CHILDREN AT PLAY SIGN REQUEST

Attached is a request from Ms. Judith Resele, 400 Larkdale Lane, for a
CHILDREN AT PLAY sign to be located on Elmhurst Avenue at Bob -O -Link Road.
The Engineering Staff recommends that a sign not be installed at this location. The
,-Engineering staff believe that such signs are unenforceable and give a false sense of
security to the neighborhood residents. This item was on the Safety Commission
agenda for November and December of 1994, however, nobody from the Bob -O -Link
neighborhood attended the meeting. This item has been deferred to this month to
allow neighborhood residents more time to respond,

PARIONG RESTRICTION ON MIDWAY DRIVE
Attached is the parking restriction study on Midway Driver done by Peter F.
Olesen and Associates, Inc. Mr. Anderson of Park National Bank and Trust of Chicago
have requested a parking restriction on Midway Drive. This issue has been deferred
to this month for the Engineering Staff to collect and analyze the opinions of two other
businesses (Charlie Club and Zanie) on Midway Drive. Charlie Club approved a
,-parking restriction on Midway Drive and Zanie did not respond to the survey.

of Mount Prospect to review concerns with respect to a continuing

The area in question i's immediately west of Elmhurst Road (IL Rte 83)
on Midway Drive, which extends west one block to a cul-de-sac. To the
west of the Cul-de-sac is Charley Club, on the south side 'i's Zanies
Comedy Club and on the north side, Park National Bank. The north side

COURSE OF ACTION:
In order to better understand the problem, we visited the site on
three occasions to observe the existing conditions.
Two diesel tractor units were observed parked in Zanies parking lot o
December 1, 1994, and on the south side of the street on December 2
1994 and again on December 4, 1994. No other vehicles were noted
Photographs from each visit are attached as EXHIBITS 2 through 6. 1
The letter from the bank indicated that there was overnight parking.
If this happened on the st.ree.t, it would be a violation of Village
code. We therefore reques.ted information with respect to police
department records of possible overnight parking on the street.
The Village's engineering department contacted the police departmen
to obtain any information they had on file. The Police 'indicated tha
they have been monitoring the aa resince the

and have noted no overnicht parking during that period. I
4ISCUSSION:
The trucks are not violating any posted regulations by parking on the
street, unless they park overnight, which hasn't happened recently,
Unless they are patrons of Zanies or have permission to park in their
parking lot, they may in fact be trespassing. That would involve
prosecution by the property owner or tenant.
The only potential parking demand along Midway Drive would appear to
be on the evenings when Zanies is open and their parking lot becomes
full, or if a major function at the Charlie Club that would cause
overflow parking to extend to the street,
It is possible that the drivers of these vehicles live in apartments
in the area and are parking on the street and in the adjacent lots
because they are not permitted to park in the apartment lots,
Another possibility is that the transport company has no local
facility at which to park its vehicles.
We understand the concern for joggers, but cannot see that as a major
problem. The trucks occupy a rather limited curb length when parked
on the street. There are sidewalks and parking lots available on
either side of Midway Drive that would be far safer than jogging in
the street.
The relative traffic on Midway Drive is low because the street only
serves the Bank, Zanies and Charley Club,
Changing parking regulations could have a negative impact on one or
more of the above businesses. It would be a good idea to survey them
prior to making any changes,
POSSIBLE COURSES OF ACTION:
The Village has several potential course of action that can be taken.
These include the following:
1 Allow the situation to exist as is. The trucks do not create any
visble traffic hazzards by parking on the south side of the
street,
2. The Village could pass an ordinance prohibiting parking on the
south side of Midway Drive. This could have a negative effect the
existing businesses should they ever need on -street parking for
their customers.
3* The Village could pass an ordinance prohibiting truck parking on
the south side. The parking causes no major problem in itself.
4* We are not aware of an ordinance that specifical lyprohibits a
company from parking 'Its vehicles overnight in a commercial area
that could be applied to this situation, The Village may wish to
consider an ordinance regulating parking by trucking firms seeking
to avoid having their own parking facility,
CONCLUSIONS:
We feel that parking the tractors at the curb does not create an
unsafe condition. The street is basically only one block long and is
wide enough to permit two-way traffic past the trucks when they are
parked there.
If prohibition is pursued for other reasons, we highly recommend that
each business be interviewed ' with respect to their position concerning
possible prohibition of parking along Midway Drive,

