Mayer Gerald Farley introducedthe discussion by stating that this is the Village's
first calendar year Budget. The fiscal year cycle was changed due to the Tax Levy
timing within tock County and to take advantage of a favorable construction
bidding cycle for Public Works projects. The Board had previously approved the
change in fiscal year in early 1994 to take advantage of numerous timing
improvements for financial savings.

he extensive use of volunteers in the Human Services Department has allowed
for over 7,50+ hours of service provided to the residents without incurring the cost
of providing the staff to provide the same level of service. The Human Services
Department does not provide or administer social programs and welfare program.
The Department focuses primarily on providing services which are different from
other service providers, or enhance services provided by other service providers
and works diligently to minimize possible overlap of services.
Ms. Morgan stated that based on the Census data, 11 % of the population of Mount
Prospect is senior citizens. Of that 11 %, 26% of the population of the total seniors
receive services through the Human Services Department based on Department
estimates. Recreational programs which are provided and coordinated through the
Senior Center are viewed as opportunities to lay the groundwork for possible future
service contacts.

Finance Del2artment Ovem"ew
Dave Jepson provided a general overview of Department operations and the
allocation of resources. He highlighted the request for an additional part-time
position to assist the data processing activities of the Finance Department. He
stated that the Department has been heavily involved in replacing the computer
system both software and hardware.

PARKING RESTRICTION REQUEST
ON THE SOUTH SIDE OF THE 1400 BLOCK EAST HENRY ST
Mr. Jagus, 121 North Stratton Ln, requested that no parking be allowed on the south
side of the 1400 block Henry St. Mr. Jagus originally made this request last winter.
The Village sent several notices to Mr. Jagus but he could not attend the Safety
Commission Meetings until September, 1995. Mr. Jagus attended the September
Safety Commission Meeting but representatives from two churches did not attend the
Meeting. Therefore, the Safety Commission decided to discuss this parking restriction
request at this November meeting with both Mr. Jagus' and church representatives
presence.
Mr. Jagus requested this same parking restriction previously:
1. February, 1988 was denied by the Safety Commission.
2. March, 1988 was denied by the Village Board of Trustees.
Recommendation:
The Village Traffic Engineer recommends that this request be denied. Mr. Jagus stated
to our consultant (Mr. Peter F. Olesen) that he did not have a problem on the weekends
during church services. Apparently this problem occurs infrequently throughout the
year. Additionally, this parking restriction benefits only one resident and may set a
precedent.

STOP SIGN REQUEST
ON HEMLOCK LANE AT GREENWOOD DRIVE
Mr. & Mrs. Stryker, 1113 East Greenwood Drive, requested a stop sign on Hemlock
Lane at Greenwood Drive on September 15, 1995. Their request is based on the
following observations:
1) Several accidents and many close calls at this intersection.
2) Speeding problems on Hemlock Lane.
3) Location of Euclid School bus stop (their son has to cross Hemlock Lane twice a
day).
Note that there is an existing two way stop sign on Greenwood Drive at Hemlock Lane.
The Village performed the stop sign study and the report is attached. The findings are
as follows:
1 ) Accidents
A search of the accident reported indicated'.
No accidents from 1990 to 1994.
One accident in 1995
The above accident records do not meet the stop sign warrant (five accidents
per year).
2) Speeding on Hemlock Lane
A spot speed study was performed on Tuesday, October 10, 1995.
The 85th percentile speed was 28 mph for 7-9 A.M. and 26 mph for 4-6 P.M.
The posted speed limit of Hemlock Lane is 25 mph
Based on the data collected, it is concluded that, while random speeding does
occur, Hemlock Lane does not have a significant speeding problem.
4) School Bus Stop
The Traffic Engineer contacted School District 26 on October 30,1995.
Currently, the School District does not have a plan to change their bus route
because, if they change the bus route, other students may have to cross
Hemlock Lane or other streets. v
4) Traffic Volume
The minimum traffic volume for the multi -way stop sign warrant is 500
vehicles/hour for eight hour periods (500*8 = 4000 cars/8 hrs). The traffic
volume at this intersection (771 cars/8 hrs) is less than 20% of the stop sign
warrant.
5) Sight Obstruction
A number of parkway trees are located on Hemlock Lane. These parkway trees
did not present any sight obstruction problem.
The Village Traffic Engineer does not recommend stop signs on Hemlock Lane at
Greenwood Drive

We respectfully request your consideration regarding placing a
stop sign at the intersection of Hemlock and Greenwood Drive. At
this point it is a two way stop going east/west on Greenwood.
This intersection has had several accidents and many close calls.
The cars speed down Hemlock as there is no stop sign from
Kensington Road all the way to Barberry. This is one of the
busier intersections in our subdivision.
We are very concerned currently because this is our son's bus stop
for the Euclid school bus. He must cross Hemlock to wait at the
southwest corner, coming home he must cross again. We have
already asked the school to change the stop to a safer corner but
they refuse.
Please send us any official forms, notice of any meetings or any
information you can pertaining to this issue.
We feel very strongly on this issue as it concerns the safety of
our child and several other children and we do not want to see
anyone get hurt of killed to get a stop sign put in.
Please.call us or write -as soon as possible.

