On March 9, 1994, the Illinois Department of Transportation (IDOT) held a Public
Hearing regarding its long-range Strategic Regional Arterial (SRA) Plan, a part of
which included the total reconstruction of Route 83 (Main Street) from Route 58
(Golf Road) to Route 14 (Northwest Highway) from its present four -lane
configuration to a fully improved five -lane cross section. While there was near
unanimity in the desperate need to rehabilitate the existing road surface, there was
also voracious resident opposition to the proposed widening of the roadway.
On March 19, the Village Board held a Public Meeting, attended by several
hundred people who again expressed their opposition to the project as proposed.
Subsequently, the Village Board issued an officiial rejection of the IDOT Plan and
directed staff to enter into discussions that would substantially reduce the scope
of the original project but would still achieve a reconstructed roadway with
enhanced vehicular and pedestrian safety features.
Over the next 18 months, Village staff met on numerous occasions with IDOT staff
to discuss redesign parameters. One of the initial meetings included Mayor Farley,
State Representative Carolyn Krause and State Senator Marty Butler who all
articulated the need for a reconstructed roadway --preferably within the existing
curbline. However, from early on in the discussion process, IDOT was adamant
that due to Federal funding requirements and their own minimum design
parameters, a reconstruction within the existing curb lines was not feasible. Written
and oral communication was also made by several Village Trustees with both
IDOT and the Governor's office.
The result of this lengthy process is a revised Plan which, from a staff standpoint,
achieves the major goals stated above. While the overall design is positive, it
must still be recognized that a number of trees along the Route will unavoidably
be lost and that the back of curb to back of curb width of the roadway will be
increased by approximately four feet. The vast majority of the new road profile will
be contained within existing right-of-way. Every effort has been made to reduce
the impact of revised curb radii at intersections as well as required turn lanes.
Lost trees will be replaced on a one-for-one basis while the loss of green space
parkway on both the east and west sides of the roads has been minimized to the
extent possible.

An informational meeting has been scheduled for 6:00 p.m. on Tuesd.y,
October 10. From 6:00 p.m. until 7:30 p.m., the exhibits will be available for
preview by the public with IDOT and Village staff on hand to discuss the project.
At 7:30 p.m., the set Committee of the Whole meeting will begin and there will be
a formal presentation of the revised Plan by IDOT staff followed by a question and
answer period.
Notice of the meeting has been given to residents and businesses residing along
this stretch of Route 83. Additionally, signs have been posted in the public right-
of-way along this stretch of road announcing the meeting and inviting any
interested persons to attend. Finally, a Press Release was issued the week of
October 2 again notifying the public of the meeting and inviting interested parties
to attend.

I.CALL TO ORDER
Mayor Gerald Farley called the meeting to order at 7:32 p.m. Present at the
meeting were: Mayor Gerald L. Farley; Trustees George Clowes, Richard
Hendricks, Paul Hoefert, Michaele Skowron, and Irvana Wilks. Absent from the
meeting was Trustee Timothy Corcoran. Also present were: Assistant Village
Manager David Strahl, Community Development Dire cfor William Cooney, Planning
Coordinator Daniel Ungerleider, Police Chief Ronald Pavlock and Village Attorney
Everette Hill.
MINUTES
Acceptance of the Minutes of September 12, 1995. Motion made by Trustee
Hoefert and Seconded by Trustee Clowes to approve the Minutes. Minutes were
accepted. Trustee Hendricks abstained.
CITIZENS TO BE HEARD
None.
GUN REGULATION DISCUSSION
Mayor Gerald Farley introduced the Gun Regulation topic. He stated this issue is
being brought up now due to the SportMart request to consider local gun
regulations in lieu of the current Cook County Ordinance which affects gun sales.
SportMart requests the ability to sell long guns only and is not requesting handgun
sales at this time. The Cook County Ordinance which became effective on
September 1, 1994 states that retail gun establishments cannot be located within
one-quarter mile of schools or parks. The location of the Mount Prospect
SportMart store is within 800 feet of a small park in the Wedgewood area.

