The Village of Mount Prospect has received a special allocation of Community Development
Block Grant (CDBG) funds to be used to prevent, prepare for, and respond to the COVID-19
Coronavirus. This special allocation was authorized by the Coronavirus Aid, Relief., and
Economic Security Act (CARES Act). The first round of funding (referred to as CDBG-CV1)
for the Village of Mount Prospect totals $154,667.
In July 2020, the Village amended the 2019 Action Plan to incorporate the new grant and
committed to using the CDBG-CV1 monies for public service activities to support low- and
moderate -income households experiencing hardship due to the pandemic. The Community
Development Department has prepared funding recommendations for the CDBG-CV1 grant.

Following _ 2019 Action Plan amendment,• - providers were invite• to submit
an application requesting CDBG-CV1 funds for eligible activities. The Village received 8
applications with requests totaling $230,400, which exceeded the amountof D:
funds available. Staff reviewed the applications and suggested full, partial, or no funding
for the proposed activities. Please see the summary table attached.

The recommendations were presented at the Planning & Zoning Commission public hearing

Chairman Donnelly called the meeting to order at 7:00 pm. Commissioner Filippone made a motion
seconded by Commissioner Szymczak to approve the minutes from the Planning and Zoning
Commission meeting on September 10, 2020. The minutes were approved 4-0. Chairman Donnelly
introduced the only item of business, the Community Development Block Grant Coronavirus (CDBG-
CV) Subrecipient Funding Recommendations.
Ms. Lalagos gave a brief background on the Community Development Block Grant (CDBG) Program.
She explained that the special allocation of CDBG Coronavirus (CDBG-CV) funds were authorized by
the Coronavirus Aid, Relief, and Economic Security (CARES) Act and that the first round funding for
the Village of Mount Prospect totals $154,667. Ms. Lalagos recounted that the Village amended the
2019 Action Plan to incorporate the new grant and committed to using the CDBG-CV1 monies for
public service activities related to COVID-19, such as rent assistance, hotel / motel emergency
shelter, food pantry distributions, and meal delivery for quarantined vulnerable populations. Ms.
Lalagos stated that existing CDBG subrecipients were invited to submit an application requesting
CDBG-CV1 funds for eligible activities. She reported that the Village received 8 applications with
requests totaling $230,400, which exceeded the amount of CDBG-CV1 funds available. Ms. Lalagos
explained that staff reviewed the applications and suggested full, partial, or no funding for the
proposed activities. She shared a table summarizing the recommendations, which consisted of 9
public service activities across 7 subrecipient agencies. Ms. Lalagos relayed that an estimated 523

low and moderate income residents will be assisted through the CDBG-CV1 funds. She explained
that staff will bring the CDBG-CV1 recommendations before the Village Board for final approval.
The Commission did not have any questions for staff.
Hearing no comments, Chairman Donnelly asked for a motion to approve the request as presented.
Commissioner Filippone made a motion seconded by Commissioner Otteman.
UPON ROLL CALL AYES: Otteman, Filippone, Szymczak, Donnelly
NAYS: None
A vote of 4-0 was taken with a positive recommendation to the Village Board.
Ms. Lalagos stated the CDBG-CV1 funding recommendations are scheduled to go before the Village
Board on October 20, 2020.
Upon seeing no citizens to be heard, Chairman Donnelly asked for a motion to adjourn.
Commissioner Filippone made a motion seconded by Commissioner Otteman and Commissioner
Szymczak and the meeting was adjourned at 7:07 PM.
