Evanston, has an average day pumping capacity of 5,000 gpm and maximum day capacity of 8,800 gpm. The Nagle Avenue
Pumping Station, located in Morton Grove, includes three separate sets of pumps that supply water to the two communities. One set
of pumps serving Morton Grove has an average day pumping capacity of 2,200 gpm and maximum day capacity of 4,000 gpm. The
second set of pumps, serving Niles, has an average day pumping capacity of 2,800 gpm and maximum day capacity of 4,800 gpm. The
third set of pumps supplies water directly to the Niles distribution system and has a pumping capacity of 2,000 gpm. The Intermediate
pump station has 3-150 HP VFDs and Nagle Pump Station has 6-75HP VFDs and 2-125HP VFDs. Stanley Consultants performed all
associated electrical, instrument and controls and SCADA design associated with both pump station designs. The electrical design for
each pump station included new main service entrance LV Switchboards, MCC, Generator backups, grounding, lightning, interior and
exterior lighting, and general power.
The prestressed concrete standpipe is located adjacent to the Nagle Avenue Pumping Station has a usable capacity of 7 -million
gallons, and stands 100 feet tall maintaining system pressure when the pump stations are not in operation.
The project also includes the structural lining of 2.3 miles of existing water transmission main, improvements to the communities'
existing ground level reservoirs, and a comprehensive SCADA control system that allow the smooth operation of all of the facilities in
conjunction with the Villages' existing storage and distribution systems.
The project is on an accelerated schedule dictated by expiring water supply contracts with the City of Chicago and the significant daily
cost savings once the change of supply is executed. Water should be flowing to Morton Grove by the end of 2018 and to Niles by the
end of 2019. Because of this schedule, Stanley Consultants knew the importance of a united and collaborative set of goals among
the various stakeholders at the kick-off of the project. Stanley initiated an early meeting among all parties involved to discuss project
concerns, schedule, and scope of work. The cooperative efforts allowed for planning and design to move forward with only 11 months
between the initiation of planning and the successful receipt of bids.

Main Wastewater Pumping Station Improvements
ROCK FALLS, ILLINOIS
Stanley Consultants provided the planning, design, bidding, and construction services well I ,. 1 , 111 1
needed to upgrade and rehabilitate an existing wastewater pumping station. The Main
Wastewater Pumping Station is a dry pit/ wet pit style pumping station with a pumping City of Rock Falls_

damage the electrical/controls components of the pumping station. Three 60 HP VFDs 815.622.1100
were installed on the existing pumps. The basis of the corrective design was to create CONSTRUCTION COST)
a controlled environment within the pumping station to serve as the Electrical/Control

Room. This was accomplished by installing an interior wall and adding a second
exterior door. Reconfigured HVAC ducts pressurized the controlled environment
by 0.1 -inch of water. The motor control center and control panels were replaced and relocated to this new controlled environment.
Electrical components that remained outside of the room were replaced to be rated for a Class I, Division 1 environment. Other work
included the installation of a meter and vault on the force main.
Specific services included preparing project schedules, preliminary project planning, cost estimates, improvements design drawings
and specifications, assistance with project bidding, construction administration, shop drawing reviews, construction observation,
preparation of change orders, review of pay requests, and preparation of record drawings.

Science & Engineering Laboratories Buildings 607 & 608
Switchgear & MCC Replacement

Stanley Consultants provided engineering services for upgrading the existing electrical
distribution system at Science and Engineering Laboratory (SEL) buildings 607 and
608. Phase I included a conceptual study to determine various options for replacing
main electrical switchgear, MCCs, and panelboards at the SEL for upcoming energy
conservation measures (ECM), and best address noted deficiencies in a December
2012 deferred maintenance report.
Phase II included detail design and construction support based on recommended option in Phase I. The design included replacement
of three 1500/2000 kVA service entrance switchgear with two 12 kV 480V, 1500/2000 kVA double -ended switchboard, and replacement
of sixteen MCCs and various ATS switches. The modification addresses code compliance at both SEL Buildings 607 and 608.
The new substations have SF615 kV primary switches that are source selectively connected to two separate campus 12.47 kV
feeders. The substations each have tiebreakers and a tie between each other. The substation arrangement within the electrical room
was rearranged in order to meet code required clearance issues with the existing layout.
Adetailed staging plan directed the contractor in the steps to replace equipment to reduce downtime.

Well House No. 3 & 4 Electrical and Mechanical Improvements
Stanley Consultants performed an investigation of North Park Public Water District's
water well No. 3 & 4, which had worn equipment and was in need of repair or
replacement. The study included survey of existing equipment and conditions and
costs analysis for repair vs replacement. The design included replacement of electrical
power supply, equipment and conduits; new MDP, VFD, motor and lighting; and
ventilation improvements. Each well pump had a 400 HP VFD.

Electrical Consulting Support Services
VARIOUS LOCATIONS, ILLINOIS
Stanley Consultants provided professional engineering services for a multi
year consulting agreement that encompassed mechanical, electrical, controls,
commissioning, and construction support services for various water reclamation plants
(WRP) in greater Chicago. The task orders included the following:
Hanover Park Water Reclamation Plant Motor Control Center Replacement, CONSTRUCTION COST)
Hanover Park, IL — Project involved retrofitting a 1969 pump station with a new motor
control center and power distribution panels. The utility service was reconfigured from ' Project
a B -phase grounded delta to a 480/277V grounded wye service. The motor control
center was replaced with current equipment and controls, and surge protective devices
meeting the latest UL standard. Power distribution panels, complete with surge protective devices, were added at additional pumping
stations. As part of the conversion to a wye service, an overhead fourth wire (neutral) was added to the power distribution panels
subfed from the MCC.
Egan Water ® — Prepared design to
replace existing Power Centers 4 and 5, replace MCC 11, and add spare breakers. Also removed lighting/auxiliary transformer and
distribution panel from MCC 11 and moved circuit breaker loads from MCC to a new 480V distribution panel due to space constraint.
Hanover Park Water Reclamation Plant Diesel Generator Automatic Throw Over Modification,® Hanover Park, IL — Hanover
Park Water Reclamation Plant had two independent ComEd 12.47V feeds. The facility also had a single 250 kW Kohler diesel genset
connected to both main switchgear buses. The existing generator for Hanover Park Water Reclamation Plant was insufficient to keep
the plant functioning in the event of a complete outage. As the system was installed at the time, if there was an outage that took out
both ComEd feeds, an electrician had to physically go out to the generator, start it, and make the necessary switching operations to
connect the generator to the main switchgear.
Stanley Consultants designed an automated PLC control system that sensed voltage dropout on both buses and automatically started
the generator and closed in any breakers as appropriate. The control system included a monitoring -only function to the plant distributed
control system. Work included modification of existing draw out breakers for electrical operation and shunt tripping, addition of a control
power transformer to support control voltage during an outage, and control and PLC hardware additions to accomplish the transfer and
retransfer operations.

that documented the results of Short Circuit, Coordination, and Arc Flash Studies performed for Webster Avenue Aeration Station and
O'Hare Reservoir 480V system.