Greg Fix, sportMart General Coun 1, spoke. He started that the site in Mount'
Prospect was under consideration long before the County Ordinance was
approved. He stated that the'Village of forth Riverside previously approved an
Ordinance which allows local gun licensing and control ,and would request the
Board consider that Ordinance as a model for consideration. He stated that the
sales of guns are related to hunting and sporting.

collectors which currently have licenses from the ATF, however, collectors are
prohibited from selling guns to the general public. He stated his personal opinion
as the chief of Police Is that he sees no reason that gun sales could not be
banned at this time since there are currently no licensed gun dealers which would
be affected at this time.
General comments of the Village Board members included the following items:
Some members` had concerns relating to the exception of selling guns outside the
radius which has been established by Cook County. There seem to be very few
areas within Mount Prospect which do not fall within the quarter mile radius at this
time. Therefore, in order to be consistent, the Board could consider prohibiting
sales in all areas of town instead of allowing there within very limited areas.
Other comments included concern that the Village should create local rubes and
may warm to consider reducing the radius which has previously' been established
by Cook County to a radius that is more consistent with the community of Mount
Prospect relative to locations of retail sales areas.
Members felt it was important to , encourage proper firearms training whenever
passible and encouraged, retailers to assist in providing' such training to patrons.

ammunition within the community.

The Village of Mount Prospect, through this letter, hereby rejects the proposed roadway
improvements for Illinois Route 83 as presented in IDOrs SRA Illinois Route 83 Draft
Final Report and at the March 9, 1994 Open House. The improvements as proposed
would adversely impact both the community as a whole and the residents and businesses
who have property frontage along Route 83.
The purpose of the SRA Program is to supplement the expressway system and improve
long distance traffic on specific regional arterial routes. Such objectives are especially
injurious to communities like Mount Prospect that have well-established residential and
commercial corridors along these routes. Unfortunately,it appears that inadequate
consideration was given to local concerns and needs.
In rejecting the proposed plan, the Village of Mount Prospect remains adamant that the
current condition of the road is extremely poor and presents safety and quality of life
concerns which still must be addressed by IDOT. The Village offers the following
comments in this fatter regard:
Pavement condition (Golf Road to Prospect Avenue) requires complete
reconstruction of the roadway including use of barrier curb in order to
provide a smooth channelized driving surface.
The bridge at Weller Creek must be reconstructed to accommodate safer
drive lanes as well as to improve flow of waterway.
Localized flooding problems must be addressed.,
Loss of trees must be minimized, except where safety concerns must be
addressed.
No additional right-of-way should be acquired.
Access to existing commercial establishments must be maintained and,
where possible, improved.
The stoplights at Lonnquist Boulevard and Council Trail should be
maintained.
There should be no intensification of the truck route classification for the
roadway or any increase in the current speed limit.
Additional turning restrictions to and from Route 83, especially in the
residential areas, must be minimized and based on legitimate safety factors.
Substantial portions of U.S. Route 83 in Mount Prospect pass through well-established
residential neighborhoods. Other portions of the roadway, especially in the Central
Business District, already have commercial development within a few feet of the road
surface. Such local conditions existed long before the intensified use of Route 83 and
other SRA routes. These local conditions must take precedence when considering
improvements to the roadway.
The Village of Mount Prospect would welcome the opportunity to work with IDOT staff to
develop a plan for the improvement of Route 83 consistent with the needs of our
community.

staff on hand to discuss the project. At 7:30 pm there will be a formal presentation of
the revised plan by IDOT staff followed by a question and answer period. The public
presentation will also be aired on cable station 6 in Mount Prospect.
Due to the lapse of time since the first public heading and to acquaint you with the
changes which have been made, the following summarizes the original and current
revised plan.
The original plan proposed to reconstruct Illinois Route 83 to provide two 11 foot wide
lanes in each direction separated by an 11 foot painted median from Illinois Route 58
to south of Lincoln and from Milburn to Prospect. At the edges of pavement, barrier
curbs were proposed to be constructed. To accommodate this roadway configuration
would have required widening Illinois Route 83 a total of 15 feet. Between Lincoln
and Milburn the existing pavement was proposed to only be resurfaced. Access at

construction of barrier islands. The existing traffic signals were proposed -to be -1-
modernized and the existing sidewalks impacted by the construction activities would
be replaced. Due to the existing right -of -Way constraints the proposed sidewalks at
some locations would have been constructed adjacent to the barrier curb. In addition,
the bridge carrying Illinois Route 83 over Weller Creek was proposed to be
reconstructed and the existing drainage system was to be replaced.
To accommodate these improvements would have required the acquisition of
additional right-of-way at a number of intersecting side streets and temporary
construction easements would have been required to reconstruct driveways.

