The design will be a solid color w1th 'the year of issue in the center. The year numerals are in a contrasting white or black, the serial numbers are black numerals in a white window. ( See attachment ) The validii,ty period of each sticker is one year except'ing the first 'issue of which will 'be valid, for 15 months. They will be issued on a first come first served basis to qualif lied, Boxwood area residents. The third phase is monitoring the zones for compliance during grace 11 period before enforcement is implemented. This service is to be contractually provided by Northwest Recovery Inc. of Rolling Meadows. Snow removal will be provided as needed as well as required maintenance. The procedure uses registered voters by precinct as the basic unit of geography and then each precinct is allocated to a particular ward/district. Precincts were not split between wards/districts since this creates enormous confusion and errors on election day. Precincts in a given ward/district must be contiguous and the ward/district should preferably be compact to minimize gerrymandering. If the districts are to be compact, then the northeast and south sections of the Village have to be single districts. Options 1 and 2 give possible configurations that are compact. Option 3 gives an idea of how convoluted non -compact districts might be. The maps also provide information on the percentage of registered voters who actually voted in the 1985 trustee elections. These voter turnout figures are quite low in some areas and relatively high in others. George A.