STOP SIGN STUDY
ON HEMLOCK LANE
AT GREENWOOD DRIVE
PURPOSE
A study to evaluate the need and effectiveness of stop signs to control
north -south Hemlock Lane traffic at Greenwood Drive.

To evaluate the traffic pattern and speed on Hemlock Lane, three
investigations were conducted: 1) hourly vehicle counts, 2) spot speed
study, and 3) accident report at the intersection.
HOURLY VEHICLE COUNTS
Hourly vehicle counts at Hemlock Lane/Evergreen were performed from
Tuesday, October 10, 1995, through Thursday, October 12, 1995. The
vehicle counts are attached.
Multi -way stop sign warrants:
at least 500 vehicles per hour entering this
intersection for any 8 hours.
(500*8 = 4000 car for 8 hours)
The traffic volume did not meet the multi -way stop sign warrant because
the maximum number of cars entering this intersection was 130 vehicles
per hour. (The sum of the highest 8 hour period = 771 cars—> only 19% of
the warrant)

The spot speed studies were performed on Tuesday, October 10, 1995
during morn ing/afternoon rush hours.
The 85th percentile speeds on Hemlock Lane near Greenwood Drive
were 28 mph during morning rush hour and 26 mph during afternoon rush
hour. The 85th percentile speed is the speed at or below which 85% of
the traffic is moving. Generally, this is the recommended speed limit.
The speed limit of Hemlock Lane is 25 mph. Therefore, Hemlock Lane
does not have a significant speeding problem.
Accident data on Hemlock Lane were collected for review.-

The above accident records do not meet the minimum number of
accidents (five accidents) for the multi -way stop sign warrants.
SPECIAL SIGHT OBSTRUCTION
A number of medium size parkway trees are located on Hemlock Lane.
These trees did not present any sight obstructions.
CONCLUSION
The intersection of Hemlock Lane and Greenwood Drive does not meet
the multi -way stop sign warrants. Therefore, Engineering Staff does not
recommend multi -way stop signs at the intersection of Hemlock Lane and
Greenwood Drive.

STOP SIGN REQUEST
ON CAN -ROTA AVENUE AT EVERGREEN AVENUE
W. L. Selbach, 213 South Can-Dota Avenue, requested stop signs on Can-Dota Ave at
Evergreen Ave. The request is based on the following observations:
1 ) Speeding on Can-Dota Ave
2) The student safety concern.
Note that there are no east/west stop signs at Evergreen/Can-Dota, Dresser/Can-Dota
and Cathy/Can-Dots. The Village performed the stop sign study and the report is
attached. The findings are:
1 Speeding onC2n-Dota Ave
Four spot speed studies were performed during morning and afternoon rush
hours and mid-day on August 31, September 1 and September 18, 1995. The
85th percentile speeds at Can-Dota/Milburn were between 31 mph to 32 mph.
The 85th percentile speed at Can-Dota/Evergreen was 27 mph. The speed limit
of Can-Dota Ave is 30 mph
Based on the data collected, it is concluded that while random speeding does
occur, Can-Dota Ave does not have a significant speeding problem.
Note that Lincoln Jr. Nigh School is located at the northwest corner of Can-Dota
Ave and Lincoln St. As shown on the attached map, there are two 20 mph
school speed signs on Can-Dota Ave (north and south of the school). The
Village, recently, installed a 20 mph school speed zone ahead sign (for south
bound traffic) on Can-Dota Avenue at Dresser Drive.

The above accident records show that Can-Dota/Evergreen intersection does
not meet the multi -way stop sign warrants (five accidents).
3) Vehicle Volume
Hourly vehicle counts at Can-Doty/Evergreen were performed from Monday,
September 18, 1995, through Thursday, September 21, 1995. The minimum
traffic volume for the multi -way stop sign warrant is 500 vehicles/hour entering
this intersection for eight hours period (500*8 = 4000 cars/ 8 hours). The traffic
volume at this intersection (1138 cars/8 hrs) is less than 30% of the stop sign
warrants.
Sight Obstruction
A number of large parkway trees are located on Can-Dota Ave. Though many of
these trees are large, the canopies are relatively high and did not present any
sight obstructions.
Recommendation:
The Village Traffic Engineer does not recommend stop signs on Can-Dota Ave at
Evergreen Avenue.
STOP SIGN STUDY
ON CAN-DOTA AVENUE
I
AT EVERGREEN AVENU.
PURPOSE
A study to evaluate the need and effectiveness of stop signs to control
north -south Can-Dota Avenue traffic at Evergreen Avenue.
DISCUSSION
To evaluate the traffic pattern and speed on Can-Dota Avenue, three
investigations were conducted: 1) hourly vehicle counts, 2) spot speed
study, and 3) accident report at the intersection.
HOURLY VEHICLE COUNTS
Hourly vehicle counts at Can-Dota/Evergreen were performed from
Monday, September 18, 1995, through Thursday, September 21, 1995
The vehicle counts are attached.
Multi -way stop sign warrants:
at least 500 vehicles per hour entering this
intersection for any 8 hours.
(500*8 = 4000 car for 8 hours)
The traffic volume did not meet the multi -way stop sign warrant because
the maximum number of cars entering this interssection was 167 vehicles
per hour. (The sum of the highest 8 hour period = 1136 cars -4 only 28%
of the warrant)
SPOT SPEED STUDY
The spot speed studies were performed on Thursday, August 31, Friday,
September 1 and Monday, September 18, 1995 during morning/afternoon
rush hours and mid-day.
The 85th percentile speeds at Can-Dota Ave and Milburn Ave were
between 31 mph and 32 mph and the 85th percentile speed at Can-Dota
Ave and Evergreen Ave was 27 mph. The 85th percentile speed is the
speed at or below which 85% of the traffic is moving. Generally, this is
the recommended speed limit. The speed limit of Can-Dota Avenue is 30
mph. Therefore, Can-Dota Avenue does not have a speeding problem.