The revised plan also proposes to reconstruct Illinois Route 83 from Illinois Route 58
to south of Lincoln and from Milburn to Prospect but to a different configuration. The
revised plan will provide two 11 foot wide through lanes in each direction with no
continuous median. This will require widening Illinois Route 83 a total of only 4 feet.
At the intersections of Lonnquist and Council Trail, left turn lanes (11 feet wide) are
proposed to be constructed. This will require widening Illinois Route 83 a total of 15
feet at these two "intersections only. Barrier curbs are proposed to be constructed at
the edges of pavement. Between Lincoln and Milburn the existing pavement will be
resurfaced only. Left turns from Illinois Route 83 at Pine and Wills Streets will be
prohibited in both directions via signing. At Milburn access will be limited to right4n
and right -out via signing. The existing traffic signals will be modernized. Sidewalks
will be replaced where impacted by construction activities. To provide a sufficient
parkway, the width of the proposed sidewalk will be reduced to 4 feet at some
locabions. The bridge over Weller" Creek will be reconstructed and the exisung
drainage system will be replaced.
These improvements will require the acquisition of additional right-of-wAy from fewer
properties. Temporary construction easements will still be required to reconstruct
driveways.

General Cinema has plans to
build a 16 theater,, 50,000 square
foot complex to open in the
Summer of 1996. This theater,
north of the shopping mall, will be
the largest first -run theater in the
Chicago area. Its expansion will
serve the growing consumer
market and be a welcomed addition
to Randhurst.

PROVIDES ASSISTANCE
TO ENTREPRENEURS
The Small Business Development
Center (SBDC) has commenced
operation at the Mount Prospect
Village Hall on August 13th. The
SBDC is a service and referral
center for entrepreneurs and small
business owners in northern Cook
County. It provides at no cost,
services ranging from management
counseling, to guidance on
technology commercialization.
SBDC counselors meet with
individuals and companies seeking
business advice and technical
assistance. The SBDC also has it's
own loan fund, The MicroLoan
Lending Program, which is a joint
effort of the Evanston Business
Investment Corp., and 16 area
banks. Through this program
businesses can obtain loans between
$2000415,000 for a minimum term
of 3 years.The SBDC meets with
approximately 600 clients a year
and has helped obtain nearly $8
million in financing for companies
over the last 3 years. Appointments
will be scheduled for the second
and fourth Wednesdays of the
month. Individuals interested in
meeting with a counselor should
call 708-866-1817 to schedule an
appointment.
As previously mentioned in this
newsletter, AM Multigraphics is
moving from their location at 1800
Central Rd. They have decided to
keep their office operations in
Mount Prospect and relocating 220
jobs to 431 Lakeview in the
Kensington Business Center.
Meanwhile, 150 people will remain
on an interim basis at the Central
Road facility. The manufacturing
division is moving to smaller
quarters in Arlington Heights.
VILLAGE COMPLETES
RETAIL STUDIES
The Planning Division of the
Community Development Depart-
ment recently completed two
studies dealing with retail vacancies
in the Village. The first focused on
community and neighborhood
shopping centers, the second con-
centrated on the downtown and
Prospect Ave. shopping areas.
These studies list owners, lease
rates., and available square footage.
Both surveys are available in the
Planning Office at the Village Hall,

Development recently hired Dan
Ungerleider to fill the position of
Planning Coordinator. Dan gradu-
ated from Iowa State Univ. with a
Bachelor of Science Degree in
Community and Regional Planning.
He began his career in Wausau
serving the Regional Plan Commis-
sion and then returned to the north-
west suburbs.Dan is responsible for
the coordination of the Village's
current and long range planning