After the last Safety Commission meeting (December, 1994), it was discovered
that the resident (Mr. Joe Jagus) on 121 Stratton Lane had not been notified on the
Safety Commission meeting agenda. Therefore, the Safety Commission's
Recommendation about a parking restriction on E. Henry St was pulled out of the
Village Board of Trustee Meeting Agenda, This issue is to be discussed again this
✓_month to allow the resident to attend the meeting
As discussed before, the same resident requested this 'issue two times before:
1). First request (February, 1988) was denied by the Safety Commission.
2). Second request (March, 1988) was denied by the Village Board of Trusteel"

REQUEST FOR PARKING RESTRICTION
121 STRATTON LANE

INTRODUCTION:
Peter F. Olesen and Associates, Inc., has been engaged by the Village
of Mount Prospect to review the concerns expressed by Mr. Joe Jagus of
121 Stratton Lane concerning his driveway access when functions at
St. Emily's School cause vehicles to park along Henry Street opposite
his homes
Exhibit I- Location Map presents the site location within the village,
Mr, Jagus has an address on Stratton Lane, but his home and driveway
Actually face Henry Street, which runs east and west along the north
side of the St. Emily parking lot which is on the north side of the
elementary school building. His home is one of two that face +1enry in
the subject blocks The house has a two car garage served by a 23 foot
wide driveway.
To better illustrate the site location, please refer to Exhibit 2 -
Site Location. This more clearly identifies the site and existing
conditions. We are also attaching several photographs for greater
clarity.
At the present time, parking is permitted on 'both, sides of Henry
Street, from Horner Lane west to a dead end i,mmediately west of
Stratton Lane, The extention west of Stratton serves the St. Emilys
Convent on the north side of the street and as a connection to the
school parking lot on the south side of the street,
In a discussion with Mrs Jagus on December 2, 1994, he stated his

concern with the difficulty of enter:`Lng or leaving his driveway during
"special functions" being held at th,e school duri*ng the week. He said
he didn't have a problem on weekends during church services.
When I discussed the frequency of the problem, he indicated that there
might be two fund raising functions during the year,%plus basketball
games at the school.
We contacted the school to inquire as to their projected "overflow"
periods. They indicated the following functions normally resulting in
overflow parking:

My observation was that the school parking lot was rather large, and
based on my observation of elementary school basketball attendance, I
would not anticipate that many cars would bepresent,
When we asked the school administration, they said that they did not
feel that their basketball games attracted enough vehicles to fill the
lot.
On the date I visited the site, there were two automobiles parked
along the south side of Henry Street, but they were not near his
driveway.
During further discussion he stated that he felt parking could be
restricted on the south side of Henry because it was already prohbited
on the west side of Horner from Henry south to Central Road,
Horner Lane collects traffic from the neighborhood and carries much
higher volumes of traffic than Henry. If parking had beenpermitted
along the front of the school as well as on the east side of the
street, it 'Would not be poss,ible for vehicles to pass in opposite
directions when vehicles were parked on 'both sides of the street,, it
should be furt,her stated, that the southbound pavement adjacent to the
curb on Horner Lane passing the school, in effect serves as a fire
lane when parking is prohibited.
The fire lane for the north side of the school is located in the
parking lot, not on Henry Street,
POSSIBLE COURSES OF ACTION: I
Mr. Jagus is concerned with his ability to move freely to and from his
residence at all times, This reflects a common feeling, which could
be expressed by all homeowners.
We understand his concern, but feel that the problem is not a frequent
one. While it may be more inconvenient than when' no cars are present,
it is still possible to negotiate a vehicle to or from his driveway
when vehicles are parked opposite.
Discounting the Sunday Mass parking overflow, which Mr. Jagus said was
not a problem, there are approximately six times a year when he feels
constricted,
There are several different courses of action open to the Village in
order to address the situations These are as follows:
Alternate 1 - Take no action,
The same conditions exist along many streets in the village where
driveways do not face opposite each other. Whenever a vehicle is
parked on the opposite side of the street in front of a driveway,
it creates a situation where a driver backing out of a driveway has
to exercise more caution.
Should this be an everyday occurance, it could be viewed as a more
serious problem. It is not an everyday occurance, but rather, as

waive the rule requiring two readings of an ordinance.