REVISED PARKING RESTRICTION
ON PROSPECT AVENUE AT WILLIAM STREET
Ms. Jill Hruban, 611 South Louis Street, complained about a sight obstruction due to
parked cars on Prospect Ave at William Street. The Village Traffic Engineer inspected
the intersection and found that the parked cars indeed restrict drivers' view. To provide
adequate angles to drivers, parking on the south side Prospect Ave at Willam Street
should be restricted as shown on the attached location map (90 ft for the east side and
80 ft for the west side of William Street).
Surveys were sent out to Timberlane Apt. and Prospect Gardens Condominium to
solicit the managements' comments in October, 1995 for the proposed parking
restriction. A total of two surveys were sent out. Only the survey from Prospect
Gardens Condominium was returned and the Condominium favored the change.
Recommendation:
The Village Traffic Engineer recommends the proposed revision. This change will
make the intersection safer. This will result in the loss of 3 parking spaces.

Westbrook School requested revisions to the current parking restrictions on Weller
Lane from Busse Ave to Cleven Ave. Note that Weller Lane between Busse Ave and
Cleven Ave is a one-way street (south bound) during school hours. Westbrook school
requested the following change.
1 } The east side of Weller Lane from Busse Ave to Cleven Ave
From: No Parking during school hours between Busse and 000' south of Busse

2} The west side of Weller Lane from Busse Ave to Cleven Ave

A total of 18 surveys were sent out to collect and analyze the resident's opinion in
October, 1995. Seven surveys were returned to the Village. Four residents favored
and three residents were against the proposed change.
The Village Traffic Engineer recommends the above change in parking restrictions on
Weller Lane. This revisions will increase the overall level of safety for the students.
Note that the current parking restriction (No Parking At Any Time) on Weller Lane
between Central Road and Busse Avenue will not be changed.

CALL TO ORDER:
The meeting ofthe Mount Prospect Business District Development and Redevelopment Commission
(BDDRC) was called to order by Acting Chairman Ke1ji1 at 7:30 P.M. on Wednesday, October 25,
1995 in the Second Floor Conference Room of Village Hall, 100 S. Emerson St.,Mount Prospect,
Illinois.
Members of the Commission present: Ralph Stadler, Bart Ke1jik, Calvin Huber, and Joseph
Janisch. Members absent: Hal Predovich, Keith Youngquist, and John Eilering. Also present were
David Hulseberg, Deputy Director of Community Development; Daniel Ungerielder, Planning
Coordinator; and Todd Steiner, resident living at 325 Oak Creek Lane, Apt. 401.
Corrections were made to the June 28, 1995 minutes to indicate that Mr. Stadler was absent from
that meeting. A motion was moved and seconded for the approval of the revised minutes of the June
28 1995 meeting. The minutes were approved as corrected.
OLD BUSINESS-.
Northwest Electric
Calvin Huber asked staff for the status of Northwest Electric. David Hulseberg explained that the
land swap had been agreed upon in concept by the Village Board and the Director of Community
Development had forwarded a letter to Northwest Electric outlining the redevelopment agreement.
Mr. Hulseberg explained that staff is still awaiting confirmation from Northwest Electric in
accepting, the terms outlined.
Ralph Stadler had asked staff the status of occupancy and/or signed leases for the retail spaces at the
Clocktower Development. Staff had explained that they believe leases had been drawn for a bagel
store, Starbucks, a dry cleaners and an ice cream parlor at that location.

During the most recent conditional use approval for the Marathon Service Station, the Village Board
obtained rights to landscape the far gest darner of the service station's property. In addition, the
VillageBoard approved $25,000 to develop a gateway park at this location. The park will include
a sign and landscaping. Staffs had worked with a local landscape architect to develop a design for
the park. However, the cast of the chosen plan exceeded the Village's set budget. Staff` will
continue to work with the landscape architect to develop a plan which fits with the approved. $25,000