Mr. Dan Ewing of 12 Audrey Lane have requested a parking restriction on the
100 block of Audrey Lane because the cars belonging to workers from the dental
office on Central Road are parked on Audrey Lane just south of Central. He indicated
that driving around these parked cars created hazardous driving conditions. A total of
'.22 surveyswere se�nt, out, to collect and analyze the resid'ent's. opilnions. As of January
64 199,53, a tota] of 11 surveyswere returned to the Village,, the majority of the retumed
surveys, favored a parki,ng restrictionon Audrey Lane. The Engineering Staff
recommends that a 2 -hour parking restriction from the hours of 7.00 A.M. and 6:00
P.M. except on Saturdays, Sundays and legal holidays be installed on both sides of
South Audrey Lane (from Central Road to 12 S. Audrey Lane).

A* Requested Action - In a letter dated March 22, 1994, Mr. andJohn Baptiste requested
the installation of stop signs on North Eric Avenue at its intersection with East Cardinal Lane. The purpose
of the stop sizns would be to control hieh vehicle speeds through the neiehborhood thereby U'nproving safetv
for neip-rhborhood children. A copv of Mr. andBaptiste's letter i's attached as ExIn'bit A.
B. Scope of Investigation - Civiltech En ' eineering was retained by the Village of Mount
Prospect to investi ' gate potential traffic safely- or operational problems at this intersection and to..recommend
any enhancements to the system of traffic control devices. To aid in the investigation, the Village Public
Works Department conducted 24-hour machine traffic counts in the study area and they provided historic
accident data. Civiltech Enc.�neering anah-zed these data r to performing a site reconnaissance to
obsen,,e e: u -'sting conditions and to evaluate driver sight (Estances from each approach.

C. Traffic Volume Data - The Public Works Department conducted two-way 24-hour machine
traffic counts on Eric Avenue both north and south of Cardinal Lane, and on Cardinal Lane east of Eric
Avenue. The results of the traffic counts are shoN�m in the attached Exhibit C. During the counts, Eric

Um venue carried approx.* atelv 710 vehicles per day (N, -pd) south of Cardinal Lane and 140 i -pd north.
Cardinal Lane carried appro.xmately 740 N -pd east of Eric Lane. The peak-, traffic hours occurred between
730 and 8:30 A.M. and between 4:30 and 5:30 P.M.
D. Traffic Accident Data - The Village noted that w -o accidents have been reported at the Eric
Ai-enue/ Cardinal Lane intersection since 1990. Both accidents occurred as NreMcles were makinR turns
between Eric AN-enue and Cardinal Lane. Neither of these accidents im-olN-ed pedestrians. Copies"'of the
accident reports are given in Ex.-hi'bits D and E.
E. Spot Speed Study Data - No spot speed studies were performed at this M*tersection, During
the field m'spection. : cars did not appear to be traN,elling in excess of the speed limit. In additio most c s

seemed to pause on Cardinal Lane as thev approached Eric AN-enue. The Mount Prospect Poli ! ce do not
maintain records of speeding tickets so this ir&rmation was not available.
III, WARR-tNTS FOR TRAFFIC CONTROL DEVICES
The Illinois Mgmml .".On, Urju =11 Dak-ices {MUTCD) prescribes the legal warrants for
installation of all traffic control devices including stop signs. Section 2B-5 of the M1JTCD states "because
the STOP sign causes a substantial inconvenience to motorists, it should only be used where warranted. A
STOP sign I ma`, be warranted at an intersection where one or more of the following conditions exist:

not observed; at least during the day on which the field inspection was performed, It is our opinion that the
speeds were low primarily because of driver caution concerning the lack of traffic control signing at the
intersection.

We need a traffic control apparatus (i.e. stop sicrns) at the intersection of SEE-GNVLTNT and

regulations consist of No -parking signs posted south of the intersection on the east side of See-Gwun an
west of the intersection on the north side of Sha-Bonee. I

were measured as they approached the Sha-Bonee Trail intersection and thus may not be indicative of
block speeds.
